Institutional and staffing provisions within key responsibilities
According to the circular of the people's government of the hangzhou city council for the publication of the opinions on the implementation of the reform of the government institutions of hangzhou city (city council 2011] (c) the establishment of the hangzhou municipal price agency (hangzhou municipal price agency). The directorate of market prices is the administrative body responsible for market-wide price work managed by the municipal development and reform commission。
I. Revision of functions
(i) further liberalize prices of goods and services suitable for market regulation and reduce the approval of specific prices。
(ii) the cancellation of administrative clearances that have been announced by the state council, provincial and municipal governments。
(iii) enhanced responsibilities。
1. Strengthen responsibility for price monitoring early warning, price situation analysis forecasting, price contingency management, etc., and enhance macro-regulation capacity。
2. Strengthen the responsibility for managing the living prices of the resource environment, modern services, education, medicine, etc., and promote the harmonious and sustainable economic and social development。
3. Strengthen the responsibility of monitoring and evaluating cost surveys and increase the scientific nature of government pricing。

4. Strengthening the role of price public services, making price information publicly available, facilitating price claims, reconciling price conflicts and safeguarding legitimate price interests。
5. Strengthen the regulatory responsibility for market price behaviour, deter price irregularities such as price monopolies, price fraud and maintain normal market order。
Principal responsibilities
(i) implementation of national and provincial laws, regulations and regulations on prices; entrusted with the drafting of local regulations and regulations on price management, to be implemented by the organization after consideration。
(ii) implement national and provincial price regulation guidelines and policies, setting out the intended objectives of overall market-wide price regulation and related policy measures, and implement them after approval。
(iii) follow-up and implementation of national and provincial price reforms, adjustment programmes, preparation of city-wide price reform programmes and related policy measures, to be organized and implemented after publication。
(iv) responsible for the overall market price balance, directing, coordinating and supervising the price work of the relevant municipal departments and districts, district (municipal) people's governments and their price authorities。
(v) formulate and adjust resource scarcity, monopolistic commodity prices and important operating services, utilities and public goods prices within regulatory competence, in accordance with the pricing catalogue division of labour。
(vi) leads the proposal of the hangzhou municipal administrative service fee programme, which is organized on approval; participates in the hangzhou municipal administrative service fee project, which is implemented on approval and in accordance with the division of labour。
(vii) responsible for the monitoring and inspection of prices throughout the city, the enforcement of supervision and administrative penalties for price and fee offences in accordance with the law, the administrative review of prices in accordance with the law, and the organization of city-wide price enforcement inspections。
(viii) supervising the regulation of price behaviour in the city-wide market, investigating, identifying and dealing with price irregularities such as price monopolies, price fraud, and directing the self-regulation of prices in enterprises and social organizations。

(x) responsible for the early warning of market-wide prices, the development of an early warning system for price monitoring, regular analysis, analysis of price situations, timely response, recommendations, and the preparation and organization of city-wide price contingency plans。
(xi) responsible for city-wide price cost surveys and monitoring, the development of a system of cost surveys and supervisory work, the organization and implementation of a cost survey of key agricultural products and a monitoring of government pricing costs; and an analysis of cost changes in key goods and services, as required by price regulation and regulation。

(xii) establishment of a sound system of price adjustment funds with the relevant departments, as well as the collection, management and use of price reconciliation funds; responsible for price management of government reserve commodities。
(xiii) supervising the whole city's price assurance agency, and directing the whole city's price assurance agency to conduct price identification, identification, consulting, etc。

Iii. Internal institutions
In accordance with the above-mentioned responsibilities, the market prices office has six internal units (regular level):
(i) office。
On a daily basis, the organs of the integrated coordination agency are working to draft comprehensive documents; the rules and regulations of the agency are being put in place; the responsibility for the implementation of the annual objectives of the work is being coordinated; the day-to-day work of the organ responsible for hosting correspondence, important meetings, information on government affairs, machinery, confidentiality, archives, letters, proposals, publicity, security, administrative logistics, etc。
(ii) organizational personnel service。
To undertake the institutional development, organization of personnel and team-building of the agencies and direct units of the agency; to organize the training of personnel involved in the management of social prices; to undertake the training and management of professional qualifications in the acquisition of prices; and to undertake the management services of the bodies and direct units of the agency in the absence of retirees。
(iii) policy and regulatory branch (with the market price management service)。

Implementation of national and provincial laws, regulations and policy on resource environment and commodity price management; organization of national and provincial programmes on resource environment and commodity price reform and adjustment; formulation of city-wide policy measures on resource environment and key commodity price reform and management, to be implemented after publication; proposal for the development and adjustment of municipal resource environment and key commodity price programmes, to be implemented after approval; organization, direction and management of city-wide resource environment and commodity price management, and coordination of price conflicts。
(v) fee management service。

Implementing national and provincial laws, regulations and guidelines on the management of fees for administrative services and fees for public goods; organizing the implementation of national and provincial fee reform and adjustment programmes; developing, in conjunction with the financial authorities, city-wide policy measures for the management of fees for administrative services, to be implemented after publication; spearheading the proposal of the hangzhou municipal administrative service fee programme, to be implemented after approval; participating in the proposal of the hangzhou municipal administrative service fee programme, to be implemented upon approval and organized on the basis of division of labour; developing city-wide policy measures for the reform and management of fees for public goods services, to be implemented after publication; proposing programmes for the development and restructuring of municipal fees for important public goods, to be implemented after approval; organizing the implementation of a fee licensing system and fee review; and organizing, directing and coordinating the management of municipal administrative services fees and fees。
(vi) services price management service (premovable property price management service)。
Implementation of national and provincial laws, regulations and guidelines on important business services, real estate and pharmaceutical price management; organization of national and provincial programmes on business services, real estate and pharmaceutical price reform, adjustment programmes; development of city-wide policy measures on price reform and management of business services, real estate and medicine, to be implemented after publication; proposal of a programme for setting up and adjusting municipal prices for important business services, real estate and medicine, to be implemented upon approval; organization, guidance and management of city-wide business services, real estate and pharmaceutical prices and coordination of price conflicts。
(c) the organ party committee. Responsible for the work of the agencies and immediate units of the agency。
Staffing
There are 26 administrative staff of the directorate of market prices, including one director and two deputy directors, and 12 heads of department (including one full-time deputy secretary to the board). The logistics service is staffed by four personnel。
Inspections, establishment of inspection bodies, staffing and number of leadership positions are carried out in accordance with the relevant documentation。
V. Other matters
(i) the market prices board has three direct administrative bodies: the monitoring and inspection subdirectorate of the market prices board (the listed market prices office's complaints and reporting centre), the cost investigation and inspection subdirectorate of the market prices board, and the monitoring and warning subdirectorate of the municipal prices office. The direct administrative agencies mentioned above have a special budget of 78 persons, and the agency-specific arrangements are provided separately。
(ii) the institutional development of the enterprise unit is regulated separately。
