In order to further reduce the dual responsibility of eco-environmental protection and business management in the motor vehicle maintenance industry, and to break down the problems of weak synergies and poor interface of responsibilities in the sector, in recent days the municipal transport and communications administration and the municipal eco-environment agency have jointly issued a circular establishing a well-established regulatory interface for information-sharing, joint inspection and coordinated disposal, and promoting new patterns of sectoral regulation with clear division of labour, collaboration and efficiency。

Clear division of responsibilities and enforcement of regulatory responsibilities. The two departments further clarify the boundaries of responsibility in accordance with the relevant laws and regulations and the list of responsibilities for environmental protection. The eco-environmental sector carries out regulatory and regulatory duties for the generation, storage, transfer and disposal of hazardous wastes in the car repair industry, directs companies to enforce hazardous waste labelling, management desk accounts, declaration registers, etc., and detects illegal hazardous waste disposal and unorganized discharge of volatile organic matter. The transport sector is responsible for the recording, qualification and maintenance of mobile operators, and for ensuring that enterprises implement the requirements for the classification of hazardous wastes, the regulation of storage, the recording of desk accounts, etc., in their day-to-day supervision, in coordination with the strengthening of hazardous waste transport chain control。
(c) establish a linkage mechanism to improve regulatory effectiveness. Establish an information-sharing mechanism with periodic exchange of information on corporate filing, hazardous waste declaration and disposal contracts at the end of each quarter, routine inspection records, results of illegal investigations and levels of integrity evaluation, and immediate notification and simultaneous disposal of major leads. Establish a joint inspection mechanism to include the car repair industry in the annual joint enforcement plan, with at least one ad hoc spot check per year, focusing on the compliance of hazardous waste storage facilities, the integrity of management desk accounts, the operation of the regulatory and volatile organic matter management facility, the joint rectification notification of problems identified and the implementation of a sales code. Establish a coordinated disposal mechanism for environmental emergencies such as hazardous waste spills, lead emergency disposal by the eco-environmental sector, work with the transport sector to verify the qualifications of enterprises and maintain order in the field, and conduct joint thematic studies on common issues to promote overall industry upgrading。
Strengthen safeguards to facilitate implementation. The two departments have identified specialized agencies and persons responsible for coordination, set up a system of joint meetings and held regular meetings to study the obstacles. Joint disciplinary measures such as suspension, revocation of documents and inclusion of persons who have been seriously discredited, are taken in accordance with the law in respect of enterprises that refuse to do so or have repeatedly done so. At the same time, monitoring channels, such as the 12345 hotline, have been opened up to share information on complaints, to play a full social monitoring role and to guide industry operators to follow the law。
The establishment of this joint mechanism will effectively prevent the risk of environmental pollution in the gas repair industry, regulate the business development order and promote the green, standardized and high-quality industry in our city。
