Recently, a discussion on "0. 56 cents per degree of electricity is expensive" has sparked debate in social media. This appears to be a simple issue, but it involves energy pricing, institutional reform of electricity, and the cost of living for the population. According to the china electricity price monitoring report issued by the prices department of the national development and reform commission in may 2025, the average national electricity price in the first quarter of 2025 was 0. 547 yuan/degree, an increase of 0. 018 yuan/degree, or 3. 4 per cent, over the same period in 2024. Where is this price level? What are the determinants behind this? By analysing authoritative data and policy documents, we can see the true logic behind electricity prices。
At the national level, there are significant regional differences in electricity prices. The regional comparative analysis of electricity prices, published by the national network limited in april 2025, shows that in 2025, of the country's 31 provincial administrative regions, the highest electricity prices were in tibet (0. 71 yuan/degree) and the lowest in qinghai (0. 35 yuan/degree), with a gap of more than double. This difference stems mainly from differences in local resource endowments, power supply structures, transmission and distribution costs and local subsidy policies. For example, in qinghai province, where hydropower is resource-rich and accounts for as much as 82. 3 per cent of electricity generation costs, electricity prices are relatively high owing to the difficulty of covering the tibetan grid and the high cost of transmission and distribution。
More detailed data are provided in the china electricity industry development report, published by the chinese federation of electricity enterprises in march 2025: the proportion of electricity used by the population in the country as a whole is 14. 8 per cent, and annual electricity consumption per capita is 876 degrees, an increase of 21. 5 per cent over 2020. This increase reflects an improvement in the standard of living of the population and an increase in electrification. The demand for electricity will continue to grow with the increase in household appliances and the spread of intelligent homes。
To understand the level of electricity prices, it is important to understand the composition of electricity costs. According to the study on the mechanism for generating electricity prices, published by the national institute for energy of the national development and rehabilitation commission in may 2025, electricity prices for our population consist mainly of three components: the cost of power generation links (about 50 per cent), the cost of transmission and distribution links (about 40 per cent) and government funds and supplements (about 10 per cent). Together, these three components constitute the final price of electricity。
With regard to the cost of power generation, the national electricity supply and demand analysis forecast, published by the china federation of electricity enterprises in february 2025, shows that the cost of electricity generation in 2024 was 0. 35 yuan/degree on average, 0. 19 yuan/degree for hydropower, 0. 28 yuan/degree for nuclear power, 0. 34 yuan/degree for wind power and 0. 29 yuan/degree for photovoltaic. Differences in electricity generation costs across regions have a direct impact on the high and low final electricity prices。

With regard to the cost of transmission and distribution, the monitoring report on the cost of transmission and distribution issued by the national electricity network company in march 2025 shows that the average cost of transmission and distribution was 0. 218 yuan/degree nationwide in 2024, of which 0. 186 yuan/degree in urban areas and 0. 265 yuan/degree in rural areas. In rural areas, the cost of transmission and distribution is significantly higher than in urban areas because of low population density, long lines and high maintenance costs。
Government funds and additional aspects, including renewable energy development funds, loan repayments by the network, and support funds for large and medium-sized reservoir migrants. The government fund budget performance, published by the ministry of finance in april 2025, shows that the total amount of government funds collected through electricity prices nationwide in 2024 amounted to $192. 6 billion, with an average of approximately 0. 026 yuan. These funds are mainly used to support public goods such as renewable energy development, rural grid upgrading and reservoir migration compensation。
In addition to cost factors, we have introduced a stairway system of electricity prices, i. E. Higher unit prices as more electricity is used. In january 2025, the commission issued a circular on the improvement of the system of electricity prices in the steps of the population, which provides for the division of electricity into three stages: the lowest price (basic life electricity) for the first class, covering 80 per cent of the country's households; the moderate price (normal life electricity) for the second class, which is about 20 per cent higher than the first class; and the highest price (high consumption of electricity for the living), which is about 50 per cent higher than the first class. This system is designed to encourage the conservation of electricity and to guarantee basic household electricity needs。
In april 2025, the department of energy statistics of the national statistics institute published a survey on household consumption of electricity, which showed that the average monthly electricity consumption in urban households nationwide was 112 degrees in 2024 and 78 degrees in rural areas. According to this amount, most households are concentrated in the first and second tranches and very few energy-intensive households are in the third tranche. This also means that the average electricity price actually paid by ordinary households is lower than the nominal electricity price。
How has the price of electricity changed over time? The analysis of long-term trends in energy prices, published by the ndc price monitoring centre in march 2025, shows that in the last decade (2015-2025), the national average electricity price increased from 0. 49 to 0. 547 yuan/degree, with an average annual growth rate of about 1. 1 per cent, lower than the rate of growth of the cpi over the same period. This means that the real burden of electricity prices is declining relative to the overall price level。
In terms of spending on electricity, the china household consumption expenditure survey, published by the national institute of statistics in may 2025, showed that urban residents spent 1. 8 per cent of total consumption in 2024, compared with 2. 1 per cent in rural areas. This percentage is far lower than the main expenditure items, such as food, housing and education, indicating that electricity is not the main financial burden on households。
Why do we have such a price policy? According to the energy price policy interpretation published by the national energy agency in february 2025, the principle of basic security, equity and sustainability in the formulation of electricity prices for the population is to guarantee the basic needs of the population and to guide rational use of energy, taking into account the sustainable development of electricity enterprises. This policy orientation reflects the government's efforts to strike a balance between human security and resource conservation。

The energy prices and livelihoods study, published by the institute of economics of the chinese academy of social sciences in april 2025, states that electricity has a stronger public product identity than other necessities of life, so that electricity price policies are more equitable and accessible. Studies have found that we have given more policy bias to access to electricity for low-income families. For example, most provinces have introduced "low-insured electricity" rates for groups such as rural low-income households and special hardship case workers, with preferential rates ranging from 20 to 30 per cent。
According to data released in may 2025 by the electricity department of the national energy authority, around 28 million low-income families nationwide benefit from the policy of preferential electricity prices, with annual spending on electricity reduced by about 5. 2 billion yuan. These measures have been effective in reducing the electricity burden on vulnerable groups and reflect policy orientation towards energy inclusion。
In addition to the price level, the reliability of electricity supply is an important indicator of the evaluation of electricity services. The monitoring report on electricity reliability indicators, published by the national energy agency in march 2025, shows that the average annual power outage for users nationwide was 5. 6 hours in 2024, down 28. 2 per cent from 7. 8 hours in 2020. This data shows that the reliability of our electricity supply is constantly improving, as is the experience of the population。
New changes have also occurred in the structure of electricity consumption. In april 2025, the china federation of electricity enterprises published a survey of household behaviour in electricity use, which showed that in 2024, the proportion of households charged with electricity to the total population was 7. 2 per cent, an increase of 2. 1 percentage points over the same period. With the spread of new energy vehicles, this proportion will continue to rise, becoming a new factor affecting the population's electricity consumption。
Energy transformation is also profoundly affecting the mechanisms of electricity price formation. The study on the impact of energy transformation on electricity prices, published by the national institute for energy of the national commission for development and development in may 2025, noted that, with the increase in the share of renewable energy sources, it could help to reduce the overall cost of electricity systems in the long run, but that in the short term it might be possible to push up the price of electricity because of the increased inputs to such facilities as grid-connected and storage capacity. The national share of renewable energy generation in total electricity generation reached 32. 8 per cent in 2024, an increase of 8. 6 percentage points over 2020。

From a user's perspective, how can electricity be used rationally under the current electricity-price system and reduced expenditure on electricity? The guide to household energy conservation issued by the national centre for energy conservation in april 2025 provides a number of practical recommendations:
First, understand and use the peak valley electricity policy. At present, 27 provinces in the country have implemented a policy of high electricity prices for peak valleys, which are high for periods of time and low for periods of time, usually ranging from 30 to 50 per cent. The timing of the use of large power appliances, such as washing machines and water heaters, in valley hours (usually between 2200 hours at night and 8 a. M. The following day) can effectively reduce the cost of electricity. The data show that households that take full advantage of peak valley electricity prices can save about 15 per cent per year。
Second, rationally select the energy efficiency level of appliances. The monitoring report on energy efficiency in domestic electricals, published by the national directorate of market supervision in march 2025, shows that level 1 energy-efficient ac versus level 5 energy-efficient ac can save about $300 per year for electricity and level 1 energy-efficient refrigerators versus level 5 energy-efficient refrigerators can save about $200 per year for electricity. Although the initial purchase cost of energy-efficient appliances is higher, their long-term use is more economical。
Thirdly, attention should be paid to the management of standby power. According to the report of the china institute for standardization on the testing of domestic electrical on-call power consumption, published in february 2025, general household electrical on-call power consumption accounts for 8 to 12 per cent of total electricity consumption, with approximately $100 to $150 in unnecessary electricity bills per year. The habit of removing plugs before leaving the home, or centralized controls using plugs with switches, can be effective in reducing energy availability。
Fourth, the appropriate installation of intelligent electrical equipment. The pilot results of the smart home power management system, launched by the national network company in may 2025, show that households with smart meters and power management systems have saved on average 12. 7 per cent of electricity through real-time monitoring and smart control. Such systems allow for the identification of power peaks, the automatic adjustment of the working state of non-essential appliances and the optimization of electricity use patterns。
From a broader perspective, electricity-price policies are also closely linked to national strategies for energy security, environmental protection and economic development. The “fifty-five” energy development plan, published by the national commission for development and development in january 2025, states that the next five years will be marked by a "power-centred" energy transformation path, the promotion of power market reforms, the improvement of mechanisms for the formation of electricity prices, and the gradual establishment of a system of electricity prices that reflects energy scarcity, environmental costs and safety and security costs. This means that electricity pricing policies will focus more on market and greening。

The electricity market reform outlook, published in april 2025 by the national institute of network economic technology, predicts that, as market power reforms advance further, future household electricity prices will gradually move towards a two-part structure of "basic electricity prices plus market electricity prices", basic electricity prices will guarantee basic electricity services, and market electricity prices will reflect demand and supply relations. This reform is expected to improve the efficiency of power allocation while safeguarding the livelihood of the population。
From the point of view of user protection, the action plan for the protection of power users' interests, published by the national energy agency in march 2025, clearly states that the "transparent billing of electricity bills" will be introduced throughout the country, requiring the electricity company to include in the billing of electricity bills a detailed breakdown of fees, including basic electricity prices, electricity prices, government funds and surcharges. This measure helps to increase the transparency of electricity prices and provides users with a clearer picture of the composition of electricity costs。
It is noteworthy that clean energy is also affecting electricity prices. The renewable energy cost analysis published in february 2025 by the national institute for energy research of the national commission for development and development (cned) states that, in order to promote renewable energy consumption, grid enterprises need to invest about 90 billion yuan a year in power grid upgrading, storage and other ancillary services, which will eventually be distributed among electricity prices. As the share of renewable energy increases, it is likely to increase in the short term。
The difference between urban and rural electricity prices is also a matter of concern. An evaluation of the effectiveness of rural grid construction and upgrading, published by the ministry of agriculture and electricity of the national electricity network in march 2025, showed that by implementing a new round of upgrading of rural grids, the urban-rural price gap had narrowed to 0. 03 yuan/degree by the end of 2024, a 40 per cent decrease from 0. 05 yuan/degree in 2020. This shows that the level of parity of electricity services between urban and rural areas is increasing。
Looking ahead, how will electricity prices evolve? In may 2025, the china federation of electricity enterprises published a forecast of trends in the electricity sector, which states that the price of electricity for the population will remain generally stable over the next five years and is expected to vary by no more than 3 per cent annually. On the basis of this overall stability, the price structure of electricity will be optimized and the price signals will be better oriented towards resource allocation。
The energy price reform path study, published by the china energy research council in april 2025, predicts that future electricity price reforms will show four trends: better differential pricing, greater price differentials in peak valley, improved mechanisms for green electricity prices and increased marketability of electricity prices. These trends will allow electricity prices to better reflect the real cost and value of electricity and lead societies to rational patterns of use。

Changes in electricity pricing policies will also affect the lifestyle of the population and energy consumption behaviour. In march 2025, the institute of sociology of the chinese academy of social sciences published a study on energy prices and residential behaviour, which showed that, for every 10 per cent increase in electricity prices, the population's use of electricity declined by an average of about 4. 2 per cent, and that the price elasticity of high-income households was significantly lower than that of low-income households. This suggests that the adjustment of the electricity price policy not only affects consumption expenditure, but also changes energy behaviour。
For ordinary households, rationally looking at electricity prices and fostering scientific use habits is the wise way to cope with changes in electricity prices. The price of $0. 56 per degree is neither particularly cheap nor particularly expensive, and the key is to optimize the use of electricity under the existing electricity pricing system to achieve the dual goal of saving energy。
Return to the question of whether the electricity cost of $0. 56/degree is expensive? This analysis shows that there is no absolute answer to this question. In terms of cost composition, this price largely reflects the reasonable cost of power generation, transmission and distribution and policy funds; the relative share of electricity in household consumption in terms of expenditure ratio; the slower growth of electricity prices than overall price levels in terms of time change; and the policy orientation of the electricity price system to take into account the twin objectives of basic human security and resource conservation。
As a basic source of energy for modern life, the price policy is linked to the daily lives of thousands of households and to national energy security and sustainable development. In the broader context of energy transformation and power system reform, a reasonable electricity-price mechanism not only guarantees basic electricity demand for the population, but also guides society through price signals to green low-carbon energy. As users of electricity, knowledge of the logic behind electricity prices and the development of science-based electricity habits can not only save household expenses but also contribute to sustainable development。
