Radio administrations of provinces, autonomous regions and municipalities directly under the central government:
The amateur radio management scheme was implemented on 1 january 2013. In order to improve the management of amateur radio stations and to promote the healthy and orderly conduct of amateur radio activities, the following information is provided on the subject:
Amateur radio stations are managed in categories a, b and c。
(i) amateur radios in category a can be launched within amateur and satellite amateur operating bands within the 3011000 mhz2 (mhz) range, with maximum launch power not greater than 25 w。
(ii) amateur radios in category b can be launched in amateur and satellite amateur bands, with maximum launch power not greater than 100 w for the 30 mhz and 30 mhz and above。
(iii) amateur radios in category c can be launched in amateur and satellite amateur bands with a maximum launch power of not more than 1000 w in the 30 mhz band and not more than 25 w in the 30 mhz band。
2. The setting up and use of all types of amateur radio stations shall have the appropriate knowledge and operational technical capabilities in the following areas:
(i) regulations relating to radio regulation
(ii) radiocommunication methods
(iii) the rationale for the radio system
(iv) safety protection techniques related to amateur radio stations
(v) electromagnetic compatibility technologies and radio frequency interference prevention and elimination methods。
3. The chinese radio association is entrusted with the preparation of databases and certification schemes for the technical capabilities of amateur radio stations of all categories, the organization of certification, technical guidance for certification and the production and issuance of certification certificates. The repository of technical capabilities for the operation of amateur radio stations of all categories is subject to validation by the ministry of industry and information technology and is published by the chinese radio association。
4. The departments, autonomous regions and municipalities directly under the central government, or the bodies entrusted to them, are responsible for organizing the validation of the technical capabilities required for the operation of radio stations in categories a and b, as well as for the issuance of certifications. The radio authority may review the technical capability of the amateur radio station to certify the holder's operational capability, as required。
5. To entrust the china radio association with the task of organizing the reissuance of the old edition of the certificate of operation of amateur radio, issued by 31 december 2012. The old editions of the amateur radio operating certificate, which existed before the issuance deadline, could still be used as proof of the technical capability to set up and use amateur radios. Specifically:
(i) level iv amateur radio operating certificates (certificate d ' amateur radio) can be used as proof of the operational technical capability to set up and use amateur radio category a。
(ii) level ii and level iii amateur radio operating certificates may be used as proof of operational technical capability to set up and use amateur radios in category b。
(iii) the level i amateur radio operating certificate can be used as proof of the operational technical capability to set up and use type c amateur radios。
6. The radio administration of the provinces, autonomous regions and municipalities directly under the central government shall be entrusted with the task of approving the establishment of amateur radio stations in more than two provinces (autonomous regions, municipalities directly under the central government) or abroad, with the exception of special amateur radio stations。
7. In order for amateur radio stations to be used for the testing of special communication technologies, requiring a temporary increase over the launch power limits specified in this document, the stationing person or unit shall apply in advance to the local radio authority for such use, subject to the time and location limits approved in writing。
8. The personnel to be trained shall be required to participate in the training of the launch operation in accordance with the relevant provisions of the act on the management of amateur radios, which shall not be launched beyond the launch power limit and frequency limits allowed for amateur radios in category b。
9. Amateur radio stations with multiple long-term addresses should be included under the heading " amateur radio stations (change) declaration " 。
Special stations in the amateur radio installations (changes) application form and in the amateur radio technical information declaration form are amateur radio stations, such as amateur beacons, space radios, special experimental radios, etc。
X. The radio administration, which receives applications for the setting up of amateur radio stations, is responsible for the inspection of radio frequency indicators, such as the frequency tolerance limits and discrete launches of home-made, modified, assembled amateur radio launch equipment for use in accordance with the relevant provisions of the regulations on the distribution of radio frequency of the people's republic of china, and for the inspection of radio launch equipment for amateur radio stations that have obtained the approval of the radio launch equipment model of the people's republic of china, depending on their condition。
Amateur radio licences shall contain the following:
(i) licence number
(ii) the effective date
(iii) amateur radio stations, if they are personal, shall identify the person holding the station and his or her identity card number, and units for amateur radio stations shall identify the unit setting up the station, the organizational code, the director of the station and the technical officer and his or her identity card number
(iv) amateur radio call signs
(v) the type of amateur radio station (category a, category b, category c); the type of radio station, the frequency of its operation and the power of its launch shall be indicated when an amateur relay station or special amateur radio station is set up
(vi) use of regions (provincial, autonomous, municipal or national)
(vii) equipment model
(viii) serial number of the plant
(ix) the approving unit
(x) date of issuance。
The licence for amateur radio stations shall contain all the launch equipment authorized for use. When more than one piece of equipment is launched, a stamp of the issuing unit, indicating the licence number and call number of the amateur radio station, may be attached as an annex to the licence of the amateur radio station. The accompanying pages must be valid for use with the licence of amateur radio stations。
12. In the event that amateur radio stations set up in accordance with article 36, paragraph 3, of the act on the management of amateur radios cease to be operational and are cancelled, the approving authority shall notify the radio administration of the place to which the call is addressed to withdraw the filing。
In addition to special amateur radio stations, the letters of the second part of the call number are used in the order of g, h, i, d, a, and the distribution of b, c, e, f, k, s, t, y and z is the responsibility of the ministry of industry and information technology。
Xiv. The chinese radio association is entrusted with the task of organizing and directing amateur radio activities。
15. Radio authorities at all levels shall make available to the public the necessary information, such as procedures for conducting amateur radio operations, in accordance with the relevant provisions. Encourage greater efficiency in administrative clearance, including through online processing。
