This year, our city launched a special subsidy policy for the renovation and renovation of old houses. During the period from 1 january to 31 december 2025, renovations of old homes for residents, such as façade, flooring and cleaning materials, were purchased, with a subsidy of 15 per cent of the purchase price, up to a maximum of $30,000 per household. This policy covers both urban and rural dwellings and makes it clear that the same housing unit does not duplicate other types of subsidies, ensuring that funds are accurately used to benefit people in need。
With a view to further unleashing the consumption potential of the population and promoting the upgrading of home-based industries, our city has focused on the needs of the population, such as the renovation of old houses and local renovations of kitchens, and has introduced a specific subsidy policy, accompanied by a new consumption-for-the-old initiative, to stimulate the dynamism of the home-dressing market with the policy dividend of “gold and genuine”. In 2024, the city-wide audit of 1,345 households resulted in the payment of $22,282 million of the subsidy funds, of which the central funds paid $1. 925 million and the local matching funds paid $3. 3176 million. In 2025, the first grants of $10. 2 million were launched, and 442 cases have been processed to date, involving a total of $9. 789. 7 million. 220 families that have completed renovations have received subsidies totalling $4. 898. 3 million. The policy dividend is on the rise, giving a strong boost to urban consumption growth。
In order to ensure that the policy works, our city has launched the “dialogue + audit + regulation” triad of “combining boxes”. The entire application process can be completed by creating a two-channel mechanism for “line submission +-underline review” through the promotion of government platforms, community bulletin boards and refurbishment companies such as “lighten release”; ensuring the authenticity of renovations through the commissioning of 100 per cent on site of property or third-party institutions。
In response to the lack of funds, our city is actively leaning towards the higher financial sectors. At the same time, in order to improve the efficiency of audits, business training is organized on a regular basis to standardize the criteria for determining the reasonableness of renovation costs。
Currently, our city is preparing for the next round of policy advocacy and financial disclosure, with plans to further streamline processes and improve efficiency through initiatives such as the expansion of online application coverage and the introduction of credit commitments. As more subsidy funds continue to be available, this “package box” of pro-people and pro-consumption policies will continue to unleash the consumption potential of household clothing and breathe new energy into urban economic growth。
