    Provisions for the implementation of the beijing city construction price basis - budget quotas 2012

    I. 2012 beijing city construction price basis - budget quotas

    Time of implementation (hereinafter referred to as 2012 budget quotas)

    (i) from 1 july 2013 onwards, construction and decoration works, general installation works, municipal works, landscaping projects, urban orbital transport works, antiquated construction works and construction works shall be carried out in accordance with the 2012 budget quotas for the construction of new, expanded, overhauled and reconstructed houses in the administrative district of beijing。

    (ii) work on the construction of the master contract, the construction of specialized buildings and the municipal infrastructure prior to 1 july 2013, which had entered into the tender process or had been legally contracted for the construction of the works, is still being carried out in accordance with the beijing municipal construction budget quotas of 2001, the associated management documents and the construction contracts signed by the parties. The specialized sub-contracts for construction are based on the requirements of the master contract。

    Ii. Composition of construction and installation costs

    (i) combined flat unit price

    The flat unit price shall consist of the budget unit price (the sum of labour, materials, machinery), the management fee, the profit and the risk cost. The unit cost of the budget shall be implemented in accordance with article iii of this article。

    The consolidated unit price of the inventory may consist of one or more flat combined unit prices。

    2. Part-by-part projects and sector-by-division measures shall be priced at a flat unit price。

    (ii) composition of construction and installation costs

    The cost of the construction and installation works consists of five components: branch work, measures project, other project costs, fees and taxes. 1. The divisional work fee in the 2012 budget flat is the sum of the costs of the individual sections of the professional budget flat (except those of the measures)。

    2. The project cost of measures in the 2012 budget quota is the sum of the total cost of the individual professional budget flat measures chapter. The cost of the measure project shall be determined reasonably on the basis of the specific circumstances of the project and in accordance with the organizational design or construction programme of the project, and the item of measure in the budget quota shall serve as a reference basis for the calculation of the price. The budget provision does not include secondary removal costs, increased construction costs for the winter rainy season, increased costs for night work, completed construction and equipment protection costs, which should be calculated separately when incurred。

    (1) secondary removal costs are those incurred when materials, building parts, semi-finished goods, etc., cannot be transported to the dump site in a single shipment due to the conditions at the construction site, and must be carried out twice or more。

    (2) increased construction costs for the winter or rainy season are those for temporary facilities, ski control, removal of snow and snow, reduced labour and construction machinery。

    (3) increased costs for night work are those for night work, reduced performance of night work, amortization of lighting equipment for night work and electricity for lighting。

    (4) completed works and equipment protection costs are expenses incurred in connection with the necessary protective measures for completed works and equipment pending completion of the receipt and inspection。

    Other project costs include gross contractual services, daily labourers, temporary valuations, provisional amounts, etc。

    The provisional unit price for material (equipment) shall be charged to the flat consolidated unit price at the unit price as set out by the bidder in the list of other items. The rate of wear and tear in the temporary valuation of materials (equipment) should be applied to the budgeted flat rate。

    4. Fees are those which, according to national laws and regulations, have to be paid or taken into account by the relevant departments of the beijing municipality, and are to be taken into account in the cost of construction work. Fees included in the 2012 budget quota include: the housing provident fund, the basic health insurance fund, the basic pension insurance fund, the unemployment insurance fund, the employment injury insurance fund, the employment guarantee for persons with disabilities, and seven costs of maternity insurance. The labour fee, calculated at the manual market price during the bidding period, shall be used as the fee base. The rates are issued by the building administration in due course and adjusted。

    5. Taxes are taxes on business, municipal maintenance, education and local education, which are provided for in the state tax law and are included in the construction price。

    (iii) the fees and fees for the construction of a safe civilization shall not be lower than the budgeted flat rate rate, shall be shown separately and shall not be considered competitive。

    Iii. Determination of budget unit prices

    The prices of labour, materials, machinery, etc., and costs incurred in the form of “dollars” in the 2012 budget quota are the market budget prices for the preparation period, and the current market budget prices should be fully applied in the preparation of bid controls or floors for construction works, bid quotations, project budgets, and project closure。

    Preparation of bid-control prices or floors

    (i) the bid control price shall be prepared on the basis of the 2012 budget flats and related pricing methods and the beijing engineering price information or by reference to market prices。

    (ii) the provisional valuation set out by the tenderer shall be carried out in accordance with article x of the beijing municipal housing and urban and rural construction commission's “notice for the further regulation of contract activities for construction of construction and municipal infrastructure works in beijing city” (kyobo] [2011]130)。

    (iii) the management fee for the enterprise in the flat unit price shall be executed at the current flat rate rate。

    (iv) the bid control price shall be disclosed in five parts of the sum of the sum corresponding to the cost of the branch work, the cost of the measure project, other project costs, fees and taxes。

    Preparation of bid proposals

    (i) the bidder shall make an offer on the basis of the enterprise's quota or in the light of the budgetary quota for 2012, which shall take into account the risk costs in the consolidated unit price。

    (ii) the profits in the flat unit price are competitive costs, and the management fees of the enterprise may be quoted autonomously according to the level of management of the enterprise and the circumstances of the project, without prejudice to the quality, safety and cost of the work。

    Vi. Scope and range of risks

    The solicitation documents and the contract shall identify the risk content and its scope, extent and shall not specify the risk range and range using unlimited risk, all risks or similar terms. The main materials and machinery, as well as the manual risk range, are agreed within 3% to 6%。

    (i) principles for determining changes in risk ranges

    1. Base price: the bidders shall specify in the solicitation documents the specific month in which the bid is made as the base period and the main material and machinery and manual market price corresponding to the base period。

    The base price should be determined on the basis of the market price in the beijing project price information (hereinafter referred to as the price information). Where the price of the price is upper or lower, the following limit shall prevail; where the price of the price is missing, it shall be determined on the basis of a market price jointly confirmed by the offeror and the contractor。

    2. The market price for the construction period shall be as determined jointly by the offeror and the contractor. If the contractor and the contractor fail to agree on the market price for the construction period, reference may be made to the construction period price information。

    3. Calculation of risk ranges:

    (1) when the main material and machinery and manual unit prices in the contractor's bid offer are lower than the base price, the increase in the market price for the construction period is determined on the basis of the base price, and the drop is determined on the basis of the bid offer, and the increase (fall) exceeds the contractual risk margin value, the excess is based on the sixth.     A unit price adjustment in which the contractor or contractor shall agree in the construction contract that the market price will vary beyond the contractual range may be based on a weighted average, arithmetical average or other method of calculation。

Market prices for major materials and machinery shall not be adjusted to the extent that they change less than or equal to those agreed in the contract; where the variation is greater than those agreed in the contract, the excess price difference shall be calculated and the difference in price shall be borne or benefited by the contractor。

    3. No adjustment shall be made for changes in artificial market prices that are less than or equal to those agreed in the contract; where the variations are greater than those agreed in the contract, the full price difference shall be calculated and the price difference shall be borne or benefited by the contractor。

    4. The difference in the price of labour is not charged to the fee; the difference in the price calculated for labour, materials and machinery is tax only。

    Completion settlement

    Upon completion of the work, the contractor shall submit a completion statement to the consignor as agreed in the contract and the contractor shall perform an audit as agreed in the contract。

    Adjustments for temporary valuation of materials (equipment)

    Upon completion of the completion of the works, the provisional valuation of the materials (equipment) shall be adjusted by the winning bid in the case of procurement by tender and, in the case of procurement by non-tendering, by the unit price of the materials (equipment) finally confirmed by the parties. The difference in the provisional valuation price for materials (equipment) is taxed only。

    (ii) professional engineering settlements

    The professional engineering settlement price should include the full cost of the branch works incurred in the professional engineering work, the cost of the measures, fees, taxes, etc。

    Viii. Other relevant notes

    (i) the employee education provision in the 2012 budget flat-rate enterprise management fee already includes the first-line production worker education training fee, which represents 1. 55 per cent of the enterprise management fee rate and is not double-counted in the preparation of bid controls or bottoms, bid quotations, and work settlement。

    (ii) the on-site management fee rates included in the professional quotas are the reference rates for the internal accounting of the construction enterprise and are included in the enterprise management fee rates; the project quality test rates are the reference rates for the calculation of the test fee, which are included in the on-site management fee rates; the internal accounting or calculation of the test fee by the enterprise should be based on the budget price (or labour cost) and should not be double-counted in the preparation of bid control prices or floors, bid quotations, and construction settlement。
