Background
Since 1 september 2019, the operation of motor vehicle maintenance in our city has been officially managed on a filing basis, with the number of registered enterprises increasing from 3104 to 5491 over the past five years, an increase of 48 per cent. In order to regulate the conduct of motor vehicle repair operations, to maintain market order for motor vehicle repair, to upgrade the level of integrated regulation of the motor vehicle repair industry in the city and to promote the sustainable and healthy development of the industry, in accordance with the relevant regulations and regulations, such as the regulations of the people's republic of china on road transport, the regulations on road transport in the city of beijing, the regulations on optimizing the business environment in the city of beijing and the regulations on the regulation of motor vehicle repairs and management of the ministry of transport and communications, the integrated regulation of the motor vehicle maintenance industry in the city has been developed in the light of the actual work of the motor vehicle repair industry in the city (the " pilot scheme " )。
Ii. Main considerations
The scheme focuses on upgrading the integrated management of the industry, creating a fair, open, competitive and orderly maintenance market environment, promoting the regulation of the sustainable development of health in the industry, optimizing the management of the car repair industry, establishing a filing and exit mechanism, addressing the stock of irregular enterprises and achieving a good cycle of success and disadvantage in the industry; implementing the requirements for a comprehensive regulatory system for the municipal transport sector, continuously expanding the scope of integrated regulation in the motor vehicle repair industry and promoting integrated regulatory systems in the sector; and maintaining a problem-oriented approach, eliminating all types of safety hazards in the industry through chain-based regulation and creating a long-term mechanism。
Development process
In order to develop this integrated regulatory approach, research has been carried out extensively, drawing on other sectoral regulatory policies, and thematic meetings have been held to examine the framework and content of the approach。
The first is in situ visits and discussions within the industry. Conduct talks with district regulatory law enforcement agencies, industry associations and priority enterprises to gain insight into the current situation and lay the groundwork for the development of approaches. Second, exchanges were held with the transport and communications departments of the provinces of tianjin, shanghai and dalian to draw on good industry regulatory experience throughout the country. The third is public consultation. V. Main context
The scheme consists of six chapters: the general provisions of chapter i, which are the basis for the purpose, the scope of application, the basic principles, the division of duties and the direction of development。
Chapter ii provides for filing requirements, filing requirements, chaining, filing decisions, disclosure of lists, access restrictions, prior commitments. There are specific provisions for motor vehicle maintenance at the pre-entry level。
Chapter iii of the rules of practice is devoted to primary responsibility, information delivery requirements, business requirements, quality of services, price disclosure, quality of accessories, quality testing, maintenance settlement, quality assurance, maintenance of archives, management of practitioners, responsibility for safe production, green maintenance, management of prepaid cards. This chapter is a specific compliance requirement for the day-to-day operation of a motor vehicle maintenance enterprise。
Chapter iv regulates the types of regulatory inspection, the content of inspections, planned inspections, special inspections, daily inspections, joint inspections, classification controls, a two-list system, information regulation, joint meetings, and multi-party governance. This chapter focuses on the regulation of the industry and the day-to-day rules of conduct of law enforcement。
Chapter v, on ex post facto regulation, is the classification of regulatory measures, criticism of education, correction of orders, administrative interviews, enforcement regulatory synergy, write-off, withdrawal of filings, ex post facto disposal, and monitoring and evaluation. This chapter identifies the rules adopted by the regional regulatory and law enforcement authorities to deal with problems identified by day-to-day regulation。
Chapter vi, by-laws, specifies the duration and date of implementation。
