On march 23, the press office of the state council held a press conference on the implementation of the patent conversion initiative (2023-2025) and responded to journalists。
At the press conference, hu wenhui, deputy director of the national intellectual property agency, stated that patent quality was a central expression of the quality of innovation, the quality of agency, the quality of review, the cornerstone of patent achievement of market value and the key to efficient transformation of innovation. In this context, the national intellectual property agency has been promoting a shift in patent creation from the “quantitative accumulation” of the past to the “quality upgrading” “transformational orientation” by strengthening a series of measures such as pre-compulsory evaluation, rigorous review of licensing, optimization of evaluation orientation and eco-purification of services. In general, the focus is on the following four stages。
The first is to strengthen this “hard restraint” pre-application assessment. The national intellectual property agency has promoted the establishment of a pre-patent evaluation system in more than 1,200 universities and scientific research institutions throughout the country to regulate the evaluation process and improve the quality of evaluation by “blocking out” low-quality patent applications, to the extent possible, without prospects of industrialization. At the same time, more than 400,000 related patents have been declared in full implementation of the declaration system for the financial financing of scientific research projects, and the quality of applications, review of authorizations, etc. Have been monitored and analysed and fed back to the project authorities as an important basis for the acceptance and evaluation of the results of the projects, forcing them to increase the quality of patent applications and to promote quality of patent output from national scientific and technological inputs。
Second, the patent review is strictly “authorized”. The national intellectual property authority's continuous and innovative review model, which has created a work-based mechanism for “quick, slow, slow, slow-on-demand” review, enhances the use of such technologies as artificial intelligence in the review process. At present, our patent review cycle for inventions is at its fastest level under the same censorship system in the world. At the same time, the quality of patent authorization continues to be improved by strengthening creative evaluation in patent reviews of inventions, conducting visible creative reviews of new and practical patents and distinct reviews of patenting for visual design. Currently, the accuracy of the conclusion of the patent review for inventions has reached 95. 6 per cent, and the “goldness” of the patented technology and the stability of the rights granted are strongly safeguarded。
Third is the “command stick” to optimize patent evaluation. Under the three categories of evaluation, evaluation and financing, the national intellectual property agency (inip) has carried out a comprehensive analysis of policies relating to the evaluation of patented projects, institutional evaluation, business identification, talent evaluation, job titles evaluation, etc., which has led to the optimization of patent policies that are less clearly oriented to industrialization, leading to high-quality innovation and cost-effective transformation。
The fourth is the combination boxing of industry governance. A chain of innovation and review by patent agents is an important bridge between applicants and reviewers and a key link that directly affects the quality of patents. The national intellectual property authority has been working from both the supply and demand sides to strengthen the integrated governance of the proxy sector and continuously improve the quality of its services. The joint ministry of finance has introduced demand standards for government procurement, led to the establishment of quality-oriented tender mechanisms for agency services, and promoted a shift in industry from “price to quality”. In addition, it has carried out a thorough overhaul of the agency sector to clean up and regulate all types of illegal institutions and practices, to promote the continuity of the business order, to promote a sense of integrity, professionalism and honour among agents, and to actively promote a good service environment in which the patent quality is protected。
