Basic provisions
1. 1 temporary electrical safety management shall strictly enforce the relevant standards, such as the technical instructions for temporary electrical safety at construction sites (jgj46-2005) and the standards for construction safety inspections (jgj59-2011)。
The management of bureau 1. 2 shall determine that personnel are responsible for temporary electrical safety management at the construction site. On-site management of temporary electricity is carried out with certified and qualified electricians in the project department or in the rack team。
2. Interim electrical organization design and electrical safety measures
2. 1 the construction of a temporary electrical construction organisation design or safe electrical and electrical fire protection measures must be prepared prior to the commencement of work on the project。
(a) temporary electrical equipment at the construction site in five or more units or in a total equipment capacity of 50 kw and above shall be designed for the electrical organization of the construction site, and plans shall be made for the layout of the temporary electrical site。
Preparation of the provisional electrical organization design in accordance with the technical instructions for temporary electrical safety at the construction site, guidance for the development, implementation and acceptance (preliminary) by the engineering project department (preliminary) (in 2010,] 460) implementation, steps and elements to be developed include: on-site exploration; determination of electrical feeders; transformer stations, distribution units, electrical equipment location and route direction; load calculations; selection of transformers; design of electrical distribution systems (including design of distribution lines, selection of steering lines or cables; design of electrical distribution units, selection of electrical appliances; design of grounding devices; preparation of electrical engineering drawings, including, inter alia, electrical engineering master plan, electrical distribution device layout, electrical distribution system wires, grounding systems design plans); design of mine protection devices, identification of protective measures; and development of safety electrical and electrical fire protection measures。
(b) if the temporary electrical equipment at the construction site is less than five units or the total capacity of the equipment is less than 50 kw, it shall establish safe electrical and electrical fire protection measures in accordance with the relevant provisions of the technical instructions for temporary electrical security at the construction site (jgj46-2005)。
2. 2 the design and change of the temporary electrical organization shall be carried out through a “production, approval and approval” procedure, prepared by the organization of electrical engineering technicians, and approved by the general engineer of the company after the signature of the chief engineer of the project and after the approval of the company's equipment department. The temporary safe electrical and electrical fire protection measures were approved by the project chief engineer。
3. Temporary electrical safety management at the construction site
3. 1 project department provides construction personnel with the organizational design and/or technical measures for temporary electrical safety prior to the implementation of electrical works。
3. 2 organization of training in temporary electrical safety education for all categories of electrician personnel (including on-site managers, technicians and electricians, electrician operators, etc.) to be qualified for induction。

The electrician must be certified to take up his post after being certified in accordance with the national code for the management of the safety technology examination of special operators. The installation, inspection, maintenance or removal of electrical equipment and lines must be done by an electrician and supervised. Non-electricians are prohibited from working as electricians, and unqualified electricians are not allowed to work without a permit。
3. 3 the electrical distribution cabinets, boxes and identification plates for temporary use at the construction site shall be equipped with uniform standards. A 3c mandatory certification of electrical equipment, such as electrical distribution cabinets, boxes and wires, must be performed。
3. 4 the temporary electrical system or works shall be carried out strictly in accordance with the technical measures designed by the temporary electrical construction organization or the temporary electrical safety measures, which shall be tested, accepted and approved by the organizational unit of the project unit。
3. 5 prior to the use of electrical equipment, the electrician is required to wear the corresponding labour protective materials and to check the integrity of the equipment used and its associated switches, controllers and protection facilities, and only after confirmation that it has been completed, can the electrical power be connected to the gates and the equipment be banned from being operated and used with defects。
3. 6 in the course of the operation, the electrical equipment is operated in such a way that the person remains on guard and, in the event of an anomaly, the power supply must be severed immediately, shut down, and the electrician is required to inspect and process it。
3. 7 switches for the temporary decommissioning of the equipment shall be separated from the power-segregation switch and shall be closed and locked so as to allow people to pass out the power outages and to prevent the accidental misrouting of the equipment
3. 8 mobile electrical equipment shall be cut off and properly processed by an electrician, shall not be self-destructed, shall not be exposed to wires with or possibly with electrical power, and shall be prohibited from moving electrical equipment without reliable power cuts。
3. 9 specialized supervision shall be exercised in connection with electrical operations, such as at humid sites and in the vicinity of electrical installations; the level of knowledge of the safety and operation of the guardianship personnel shall not be inferior to that of the operator; and the guardian shall carry or use, in the exercise of his or her guardianship, basic safety devices and shall not perform any other work。
3. 10 maintenance of electrical equipment must be carried out by licensed electricians in strict compliance with operational protocols, and electrical maintenance is strictly prohibited。
3. 11 the electrician shall fill out the record of the electrician's installation, inspection, maintenance and demolition work in a timely manner, and shall provide a weekly signature from the team leader。
4. Temporary electrical security screening
4. 1 the project department and the shelf team shall be equipped with a ground resistance tester, an insulation resistance tester, and shall perform regular insulation, ground resistance detection and leak protection checks and fill in the corresponding records。
(a) insulation of electrical products

1) after entering the field of electrical products (including handheld, mobile electric tools) (pre-use) an inspection must be organized and insulated and recorded。
2) newly purchased, long unused and overhauled electrical products must be tested and documented before distribution。
3) after electrical maintenance and quarterly testing。
(b) in situ electrical resistance detection
The electrician has at least once a season to retort。
C) leak protection inspection
1) the electrician carries out routine checks on the sensitivity of the leak protection action。
2) monthly inspection of leak protection units
4. 2 the project department conducted at least one inspection per month in accordance with table b. 14 of the building construction safety inspection standards (jgj59-2011), “specific scale for electrical inspection of construction”。
In the course of conducting security checks, bureau 4. 3, sub-companys, directorate command electrics and electrics, quality departments and inspection teams, the temporary use of electrical security shall be one of the elements of the inspection, and the responsible unit or department shall be ordered to be overhauled to detect any danger or problems。
5. Emergency management of temporary electrical power on site

5. 1 each electrical unit shall identify and identify possible emergencies at the construction site, such as electrical shocks, electrical fires and priority sites or areas, and shall prepare targeted contingency plans and on-site disposal and first aid measures。
5. 2 emergency preparedness, emergency first aid learning training and exercises are organized to improve emergency response capacity, as required by emergency preparedness plans。
6. Management of archives of safe electricity technology
The project department and the shelf team should establish and maintain a secure electrical technology archive at the construction site. The archive of safe electricity technologies shall include at least the following:
(a) records of temporary electrical inspections
(b) the record of the detection of leaks
C) electrical insulation test records
(d) recording of temporary electrical resistance tests
(e) maintenance records for electrician inspections
(f) temporary maintenance of electricity records
G) organizational design and replacement, modification or temporary electrical safety and fire protection measures。
