At the china clean electricity forum 2011, liu yongdong, deputy director of the standardization centre of the china electricity enterprise federation, stated that the international standardization of electric vehicles and charging facilities was very active, that the relevant technical committees of the international electrotechnical commission (iec) and the international organization for standardization (iso) had initiated a series of revisions of international standards, and that china must keep up with international standards and fully participate in international standardization activities and reflect its experience and requirements in international standards。
According to the information received, a number of technical standards for critical equipment are in place and three national standards and six industry standards are being solicited from society. At the same time, we have applied to iec for china's standard proposal and signed cooperation agreements with the countries concerned to advance international standards。
Liu yongdong, currently secretary-general of the technical committee for standardization of electric vehicle charging facilities in the energy industry, stated that electric vehicle charging facilities were both an important basis for electric car development and an integral part of grid construction. Standardization of electric vehicle charging facilities not only promotes the size of electric vehicles, but also plays an important role in the safe and stable operation of the grid。
With the rapid development of the market for electric cars, there is an urgent need to match the construction of charging facilities and to follow up on standardization. Liu yongdong stated that the construction of electric vehicle charging facilities must meet national and industry standards in order to ensure the orderly development of charging facilities. Therefore, the development of electric vehicle charging facilities requires standard prior and uniform standards。
In practice, electric vehicle charging facilities involve a wide range of components, including car construction, battery development and applications, the construction of charging facilities and services, and the construction and adaptation of electricity grids. The country also attaches great importance to the standardization of electric vehicle charging facilities, with the national standardization management board leading the organization of a programme of work for the standardization of our charging facilities and the formation of a technical committee for the standardization of electric vehicle charging facilities in the energy sector。
It is known that the technical committee on standardization is composed of 43 members from industry associations, power grid enterprises, petrochemicals, research institutes, charging facilities manufacturing enterprises, the automobile industry, power battery enterprises and design units. Following the establishment of the commission, a standard system study of charging facilities has been carried out and is currently developing a system consisting of basic, charging equipment, charging equipment interfaces, charging stations, construction and operation, and additional equipment for six major parts, approximately 26 standards。
The commission was described as introducing a number of technical standards for key equipment, such as the technical conditions for non-vehicle transcharger chargers in electric vehicles, technical conditions for electric vehicle interval chargement billings, and the communication agreement between the non-vehicle transcharger of electric vehicles and the battery management system. The key technical standards plan projects currently under way include recharge interface standards, recharge station construction, operating standards, replacement plant construction standards and standards for recharging facilities and grid coordination。
Of these, standards for charging interfaces have been completed for standard approval and are about to be approved for publication, and the design guidelines for charge stations and the measurement standards for electric vehicle intercharged pile plates have been reviewed and will be submitted for approval. Nine criteria, such as general technical requirements for electrical car battery replacement stations, are being solicited。
According to liu yongdong, our next work plan for the standardization of charging facilities includes three aspects。
First, the development of a standard system of charging and switching facilities。
Liu yongdong estimates that, after a further period of one to two years, we will initially establish a system of standards for electric vehicle charging facilities that is adapted to the application of electric vehicles and the development of smart grids and that is harmonized with national and industry standards. Based on a system that substantially improves the standards for charging facilities, the replacement standard is expanded to form a system of recharge standards. At the same time, research is being actively explored into the recharge standards system。
Secondly, the focus on a number of key technical standards should be accelerated. Emphasis is placed on market-critical standards such as standards for charging equipment interfaces, metrology standards and standards for the construction of recharge stations. In particular, the development of uniform battery standards under the power exchange model, replacement interfaces and replacement facility standards。
Thirdly, there is a web-based testing search for charging facilities。
Electric vehicle charging stations are an important part of the smart grid, and charging facility standards must be harmonized with smart grid standards. Liu yongdong stated that large-scale charging of electric vehicles would have a significant impact on the operation of the grid and that standardization of charging facilities should be coordinated with existing electricity standards such as grid operation and control, and side management of electricity demand. In order to ensure effective technical measures in the construction of charging facilities and the safety of the grid, standards for network testing of charging facilities should be established, network testing should be conducted and quality should be closed from the source。
