Article 3. The press office of the municipal people's government (hereinafter referred to as the municipal press office) is responsible for the dissemination of information at the municipal level. It is responsible for the organization and coordination of the publication of information throughout the city. It directs the various departments of the municipality and the county and district governments。

Article 5. Article 8. Press conferences are organized by means of approval documents issued by the municipal press office in liaison with the various news agencies。
Press conferences held without registration are not allowed to be attended or covered by journalists。
Article 9 where a press conference is held at the municipal level, the registration and approval procedure shall follow the following procedures:
(i) public press releases of public information on the city-wide situation, with the approval of the municipal authorities, which are reviewed by the municipal press offices, which prepare the relevant documentation, and are organized and implemented by the municipal press offices
(ii) public press releases of government information on the work of the sector or industry, which are validated by the head of the organization and approved by the municipal press office and implemented by the organization
(iii) press releases of emergencies, which, in accordance with the principle of accountability, are to be issued in a form determined by the municipal authorities involved in the handling of the incident, organized in accordance with the division of labour, and distributed to the public, within the limits of their authority, the information to be disseminated
(iv) the content of a press release shall not be contrary to the laws, regulations and policy of the state, nor shall it disclose state secrets, commercial secrets or personal privacy。
(v) no public press conference on government information shall be held without authorization and no press conference shall be organized or disguised by any information unit。
