Since the beginning of this year, municipal councils and municipalities have adhered to the advanced manufacturing market by strengthening top-level design, highlighting deep-seated designs, conducting research, conducting comprehensive analysis and combing, establishing 11 key industrial chains, screening 62 chain-owning enterprises, promoting the long chain of key industries, implementing the “ten ones” working mechanism and vigorously promoting the construction of advanced manufacturing markets。
On the morning of the 23rd, our city convened a high-profile conference of advanced manufacturing power-building and optimization of the business environment, a “two-size-fits-all” mobilization conference, which gave high recognition to outstanding entrepreneurs, two-and-a-half to advanced firms and individuals, a public exchange of priorities to optimize the business environment, and the deployment of “ten major actions” such as priority industrial chain development, industrial technological transformation, investment breakthroughs, business environmental protection, factor support, etc., which resulted in a series of high-value, well-targeted and intensive policy initiatives to optimize the business environment and promote double-tripes, and a new round of “package fists” for the construction of advanced manufacturing markets。
I will now briefly describe the relevant policy initiatives。
I. Supporting the technological transformation of enterprises for quality development in advanced manufacturing
The main objective is to increase investment in the technological upgrading of industrial enterprises throughout the city by more than 10 per cent, with investment in technological upgrading accounting for more than 65 per cent of industrial investment, through measures such as the intensification of projects, the promotion of enterprise upgrading, a sound service promotion system, and enhanced factor support guarantees. Specific policy measures: first, to increase financial and financial support. For digital transformation and intellectual transformation projects, the input supplement rate was raised to 5 per cent, with a one-off award of up to $5 million. One-off incentives of up to $3 million are awarded to priority technical upgrading projects at the municipal level, taking into account the contribution of enterprises to local economic and social development. Implementation of a three-year action plan for medium- and long-term loan risk compensation in manufacturing, with a $20 million risk compensation fund. State-owned enterprises are encouraged to support technological upgrading in manufacturing and to participate in market-based equity investments. The second is to increase the supply of various elements. Priority is given to supporting energy needs for cost-effective enterprise technology upgrading projects. Optimizing environmental-related services to achieve immediate review and joint assessment. Integrated use of industrial land and progress towards a 100 per cent “standard land” model. Ii. Supporting the upgrading of “seed” enterprises
The main objective is to establish a networked “seed bank” with four tiers of “breeding” “breeding” “strength” “afforestation”, to introduce full-cycle breeding, to achieve a good pattern of upgrading and subsequent development of the “seed” enterprise ladder, and to roll 100 “seed” enterprises annually. The focus has been on implementing four action plans: the “breeding” programme, and the forward-looking deployment of niche industries. • support for pilot space supply and investment support through support for the construction of pilot sites and the development of scientific and technological teams to produce quality “seeds” projects. The second is the “foundation of seedlings” programme, which helps enterprises to build their foundations. Establishment of “breeding” mentor groups to provide “one-on-one” business guidance to “seed” enterprises to help them upgrade their core competitiveness. Fourth is the “afforestation” programme, which shapes good industrial ecology. Three types of investment funds, namely, investment in development angels, investment in entrepreneurship and investment in industry, form a system of fund support covering the entire life cycle of enterprises. To support the angel fund's investment in our city's “seed” enterprises, the government can contribute up to 60 per cent。

Quality development in the financial services manufacturing sector
A series of innovative initiatives focused on strengthening financial services in the industrial chain. The first is sound financial services manufacturing mechanisms. Establish working mechanisms such as collaboration in the development of the financial services industry, financial security of key industrial chain-based enterprises, and business listing of full-chain services to address financing challenges in manufacturing development in a timely manner. The second is to strengthen financial resource security in manufacturing. The establishment of local financial investment service companies at the district level, the development of local financial investment toolboxes and the provision of financial resources such as credit, funds, guarantees and other financial resources for the construction of new manufacturing companies. Third is optimizing the financial services environment in manufacturing. (c) strongly promote inclusive finance and sustained improvement of public information on the interface between financial supply and demand。
Iv. Further promotion of the listing of companies
The measures introduced are an update of the current policy. They include the development of a full-chain service system for all business listings, the establishment of an enterprise marketing promotion fund, the strengthening of financial incentives and the early resolution of problems for companies to be listed. By the end of the 14th quinquennium, the number of enterprises listed in the city doubled (20) to 30. The main policies are: first, to nurture publicly available resources. The establishment of a publicly available reserve bank, and the financing of the joint securities firm for the establishment of an enterprise-based growth promotion fund to screen reserve resources with market forces such as the stock exchange. The second is to strengthen the fiscal awards. Municipal finance awards 10 million yuan for enterprises to be listed in the country, 8 million yuan for companies to be listed abroad, 1 million yuan for companies to be listed on the third board, 100,000 yuan for companies to be listed on the fourth board, 10 million yuan for local companies to move to texas with their shell or outside the market, 11. 5 million yuan for companies to split up, 3 million yuan for companies to refinance and 1 million yuan for companies to issue bonds. The increased local financial contribution of enterprises as a result of financial adjustment regulations or equity transfers is rewarded at the municipal and district levels. The third is to strengthen solidarity. The establishment of services such as a “one letter” “green channel” for the “government bus” to help enterprises solve their problems in a timely manner and to ensure that the listing of companies progresses smoothly。
V. Towards a seamless renewal of lending to optimize enterprise finance services
A seamless renewal of loans is an upgraded non-reimbursement of loans, with the innovation of enabling eligible enterprises to follow up on loans in a timely manner and achieve a seamless interface between maturity and renewal of loans. It is mainly banking institutions that receive requests from clients who have regular working capital loans and meet the conditions for renewal of loans in a timely manner, receive them in advance and compress the length of the loan. To promote the development of a seamless loan management system, the optimization of the business system and the creation of a “white list of enterprises for seamless renewal”. Efforts have been made to reach 80 per cent of the three working days of loan renewal, with no less than 35 per cent of loans being renewed at that date。
Vi. Incentives to solicit funds

With a view to further increasing the mobilization of financial resources, aggregating industries, people, resources, factors and dividends, accelerating the construction of advanced manufacturing markets, and promoting quality development, the texas programme for the implementation of the initiative for the recruitment of business enterprises and the texas scheme for incentives for the recruitment of business enterprises have been introduced, and this time the policy is stronger, more effective and more effective than ever before. Main incentive policies: first, strengthening investment incentives. Incentives are up to $50 million for domestic projects and $3 million for foreign projects. Incentives to support enterprises in acquiring equipment amount to up to $2 million. Incentive policies do not impose minimum investment limits on the world's top 500, china's top 500, and specialized new “small giant” enterprise projects. Two is business incentives. A maximum reward of $5 million is awarded to invitees. A maximum of $200,000 is supported in the case of third-party solicitations and $300,000 in the case of business solicitations in my city. Thirdly, elements guarantee incentives. Support is given to land-intensive industrial projects, such as land concessions, modes of supply and registration of property rights. Incentives are given to senior technical managers of newly established enterprises. Four is the vector construction incentive. Strong enterprises are encouraged to build up their infrastructure and are given some support to their construction units; and municipal extraterritorial governments and enterprises are supported to work together in my city to build a “scaffolding” “scaffolding”. Fifthly, there is an incentive to highlight major projects. Vii. Innovative aspects of business environment
With a view to further upgrading the level of services and stimulating the dynamism of the market, the 10 measures to optimize the business environment were launched at the beginning of the year, with a view to helping to “open the door” enterprises throughout the city. The work programme for the upgrading of business innovations in 2022 was developed, starting with the creation of the “six environments”, and 30 working measures were introduced, which were refined into 188 specific tasks. Through a 2-3 year effort, i undertook a comprehensive evaluation of the business environment in my municipality into the first wing of the province, with some of the reform initiatives having an impact throughout the country and demonstrated in the province. The first is the creation of a fair and efficient investment climate, transparent market access, facilitation of cross-regional operations, improvement of the exit mechanism for market owners, optimization of construction approval services and upgrading of construction project services throughout the process. The second is the creation of a friendly and accessible political environment, the standardization of government services, the facilitation of services to the people, the efficiency of services to enterprises, the integration of property registers and the acceleration of the intelligence of tax services. The third is to create a strong enabling factor environment that explores the dynamic supply of industrial land, advances efficiency gains in business finance, achieves flexibility in the use of jobs by enterprises, ensures the availability and reliability of electricity by enterprises, and ensures the accurate and orderly flow of factors. Fourth is the creation of an open and transparent rule-of-law environment that strengthens regulatory mechanisms for administrative enforcement, fair competition in markets, investor protection mechanisms, contract enforcement linkages, long-lasting mechanisms for the resolution of business maturities, mechanisms for the reorganization of corporate insolvency and environmental guarantees of the rule of law. Fifth is the creation of an inclusive and open environment, an internationalized market system for investment trade and an enterprise “outside” support system. Sixth is the creation of a dynamic innovation environment that enhances the capacity of innovative entrepreneurship services, small and medium-sized enterprises (smes) to compete, intellectual property rights protection, innovative talent accumulation, job security and public service delivery。
Viii. Capacity in resources
On 13 may, the city council convened a talent workshop to launch a three-year plan of action (2022-2024) for the construction of a new era of the city of texaco. Each year, 10 outstanding graduates are selected at the german institute of higher education, which is introduced as a priority through interviews and study visits.
