In addition to the conditions set out in the preceding paragraph, it should be consistent with national plans for the total number, structure and layout of the electronic publication units。
Quantification limits have licensing procedures
The central authority, either in kyoto or at the local level, is the host agency, which submits an application to the local provincial publishing authority, which, with the approval of the local provincial publishing authority, submits it to the national press and publications agency for approval。
Military units, with the approval of the publicity department of the political work department of the central military commission, report to the national press and publications agency for approval。
