According to the circular of the national board of health and health of the ministry of finance on the early release of the budget for the 2024 medical services and guarantee enhancements (capacity building of health institutions) grant fund (fb (2023) no. 158) the first budgetary target (project code: 10000015z15508000004, as detailed in the annex) for the 2024 health service and security capacity development (capacity building in health institutions) grant has been issued for the upgrading of the capacity-building and service levels in health institutions. The relevant notifications are as follows:
I. This income is included in the government income and expenditure classification in 2024 under the heading “1100,249 health co-finance transfer income” and in the government income and expenditure classification in 2024 under the heading “210 health health expenditure”. Funding was processed through the fiscal year-end closure of provinces and municipalities in 2024。
The direct funding line is designated as “one-stop-to-one”, which runs through the entire distribution, disbursement and use of funds and remains unchanged. When you send the transfer to a lower level, you shall issue a separate budget indicator document and maintain the central straight up to the funding marker. At the same time, timely posting of relevant indicators and direct access to the funds markers in the indicator management system and the introduction of direct access to the funds monitoring system ensure that the data are true, that the accounts are clear and that the flow is clear. For projects where the funding source includes both direct central funding and local counterpart funding, the budget indicator document, the indicator management system can be shown separately by source of detail and recorded separately in the indicator system; or the direct access monitoring system can be automatically split by the proportion of direct central funding that is funded locally。
Iii. Improve performance target management and performance monitoring and evaluation to ensure that financial resources are secure and effective, as required by the full implementation of budget performance management。
