Regulations for the safe management of limited space operations for construction of houses and municipal infrastructure works in beijing city
Article 1 - to strengthen the safe management of the limited space operations of construction of houses and municipal infrastructure projects in our city, to regulate the safe conduct of limited space operations and to prevent the occurrence of limited space accidents in construction and municipal infrastructure projects. This provision is based on legal regulations, regulations and regulations, such as the regulations on the safe production of construction works and construction of construction works in beijing, the regulations on the management of construction sites of construction construction works in beijing, and the regulations on the implementation of the safety management of subsectors of construction of buildings and municipal infrastructure works in beijing city, and related documents, standards and norms, taking into account the characteristics and realities of construction of buildings and municipal infrastructure projects in our city。
Article ii. The safe management of limited space operations in the construction of houses and municipal infrastructure works (including orbital transport works) within the administrative area of the city shall apply to this provision。
Limited space means space that is closed or partially closed, restricted in import and export but accessible to persons, is not designed to be a fixed workplace, is not properly ventilated, and is prone to causing toxic and harmful, flammable explosive accumulation or low oxygen content。
Limited space operations are construction operations carried out by operators who have access to limited space。
Article 4 the beijing municipal housing and urban and rural construction commission is responsible for supervising the operation of limited space for construction of buildings and municipal infrastructure projects throughout the city。
The administrative authorities responsible for housing construction in urban and rural areas in each district are responsible for the supervision and management of the limited space operation for housing construction and municipal infrastructure projects in the district。
Article v. Construction units, surveying units, design units, construction units, supervisory units and other units concerned with the safe production of limited space for housing construction and municipal infrastructure works must comply with the laws and regulations, norms and normative documents relating to the management of limited space and assume the primary responsibility of the enterprise for the safe production of limited space in accordance with the law。
Article 6 each participating unit shall apply fully the technical guidelines for the safety risk management of construction of buildings and municipal infrastructure projects in beijing (hereinafter referred to as the guidelines) to provide prior risk identification, advance evaluation and risk analysis of limited space operations, and to apply the corresponding limited space safety risk control measures following the classification of risk evaluations。
Article vii. Limited space at the construction site includes: (i) restricted equipment: storage tanks, tanks, containers, pipes, pyrotechnics, boilers, closed rooms, etc.; (ii) limited space for construction of houses: human defence works, manual drilling work, fire wells, pumping stations, elevator wells, ventilation wells, photo-wells, storage rooms, wine-dry ponds, fermentation ponds, garbage stations, greenhouses, silos, etc.; (iii) limited space for construction of municipal infrastructure: underground pipes, tunnels, construction wells, rain-water wells, electric wells, heat wells, telecommunications wells, gas wells, collection wells, sewage ponds, biogas ponds, septic tanks, etc。
Limited space-based hazardous substances at the construction site include: (i) building material types: concrete additives, waterproof coatings, preservative temperature materials, volatile organic solvents and other construction materials containing substances such as benzene, benzo, diphenyl, ammonia, polyurethane, etc.; and (ii) hazardous substances present in the construction environment or generated by construction: coal or diesel combustion, carbon monoxide, carbon dioxide, sulphur dioxide, hydrogen sulfide, dust, gas, etc。
Limited space hazardous operations at the construction site include: waterproofing works, clandestine excavation works, roofing works, construction of shields, modelling operations, electrical welding operations, paint spraying operations, anti-conservation operations, winter fire-preservation work, manual excavation of boreholes; maintenance maintenance clean-up and upgrading of various wells, silting operations, internal combustion units (water pumps, diesel generators, etc.)。
In accordance with the limited space incident statistics and the guidelines, the potential for and consequences of a limited space accident at a construction site is greater. Participating units should strictly follow the guidelines in determining the level of risk and the corresponding level of control according to the level of risk. Control measures should be developed and implemented mainly from technical measures, management measures, emergency measures, etc., and the project department is responsible for implementing specific measures。
Article ix: before operating in limited space, the principle of “detection, ventilation, post-operations” must be strictly applied, the hazard factors that may exist within the limited space must be tested in the light of the actual circumstances of the limited space operation at the construction site, and the operator must be prohibited from entering the limited space for construction operations without being tested or not being qualified。
In the course of limited space operations, the construction unit should perform real-time testing of the site in response to possible changes in the operating environment。
Article 10 gas detection shall be carried out in the order of oxygen content, flammable gases and toxic and harmful gases and shall include at least oxygen, flammable gases, hydrogen sulphide and carbon monoxide. The limited space oxygen content is less than 19. 5% or more than 23. 5% and contains flammable gases, toxic and hazardous gases, and flammable and explosive gases that exceed safety standards。
Article xi. Construction units may conduct self-testing or may engage specialized institutions for testing, and the construction unit should complete the limited space operating gas monitoring records (aq-c6-4) of the safety information management protocol for construction sites (db11/383-2017)。
Article 12: prior to and during the operation of limited space, compulsory continuous ventilation measures must be taken to maintain air flow and the use of pure oxygen for ventilation is prohibited。
Article 13. Hand-held electric tools, lighting tools and voltages in limited space shall not exceed 24 volts and shall operate in water accumulation, exposed space and metal containers, and hand-held electrical tools and lighting instruments shall not exceed 12 volts. The explosive risk shall be in accordance with the relevant provisions of the electrical equipment for the explosive gas environment (gb3836. 1)。
Article 14 - the presence of combustible gases, the use of open fire, the use of blast-proof safety protection equipment and electrostatic working clothing, and the limited space in which there is a risk of a dust explosion shall be in accordance with the relevant provisions of the dust explosive safety protocol (gb 15577)。
Article 15 the construction unit shall be equipped with safety protection equipment such as gas detection, ventilation, lighting, communications, respiratory protection supplies, security alert facilities and emergency relief equipment, including pump gas detection alarms, diffuse gas detection alarms, forced ventilator equipment, normal pressure containment respirators, body safety belts, speed differential self-controlers, safety ropes, tripods, etc。
Article xvi. The construction unit shall include in the solicitation documents a list of limited space risk sources, require the construction unit to improve the limited space control measures in the tender documents, allocate the cost of limited space security measures in a timely manner and urge the survey design unit, construction unit and supervisory unit to perform limited space security management duties。
The construction unit shall contract for work where there is a limited space operation to the construction unit with the corresponding safe working conditions, and arrange for the coordination and management of the work of the general contractor and the specialized contractor directly contracted for limited space. Prior to the operation of limited space, the construction unit should carry out the relevant procedures with the construction contractor and the professional contractor directly contracted。
Article 17 the survey design unit, in its survey design documents submitted to the construction unit, shall take fully into account the need for the security of limited space construction, provide clear guidance on the limited space operation that exists in the construction project, design the purpose of the limited space structure at the end, and secure construction measures, and not design a limited space structure that does not actually function。
Article 18: the construction unit shall establish regulations for the management of limited space security (including a limited space security training system, an operational clearance system, a protective equipment management system, an emergency management system, safety operating protocols, etc.), develop a dedicated construction programme based on the actual conditions of limited space, and a dedicated project security manager shall provide on-site supervision of limited space operations。
The construction master contractor should strengthen the limited space security management of specialized sub-contractors and labour sub-contractors and enter into security management agreements。
Article 19 the supervisory unit shall include limited space security in the supervisory plan and shall establish the corresponding implementing rules, review the special programme for limited space construction operations, issue immediate suspension orders for unlicensed work and report promptly to the construction unit, and to the competent authorities if the construction unit refuses to modify or ceases work. Project supervisors should conduct inspection visits to limited space operations at the construction site。
Article 20: the manager of the construction site is responsible for controlling the risk factors that exist throughout the operation, confirming that the operating environment, operating procedures, protective facilities and course of operation meet the requirements of limited space laws and regulations and normative standards, shall perform a safety technical check of all persons performing the operation prior to the commencement of the operation, notifying them of the content of the operation, the operational programme, the risk factors that may exist at the site, the operational safety requirements and the emergency disposal programme, and perform signature confirmation procedures。
Article 21 operators shall receive training in the safe production of limited space operations, comply with the safety operating procedures for limited space operations, make proper use of limited space operations safety facilities and personal protective supplies, and communicate effectively with custodians for operational, alarm and evacuation operations。
Limited space operators who are in a position to do so must be secured by secure ropes, the length of which should meet the construction requirements, the end of the safety ropes must be bound by a full-body seat belt and the other end must be effectively secured outside the limited space。
Article 22 the custodians shall communicate with the operator through effective operational operations, alarms, evacuations, wearing cuff signs and continuous supervision throughout the limited space, and issue evacuation warnings to the operator in case of emergency. Prior to and after the completion of the limited space operation, the custodian shall register the number of operational personnel。
Article 23. The preparation, approval, acceptance, etc. Of special construction programmes for limited space operations shall be carried out in accordance with the relevant provisions of the rules for the implementation of the safety management of subsectors of construction of buildings and municipal infrastructure works in beijing city, the main elements of which shall be:
(i) basis of preparation: relevant laws, regulations, regulations, normative documents, standards, norms and construction plans design documents, construction organization design, etc.
(ii) overview of limited space: limited space name, location, design parameters
(iii) hazardous hazardous substances: names, concentrations, warning values, warning values of toxic and hazardous gases such as hydrogen sulfide, carbon monoxide, carbon dioxide, benzene and ammonia contained in limited space
(iv) level of risk assessment and controls
(v) ventilating detection equipment and methods of use
(vi) emergency relief equipment and methods of use, emergency response measures
(vii) staffing and segregation of duties of construction managers, operators and supervisors。
Article 24 the construction unit should establish a limited space management desk account based on a limited space risk identification based on the actual circumstances of the project and be updated in a timely manner. The limited space management desk accounts should include basic information such as limited space location, name, major risk factors, possible accident consequences, protection requirements, approval of those responsible, and on-site liability。
Article 25 the construction unit shall, prior to the operation of the limited space, close the area of operations by means of effective facilities such as a block, cone, cordon, guard, etc., and place a limited space operating security notice in a prominent position in the area of operation to prevent the entry of unrelated persons into the hazardous area。
Article 26: the construction unit shall provide at least once a year a limited space safety training course for managers of limited space operations, construction site managers, supervisors, operators and emergency relief personnel。
The project department of the construction unit should provide limited space training education for project managers and operators in accordance with the actual conditions of the project。
Article 27: education for limited space security shall include laws and regulations relating to the safety of limited space operations, regulatory standards, security management systems, operating protocols, contingency plans, detection of ventilation equipment, safety protection equipment and proper use of emergency relief equipment. Limited space training education in the project unit should also include specific names and locations of the project's limited space, hazard factors, operating environment, operational content, experiential safety training, etc。
Limited space training education should have a training education record and the participants should sign and confirm。
Article 28 the construction unit shall, in accordance with the characteristics of a limited space accident, develop a specific emergency response plan for a limited space accident, which shall include an emergency organizational system, segregation of duties and emergency response procedures and measures, and shall conduct at least half-yearly emergency drills。
In the event of an accident in a limited space, the construction unit shall immediately initiate an emergency response plan, and the relief personnel shall be prepared to protect themselves, equip themselves with the necessary relief equipment and strictly prohibit blind rescue。
Article 29 in cases where the relevant units fail to fulfil their responsibilities for the management of limited space security, the municipal, district and urban housing construction authorities, in accordance with the division of responsibilities, apply penalties in accordance with the relevant provisions of the law of the people's republic of china on safe production, the regulation on safe production in construction works, and the rules on the management of construction sites in construction works in beijing。
Article 30 this provision shall apply from the date of its issuance, the regulation on the safe production of limited space operations for construction works in beijing city (kyojingshi [2009]) no. 521) is also abolished。
