At a time when traditional “container”-style large-scale trade is under shock, new opportunities for the development of the cross-border trade e-commerce industry, represented by small and medium-sized transactions, are emerging. Seizing the opportunities for the development of cross-border e-commerce is important for promoting the development of modern services throughout the city and accelerating industrial transformation. Based on the organization of study and research activities on topics at the municipal and county levels, initial work on further accelerating cross-border e-commerce was developed through study tours, access to relevant information, field visits to enterprises, and expert adviceIndustrial developmentThe study。
Current state of development of cross-border e-commerce industries
In contrast to traditional imports, cross-border e-commerce benefits from import chain taxes are taxed only for postage, while traditional import patterns impose tariffs and import value added taxes. Postage taxes vary according to commodity, with a minimum of 10 per cent, while import value-added tax (vat) amounts to 17 per cent, plus import duties generally range from 25 to 40 per cent。
At the national level, our foreign trade exports have grown at an average annual rate of less than 10 per cent over the past five years, while the area of cross-border e-commerce has been characterized by rapid growth, particularly in small and medium-sized e-commerce. According to an analysis of data from the china electronic commerce development report, our cross-border e-commerce transactions in 2011 amounted to 1. 6 trillion yuan, an increase of 33 per cent over the same period; in 2012 they surpassed the 2 trillion yuan mark, an increase of more than 25 per cent over the same period; in 2013 they amounted to 3. 1 trillion yuan, an increase of 34. 8 per cent over the same period; and in 2014 they exceeded 4 trillion yuan, making a leap to one trillion a year for four consecutive years. By 2016, the volume of e-commerce exports and imports from cross-border trade is expected to grow to 6. 5 trillion yuan, an average annual increase of nearly 30 per cent. In recent years, the state has given strong support to the development of cross-border e-commerce through a series of enabling policies, and in august 2013, the opinions on implementing policies to support retail exports from cross-border e-commerce were issued, and seven pilot cities, shanghai, chongqing, hangzhou, ningbo, zhengzhou, guangzhou and shenzhen, were reissued from october of the same year to july 2014, and the office of the state council issued guidance on promoting the healthy development of cross-border e-commerce in june this year。

In the province as a whole, economic development is faster in jiangsu province, with the advantage of a foreign-trade-type economy, with external-trade indicators consistently at the top of the province's ranks, thanks to the geographical advantage of the long triangle and the developed water transport network. The development of cross-border e-commerce has opened new avenues for the development of international trade in jiangsu. Industrial parks include four functional blocks such as e-commerce industrial clusters, customs regulatory zones for cross-border electricians, logistics distribution and integrated service allocation areas; and a cross-border e-commerce service platform that can be interfaced with law enforcement agencies such as customs, state inspection, facilitate cross-border trade clearance and work with traders, branders, electric operators and logistics firms to develop cross-border e-commerce, tax-backing warehouses, smart logistics, express transit customs and financial payments as an ecological chain of cross-border e-commerce industries. In november 2014, the project was completed at the cross-border electrician industrial park, and work has commenced on the construction of 23 standard plant units, with a total area of 200,000 square metres, and the construction of the main project for 17 standard plant units of 110,000 square metres。
Analysis of the advantages and disadvantages of developing cross-border electronic commerce

The port of liangyun is the main artery of the railways across china and east, westward, and the new asia-europe continental bridge, which serves as the head of the eastern bridge, has the advantage of being short, geographically and climatically superior to the first asia-europe continental bridge (siberian railway). To the east, it is the nearest and most visible port of entry and exit for goods from japan and korea to central asian countries。
Traffic advantages. Liang yunport has developed a well-established, modern transport network with a strong logistics carrying and transport capacity. The advantage of combining sea and land transport is one of the 42 integrated transport hubs planned by the state. The “five ds” of container transport to zhengzhou, xi'an, chengdu, lanzhou, ar'a pass and japan were opened to cover more than 90 per cent of transit container traffic on the new asia-europe continental bridge. A transit transport pattern has been established for the port of yunhun to the west of horgos, from the port of yunhun to the port of alaa, and the “one-port twin”. Road traffic has been fully high and 204 roads have passed, one of the country's 45 main road hubs。
Inadequate development of cross-border electronic commerce
First, pilot urban support policies are difficult to land. The delay in the development of cross-border electric operators is due mainly to the absence of policies that benefit neither the pilot cities of national cross-border e-commerce nor the existence of any policies that support the development of cross-border e-commerce. Applications for pilot cities for e-commerce for cross-border trade are submitted by local governments and dependent customs authorities on a hierarchical basis, and are subsequently approved by the general customs administration. The next step may be that the pilot cities will not be re-approved, and even the declaration programme in yundong has not yet been reported to the province, let alone to the national level, making it difficult for the pilot urban policy advantages to be realized。
Second is the growing bottleneck in funding for project advancement. The city of liangyun, the first city in the country to run a tax-insurance centre project outside provincial capitals or sub-provincial cities, is of great significance and responsibility and enjoys the support of customs, commercial inspection and relevant municipal authorities. In accordance with the deployment of the municipal council's tax insurance centre, a total of $15 million is currently invested in infrastructure development, with a planning and design cost of nearly $2 million, and more than $50 million remains to be invested in the next step. As the project progresses, the project funding gap continues to widen and has become the biggest bottleneck for project construction。

Thirdly, there is an urgent need to improve business management. At present, only two companies, the bridgeheads and the mercantile company, are associated with the guarantee and exhibition centre, and there are relatively few commodity types. All efforts need to be made to increase the number of vendors and to recruit rapidly and widely the electric power companies with strong economic power, extensive human resources, high levels of business management and high levels of export and import operations. Increased efficiency and synergy of efforts. The development of cross-border e-commerce requires the support and cooperation of customs, commercial inspection and other agencies. A good basis has already been laid in the previous period for promoting the development of transactions in the form of a tax guarantee display. The next step is to speed up the process of preparing a development plan for cross-border e-commerce in hong kong, based on a close association of the relevant units, such as customs, with the expert group on e-commerce of the university of external trade and economics, which will elaborate and implement a programme for top-level design and the development of a working mechanism to work towards an efficient and pragmatic overall effort to jointly promote the accelerated development of cross-border e-commerce。

The next step should be to speed up the formation of a dedicated recruitment team, using the mainland bridge cross-border trade electronic commerce industrial park as the vehicle for the new international business centre in changyun city, with a focus on bringing in leading vendors who operate in cross-border niches in pilot cities, introducing more favourable support policies and providing a comprehensive and detailed service to bring in electric operators, stay and work。

4. Further strengthen operations and enhance the image of tax-insured brands. 5. To further develop large industries and play a leading role.
