Social assistance is a matter of food and clothing for people in need. It is a basic and basic part of social construction. At the end of 2020, a number of measures to reform and improve the social assistance system were published by the municipal council office and the municipal council office. I. Development of social assistance in our city
Under the strong leadership of the municipal council and the municipal government, our city has taken seriously the spirit of the secretary-general xi jinping's instructions for civil administration, maintaining a focus on fighting poverty, focusing on special groups and focusing on the concerns of the population, and effectively guaranteeing the basic livelihood of people in need. During the period of the 13th five-year plan, the city's urban low security standard increased from 500 yuan per person per month in 2015 to 733 yuan per person per month in 2020, an average annual increase of 7. 95 per cent; the rural low security standard increased from 3550 yuan per person per year in 2015 to 5736 yuan per person per year in 2020, an average annual increase of 10. 07 per cent. Social assistance in our city has made some progress and has played an active role in guaranteeing basic livelihood, winning the fight against poverty and building a small and healthy society. However, compared to the aspirations of the difficult people of the new era for a better life, there is an imbalance in the development of social assistance in our city compared to the need to provide assistance to the needy. Institutional mechanisms still need to be reformed and innovative, assistance resources need to be consolidated and improved. As a result, a number of measures to reform and improve the social assistance system have been introduced in the city, and the task of reforming and improving the social assistance system is being carried out throughout the city。
Ii. Main elements of the reform
The first is to define the objectives of our city's efforts to reform the social assistance system in the present and the coming period. The establishment and strengthening of a system of social assistance with basic, special and emergency social assistance, with the participation of the social forces as a complement to this system, will speed up the development of a comprehensive system of government-led, socially participatory, institutionally sound, policy-oriented and inclusive assistance, with a view to achieving quality, efficient, warm and intelligent assistance。
Second is the introduction of systemic, forward-looking and operational reform initiatives. With regard to the basic living assistance system, it is expressly stated that the minimum contribution is to be paid in the form of a split or on the basis of the actual difference between the per capita income of a family member and the subsistence rate; for special hardship families, the necessary measures, such as “one-person insurance” “hard spending deduction”, are to be taken to guarantee their basic livelihood. With regard to the special social assistance system, measures such as the establishment of a mechanism to guarantee the cost of medical assistance in cases of major epidemics, the payment of fees by health-care institutions and the payment of contributions by health-care funds for emergency situations such as outbreaks of disease; the provision of assistance at all stages of education; the provision of priority assistance through the allocation of rent-in-kind housing and the granting of rental subsidies; the further clarification of policies on job offers, the granting of financial benefits and the reduction of employment costs; and the development of a natural disaster emergency response system. Provision is also made for access to justice, legal assistance, heating and assistance to special groups of persons with disabilities, children in difficult circumstances, etc. In the area of emergency social assistance, it is proposed to separate the system of assistance for street beggars from the one of temporary assistance; the system of temporary assistance is designed to gradually eliminate restrictions on the use of domiciles and places of residence and to explore emergency situations; it is proposed to improve the system of emergency assistance; it is intended to improve the emergency response plan for public emergencies; and it is intended to improve basic medical care and basic livelihood security for people in distress in public emergencies such as major epidemics. With regard to the participation of the social forces, it is proposed to actively develop and develop social assistance-type organizations, to establish a list of social assistance services to be purchased by the government and to regulate the government's efforts to purchase social assistance services。
Thirdly, innovations have been made with regard to the establishment of a system of assistance for low-income families and the improvement of mechanisms for the dynamic management of clients. As a next step, under the leadership of the municipal councils and municipalities, we will work with the authorities to ensure that the reform mandate is implemented. The first is the effective implementation of the integrated coordinating role of the joint meeting on social assistance.
