In order to follow up on the implementation of the 2026 national conference on education, this programme of work has been developed in the context of the practical implementation of the requirements of the guidelines for the safety of primary and secondary kindergartens (hereinafter referred to as " the guidelines " ), which are aimed at ensuring the safety and stability of teachers and students。
I. Guidelines
In keeping with the teacher-student approach to development, the concept of “first in life, first in safety” has been firmly established, and the deployment requirements of the 2026 national conference on education “to secure schools” have been fully implemented. The guide is based on the principles of active prevention, legal regulation, issue-oriented and results-oriented, building a system of campus safety and control with full participation, global coverage and full supervision, and providing solid security for high-quality school development。
Ii. Objective of the work
This programme has resulted in the full implementation of the school safety responsibility system, a well-regulated security management system, an efficient security screening and treatment of hazards, a significant increase in teacher and student safety awareness and preparedness, and a steady increase in emergency response capacity. Firmly curb the occurrence of larger and more security incidents and ensure the continued safety and stability of schools。
Iii. Organizational leadership and accountability
(i) sound leadership
A leadership group for school security has been set up, with a bi-director and secretary of the party's organization, assuming the primary responsibility. The vice-chancellor, who is responsible for security, is the deputy head, with direct leadership and the heads of the branches as members, and forms the working pattern of “unified leadership, shared responsibility and shared responsibility”。
(ii) improving accountability systems
A four-tier system of responsibility for “coordination of schools, division of departments, implementation of classes, due diligence” has been set up. The responsibility for security is disaggregated, implemented and clearly defined, covering all educational, educational and logistical support posts, and an annual security statement is issued, creating a network of responsibilities “horizontal to horizontal and vertically”。
(iii) strong work force
A dedicated security management cadre is provided in accordance with the standards and the security management capacity is ensured. Full-time security officers are required, uniformed, certified, and boarding schools are upgraded as appropriate. Appointed deputy headmaster of the rule of law to guide rule of law security education and assist in addressing school-related security issues。
Iv. Priorities and main measures
(i) construction of a “triple-protective” system of global coverage
1. Human protection. Strict implementation of 24-hour watch and closed school management. During school hours, security guards are armed to maintain order in front of the school. The establishment of “care posts” for duty leaders, teachers, security officers and parents' volunteers, in coordination with the public security services, to enhance the focus of time-table patrols. Strict implementation of the registration system for the entry and verification of foreign personnel and vehicles and the prevention of the entry of non-minors and dangerous goods into schools。
2. Protection from physical pressure. To ensure that physical barriers such as school walls and fences are intact. Sets a hard-quality crash protection facility at the entrance to the school and maintains an active status. The maintenance of fire protection facilities, sports equipment and special equipment are regularly inspected to ensure that they remain in good service。
3. Technical upgrades. :: advance intellectual security to ensure that video surveillance covers all key areas of the campus and that video storage hours meet the requirements. The one-key alarm device is open to public security and is regularly tested and maintained. Actively explore the use of smart tools to enhance risk warning capabilities。
(ii) deepening risk mapping and treatment in priority areas
Fire safety. Focused educational buildings, canteens, dormitories, etc. Are used to check whether fire-fighting equipment is working and whether the evacuation routes and safe exits are functioning. (c) regulate the installation of electrical circuits, stringently inspect the irregular use of high-power appliances. The management of electric bicycles has been strengthened and access to the building is strictly prohibited and charged. Regular cleaning of canteen pyrotechnics and regulation of laboratory storage of flammable and explosive materials。
Food and health security. Strict implementation of systems for the central procurement of bulk food items, the obtaining of certificates and the retention of food items. Regulates the cleaning and disinfection process of food sets and promotes the construction of the "internet + cookstove". Implementation of a system of gratuity to strengthen the health management of practitioners. Control of infectious diseases and implementation of a system of registration for morning and midday check-ups and detection of absences due to illness, ensuring safe drinking water。
3. Construction and facility security. School buildings are regularly screened for structural security, with attention paid to the risks of wall fractures, roof leaks, and façades falling from the outer wall. During the winter holidays and around the end of the season, the inspection of ancillary facilities, such as walls, earth barriers, billboards, air conditioners, etc., is reinforced. The safety of sports equipment and laboratory equipment must be checked before they are used。
4. Traffic and school bus safety. Strengthen traffic management on campus, improve marking lines and control vehicle speed. Strict school bus safety management, implementation of daily routine checks, periodic protection, and ensuring that all facilities such as brakes, tyres and security hammers are fully effective. The driver of the school bus is required to be on duty with a permit and is strictly prohibited from driving exhausted and speeding. In case of bad weather, make timely assessments of road conditions and, if necessary, make decisive stoppages。
5. Security and bullying prevention. (c) the development of mechanisms for the detection and resolution of student conflicts, focusing on mental health and interpersonal relations, and early detection and intervention. (c) strengthen education on the rule of law, allow students to define the criteria and consequences of bullying, open channels for reporting and implement mandatory reporting. Create a special group of students “one person at a level” to implement twinning and psychological guidance。
Laboratory and chemical safety at risk. A sound laboratory safety management system that strictly regulates the procurement, storage, acquisition and disposal of hazardous chemicals. Safety education and risk information are provided prior to the experimental course, during which the teacher is placed under full supervision. Experimental waste is collected and disposed of in the prescribed categories。
(iii) implementation of “1530” regularized security education
1. Daily security education. Full implementation of the “1530” security education system, i. E. One minute before school leave, five minutes before school leave and 30 minutes before holiday leave, provides targeted security alerts and education for students. (c) include in regular education the prevention of drowning, transportation, fire protection, bullying and fraud。
2. Thematic education activities. The organization of thematic and diverse security awareness campaigns in conjunction with such important points as safety education days, disaster prevention and mitigation days, fire awareness days and traffic safety days. Increasing the attractiveness and effectiveness of education through such vehicles as thematic classes, knowledge competitions and scenario shows。
3. Emergency evacuation exercise. At least one emergency evacuation exercise is organized on a monthly basis, covering projects such as fire, earthquake, foot-stamp, etc. Prior to the exercise, scientific programmes were developed to assess improvements in a timely manner after the exercise, to familiarize teachers and students with escape routes, to acquire risk avoidance skills and to effectively enhance self-help mutual rescue capabilities。
(iv) improvement of the emergency response unit's coordination mechanism with schools
