Foreword: strong neighbours serving the label zhealing county
In the zhechu county landscapePujiangThis is particularly the case. The county is located in the capital city of guinhua, in yiu, and along the three economic poles. At the same time, the pujiang hills, which constitute over 70 per cent of the country's territory and are typical mountainous districts, have failed to be included in the list of mountainous districts with high provincial priorities and have lost many development dividends。

For a long time, affected by the strong rise of the surrounding regions, the pujiang industry was small in volume and lacked core growth poles, and the pace of development was once overtaken by neighbouring counties, with the labels of “touching” counties. But objectively, it is not only passive and difficult to survive. Under intense regional competition, the small town is actively breaking down and making a dynamic transition from a unique breakaway route。
I. Economic fundamentals: stable resilience and stylistness
On the basis of the 2025 economic data, the development of the pujiang is characterized by “general stability, bright spots, and short sheets”. The county-wide GDP grew by 5. 8 per cent over the same period, reaching 34,148 million yuan throughout the year. The rate of growth was steady in the fifth place of the city and the economy was generally stable and orderly。
The industrial economy is the largest development point in the pujiang and growth has been strong. In 2025, the county-wide industry added value increased by 10. 6 per cent over the same period and ranked second in the city; private enterprise dynamism continued to be released, with output growing by 11. 6 per cent over the same period, becoming the absolute main engine of economic growth in the county, demonstrating the resilience of industrial development。
Under bright industrial data, however, development is not negligible. With a total of $15,781 million in imports and exports in 2025, the growth rate has been negative. Together with kim yi xin, the region has become the only two negative-growth counties in the country. The growth rate of foreign trade has been at the bottom of the city. The problem of uneven import and export structures and weak external market expansion has been highlighted. On the whole, while the pujiang economy is well advanced, it is clearly divided between strengths and weaknesses, and there is real pressure to bind competition。
Ii. Traditional industrial hierarchies: the old pillar industry, accelerating intellectual change
The three traditional industries, crystals, locks and sutures, have been the backbone of the rich industry in pujiang for many years, sustaining the fundamentals of the real economy in the county. Among them, the seams industry, with a gross industrial product exceeding $30 billion in 2024, is the country's largest production and export base with the best industrial chain, with a strong industrial base。

For a long time, however, there has been a marked weakness in the traditional industry of the pujiang: the majority of businesses are small-scale family workshops, the number of large leading firms is scarce, the visibility of autonomous brands is low, the value added of products is low, the homogenous market is competitive and the transition is imminent。
In an effort to solve the development dilemma, pujiang has been working on the digitalization and intellectual transformation of traditional industries. As of september 2025, 28 enterprises throughout the county had completed the digital transformation survey and acceptance process, and three provincial smart factories had been successfully built, and enterprises such as the garment hall and the hengchang textile industry had been successfully selected as provincial advanced smart factories in 2025. At the same time, pujiang continues to organize a national competition for the design of crystals at higher education institutions, which has resulted in the accurate introduction of high-quality designers and innovative ideas, the empowerment of traditional industries, and the continuous rejuvenation of the “old three” industries that have been working for many years。
Iii. Regional competitions: integration, breaking through between force and iris
A special place, where pujiang remains in a game of regional interconnectedness and competition, is at the heart of its development strategy。
The pujiang is connected to the water of iu shan and trades in one way or another, and the cosmopolitanization of pu yi has continued to deepen. On several occasions, political and party delegations have been organized to study in the country and learn from the best practices in the construction of the markets of the country, cross-border electric operators and commercial operations. A large number of pujiang crystal companies have expanded their markets through large passenger and order flows, taking into account the radioactivity of the world-class commercial and trade hub in toiou, the subdivision of deep tillage。

But the powerful rainbow inhaling effect of the pujiang also poses a serious challenge. In competition for high-quality resources, labour and market orders, pujiang indigenous processing enterprises continue to face difficulties in finding jobs, rising costs and an outflow of orders. The negative growth of foreign trade in the pujiang in 2025 contrasts strongly with the high growth rate of 25. 1 per cent in the yiu, which clearly reflects the gap between the development of the districts。
While deeply integrated into yiu, the pujiang has taken the initiative to link the hangzhou metropolitan area to create enclaves, develop enclave economies, and escape from county areas to limit resource borrowing. At present, the ai+ networked smart lighting project, the first project for the creation of an incubation field in pujiang, has been successfully landed and is expected to yield $50 million by 2026. For the urajiang, how to take advantage of the rise in integration development and avoid flooding by advantaged regions is the central development issue at this stage。
Iv. Cultivation of new dynamic energy: layout of new and emerging tracks, building industries bottom gas
The key to moving away from the inherent pattern of “suture survival” is to nurture new quality productivity and reshape industrial structures. In recent years, pujiang has concentrated on the construction of the “3+3+x” advanced manufacturing cluster, focusing on three new industries, namely, photovoltaic electricity, electronic information, high-end equipment manufacturing, and the continuous expansion of industry。
A number of landmark industrial projects have landed on land to inject dynamic energy into the district economy. The first phase of the enrichment new energy precision structure project, which is expected to produce more than rmb 1. 9 billion in 2025, could create 8,000 new jobs and create a strong industrial clustering effect. The future industrial layout will be accelerated, and the main project to equip hydrogen with intellectual estates will be successfully completed, with the national pilot policy for the integrated application of hydrogen energy, and efforts will be made to build a mid-hydrogen energy test base; the sing ming semiconductor project, which produces 100 million photons per year, is in the pilot stage of production, and the high-end manufacturing industry is beginning to emerge。

At the same time, pujiang has actively integrated into the “hong kong, corridor and chain” municipal development strategy in kimhua, participating deeply in the construction of the international dry port hub in kimhua, actively expanding the public transport connection, the new cross-border electricity model, opening up logistics routes for emerging industries, broadening the development space and building the foundations of industrial counties。
Conclusion: the stitches are a dilemma and an opportunity to push for transformation
Objectively, the development of the pujiang is clear: it is in the middle of a strong county, with a relatively limited economy, a lack of dedicated policy dividends, traditionIndustrial transformationThe pain continues and regional competitive pressures remain high。
But from a global perspective, the pujiang has never been passively trapped in a “close”. The shift in the intellectualization of traditional industries has yielded steady results, the emergence of new industrial clusters has accelerated, the pattern of integration and openness has continued to deepen, and the county economy is moving steadily from “stable growth” to “quality”。

In 2026, as the year of the beginning of the “fifty-fifty-fifty”, the pujiang identified an entirely new path to development: the promotion of new industries, the promotion of integration, the ecological construction of the guangbun brigade, and the promotion of prosperity in the yangtze village, with all its efforts to achieve the goals of building industrial districts。
The so-called “cracking situation” is both an immediate developmental pressure on the pujiang and a central driving force that pushes the industry to upgrade and break itself. It is foreseen that the pujiang, which has been working on a continuous and transitioning industry, will eventually completely re-formulate the inherently “standing for life” label and break out of its own new course in the zhe china county development landscape。
