New amendments to the regulations governing press accreditation:
No organization shall obstruct the lawful access of journalists
The first revision of the press accreditation scheme, issued by xinhua on 8 november in beijing (journalist silence), which is closely linked to the national media and news practitioners, began on 15 october. The new revised regulations for the certification of journalists have been increased from the original chapter 531 to chapter 640 with the following changes:
— the definition of journalist and the related content of the protection of rights and interests have been added. It provides for the holding of a press card issued by the general press and publications administration for the conduct of news production activities in the people's republic of china. It is clear that journalists are those who are in the press establishment or who are duly hired to work exclusively for the press and hold press credentials. Under the scheme, journalists are protected by law from carrying out journalistic activities with press credentials. All levels of government and their functional units and staff shall provide the necessary facilities and guarantees for legal press interviews. It also stipulates that no organization or individual shall interfere with or obstruct the legitimate activities of the press and its journalists。
• further strengthening of professional requirements for journalists. It provides that journalists shall not engage in paid services, brokering activities or part-time or paid activities related to their functions, may not engage in advertising, distribution, sponsorship, etc., by means of press interviews, may not establish or participate in advertising-like companies, may not profit from press interviews, may not use public opinion to monitor the abuse of press interviews, such as extortion and reprisals。
• improvement of the annual regulation of accreditation of journalists. It was noted that the press and publishing administration should establish and make public, as appropriate, files of undesirable practitioners based on the facts of the investigation. Under the scheme, the department of public information and publications, the provincial press and publishing administration and the press and publications directorate of the advocacy department of the general department of the liberation army are responsible, respectively, for the annual certification of journalists by the central press, local press and the liberation army and the armed police。
• make it clear that organizations and personnel of non-public information agencies may not carry out their activities in the name of press interviews. Under the scheme, non-posted members of the press, non-press organizations and other social organizations or individuals may not carry out press interviews on behalf of news agencies or journalists, carry out activities or profit from interviews。

The responsible head of the department of press and publications reported that, since the introduction of the press service station management scheme in 2005, a number of new developments have taken place in the management of the press stations and the construction of the press corps: journalists' stations, offices, stations, etc., set up by newspapers without authorization, as well as by false press publishers, edit, publish and distribute newspapers without authorization; some of them engage in illegal activities such as assessment, distribution, advertising, sponsorship, etc.; and individual journalists' stations even recruit “social talent” for paid news and extort information. In response, the directorate of press and publications decided to amend the original regulations。
It was explained that the revision combined the regulation of periodicals, newspaper stations and changed the name from " press stations " to " press stations " . The new revised regulation of press stations has also increased from 33 in chapter 5 to 42 in chapter 6. The changes include, inter alia:
— hardly hit the “fake press station”. Under the scheme, newspapers and publishers may not set up other agencies for public information operations in the name of offices, connections, workstations, etc. Other agencies established by the press and publishing unit to operate, such as publications, advertisements, etc., may not engage in information operations. In order to improve the rehabilitation of “false journalists' stations”, the scheme provides that no agency or person may set up a press station without authorization and that no agency or person may operate under the guise of a journalist's station。
• strictly checking journalists' stations, journalists' extortion. The scheme provides that the press station and its staff shall not seek undue advantage in the name of the news agency, the press station or the journalist, shall not demand press, advertising, sponsorship or business activities in the name of the news report, shall not engage in paid news or false reporting, and shall not engage in activities contrary to journalistic ethics。
• inclusion of station qualifications in the conditions for station construction. It is clear that the chief of the station must have a middle-level title or more and have more than three years of journalistic experience。
• clarify the responsibility for supervising the press stations. It is clear that the office of the press and publications is responsible for overseeing the management of the national press and press stations, that it is responsible for local supervision of the management of the regional press stations, and that the provincial press and publishing administrations are responsible for incorporating the content of news reports from the stations into their daily management and annual audits。
• clarify the exit mechanism for journalists' stations. According to the methodology, the annual accreditation of the news stations is to provide a catalogue and sample of the news articles published by the news stations this year, and the provincial press and publishing administrations may evaluate the quality of the news reports published by the press stations and apply exit mechanisms based on the results。
