1. This catalogue is drawn up in accordance with the provisions of the civil code of the people's republic of china, the land administration law of the people's republic of china and the urban real estate administration law of the people's republic of china。
The establishment of state-owned land use by means of transfers is strictly restricted. In accordance with this catalogue, the use of land by means of an allocation shall be made at the request of the construction unit and with the approval of the people's government, which shall have the right to grant such authorization; in the case of a construction unit offering or agreeing to use the land on a paid basis, the concession, lease, etc. Shall be made available in accordance with the law。
This catalogue is defined as a construction project of a “non-profit”, “public interest” or “non-operational” nature, which shall be verified by the local natural resources authorities above the county level in the review of the allocation of land, on the basis of, inter alia, the registration certificates provided by the building unit for private non-enterprise units, social service institutions, etc., and the documentation of materials issued by the relevant industry authorities. Depending on the need for work, the views of the relevant industry authorities may be sought。
4. The right to use state-owned land for construction, acquired by means of transfers, shall be subject to paid use, as enterprises are no longer in conformity with this catalogue, as is the case with the transfer of state-owned land or the conversion of land use。
5. Once this catalogue has been implemented, the laws, administrative regulations and relevant policies of the state council provide for it。
This catalogue has been in force since 1 september 2025。
Land and military use by state organs
(i) land for party bodies and people's groups
1. Office space。
2. Specialized facilities such as security, confidentiality and communications。
(ii) military holdings
Command authority, command works, combat works, above and below the ground。
Military airfields, ports, terminals。
Camps, training grounds, test sites。
4. Military caves, warehouses。
5. Military information infrastructure, military reconnaissance, navigation, observation stations, military surveying, navigation and navigation aids。

Land for urban infrastructure and public goods
(iii) land for urban infrastructure

3. Heating facilities: including urban heat sources, regional heat stations。
4. Public transport facilities: comprising urban light rails, underground rail lines, public transport vehicle parking areas, first and last stations (master stations), movement control centres, whole-stream stations, vehicle maintenance yards。
5. Environmental sanitation facilities, including rainwater treatment facilities, sewage treatment plants, garbage (septic) disposal facilities and other sanitation facilities。
6. Municipal pipelines. These include cable tunnels, water supply, drainage, gas supply, heating, specialty pipes, integrated pipes and other municipal trenches。
7. Road square: comprising municipal roads, town squares。
8. Green land: includes public green land (with the exception of residential subdivisions, complementary green land for construction projects), protected green land。
(iv) land for fire rescue, emergency shelter facilities
Fire-fighting facilities: including fire stations, fire communications and command training centres。
2. Rescue facilities: including the emergency relief command training centre, disaster prevention and mitigation, security, etc。
3. Emergency shelters: those built by the people's governments concerned; emergency shelters。
(v) land for national reserve facilities

1. Central and local government reserve facilities (including agricultural and agricultural reserves such as food, energy reserves such as oil, reserves of strategic minerals, critical raw materials, and reserves of emergency materials such as emergency relief, medicines, etc.)。
2. National reserves of production aids such as railway lines, dedicated roads, pipelines, etc。
(vi) land for non-profit postal facilities
Universal postal services, postal places of operation and postal facilities providing special postal services。
(vii) non-profit sex education, nursery land
1. Teaching in schools (general higher education schools, general education schools, special education schools, secondary vocational colleges, specialized schools), offices, experiments, scientific research, student dormitories, canteens, practical training places in schools and cultural sports facilities。
2. Pedagogical and health care in kindergartens, care institutions, children's dormitories, canteens, offices, physical and cultural facilities in parks, play areas。
3. Rehabilitation, skills-training facilities for special education schools。
The use of the allocated land in accordance with the provisions of this paragraph shall be made for educational institutions such as schools, kindergartens or nursing institutions that are authorized or registered by law. Among them, schools, care institutions should be non-profit legal persons; kindergartens should be non-profit legal persons or inclusive kindergartens as determined by the education authorities。
(viii) land for research institutions of public interest
1. Scientific research, investigation, observation, experiments, test (stations, sites, bases) facilities。
2. Office facilities for scientific institutions。
Non-profit legal persons that use the allocated land in accordance with the provisions of this paragraph shall be established, with the approval or registration of the law, to conduct basic research, applied basic research, research of public interest or to provide public technology and public goods。
(ix) land for non-profit public cultural sports facilities
1. Public cultural facilities: public interest libraries, museums, memorials, galleries, galleries, science and technology, cultural houses (stations), youth palaces, youth science and technology halls, youth (children) centres of activity, workers ' cultural palaces, radio and television transmission coverage facilities。
2. Public sports facilities: public interest stadiums (except golf course) open to the public, gymnasiums for all (except residential subdivisions, enterprises) and sports information, research and stimulant detection facilities。
The use of the allocated land in conformity with this paragraph shall be the management unit of public cultural and sports facilities and shall be a non-profit legal person。
(x) non-profit health facilities
1. Hospital。
2. Basic health facilities such as township health clinics, community health service centres (stations), village health units, infirmaries, outpatient clinics, etc。
3. Specialized public health institutions such as disease prevention and control institutions, specialized disease prevention and control institutions, maternal and child health centres (houses, stations), health education institutions, first aid centres (stations), blood collection institutions, etc。
4. Independent institutions and care institutions such as medical examination centres, pathological diagnostic centres, medical video centres, blood dialysis centres, rehabilitation medical centres, serological care centres, etc。
The use of the allocated land in accordance with this paragraph shall be registered as a non-profit hospital, a primary health-care institution, a specialized public health institution or other health-care institution by the health authorities。
(xi) land for non-profit social security and welfare facilities
1. Secure housing。

4. Public service funeral facilities: funeral home, funeral service station, urn hall, public service cemetery。
In the case of use of the allocated land in accordance with this paragraph, the guaranteed housing shall meet the requirements for planning and construction; other non-profit social security and welfare facilities shall be built in a legal entity of a non-profit nature。
Country-focused infrastructure land for energy, transport and water
(xii) land for strategic mining facilities in the energy sector
Open-air mining sites and associated facilities。

(xiii) land for electrical installations

1. Water engineering land: includes waterproofing, drainage buildings, drainage systems, tailing systems, sub-floods and their annexes, ancillary roads, transport facilities, electricity, water supply, wind, heating and refrigeration facilities。
