On 1 november 2025, the market supervision authority of yanqing district, beijing city, received a complaint that the bulk food sold by a business was inverted by the label amount. It was found that the bar-code scales used for the sale of bulked foods by the parties involved were in breach of the contract, with a disguised price addition. The parties' use of bar-coded scales to set up the pricing procedure is not a piecemeal modification of the contract, as permitted by law, but rather a “rounded” modification, leading to the problem of collecting more money than the bid in the course of the transaction。

In violation of article 13, paragraph 2, of the price law of the people's republic of china and the relevant provisions of article 8 of the regulation on scripting and prohibition of price fraud, and in accordance with article 13, paragraph 3 of the regulation on administrative penalties for price offences, the district market supervisory authority ordered the person concerned to immediately correct the situation, impose administrative penalties for the confiscation of the proceeds of the offence and impose penalties。
Article 13, paragraph 2, of the price law of the people's republic of china stipulates that the operator shall not add value to the bid for the sale of the goods and shall not charge any unspecified fees; and article 8 of the regulation on coding and prohibition of price fraud stipulates that the operator shall not, when selling the goods or providing services, sell the goods or provide services for the sale of goods or services, and shall not charge any unspecified fees. Article 13 (3) of the regulation on administrative penalties for price infractions: if the operator violates the specified price-fixing requirement, he shall order the correction and forfeiture of the proceeds of the offence, and shall be liable to a fine of up to $5,000 if the goods are sold in addition to the price price or if an unspecified fee is charged。

By doing so, the yenqing district markets regulatory authority reminds consumers that shopping consumption should be accompanied by low-intensity actions such as “reverse zeroing”; caution against the creation of “digital games”; and keep key evidence such as small shopping tickets, price-tag photographs and so forth, paying attention in detail, taking the initiative to safeguard transparent and fair market consumption.
