General provisions
To regulate quality control behaviour after the entry of sub-contracting units, to harmonize quality standards, processes and lines of responsibility, to ensure that the overall quality objectives of the project are met, and to develop the bottom line in the context of project generic management requirements. This is applicable to all entry sub-contracting units (including labour subcontracting, professional sub-contracting), which are subject to strict compliance and are not completed in accordance with the project-related management system and contractual agreement。
Basic quality control requirements for access
The sub-contractors will need to complete all quality preparations at the beginning of their entry to the site, and will be required to perform their operations only if conditions are met for the construction to be complied with。

3. Universal quality standards and core principles
Subcontracting units are required to comply strictly with national, industry-based standards and project management requirements to ensure that the quality of construction is in accordance with the general acceptance and inspection guidelines, and that no specific requirements are met according to the following criteria。
4. Universal quality acceptance process
Sub-contracting units are required to strictly enforce a graded acceptance and inspection system, to regulate the receiving and inspection process and to ensure that the receiving and inspection closure rings are secured and that all acceptance and inspection records are kept in writing as a retroactive basis for quality。
5. Sub-contracting unit quality responsibility

Subcontracting units are required to establish a sound quality management system, with clear responsibilities for the quality of personnel at all levels, responsibility for the quality of construction throughout the process, and corresponding responsibilities for quality and consequences。
General quality risk protection
Subcontracting units are required to establish risk-control mechanisms for common quality risks after entry, pre-judged and disposed of in a timely manner, so that risk does not turn into quality issues。
7. Quality incentives and penalties

In order to enhance quality awareness and to implement control responsibilities, the following general incentives and penalties have been established, and special awards and penalties have been applied in accordance with the supplementary provisions of the subcontract and the project。
General management requirements for quality information
Quality information is the core basis for quality traceability and engineering acceptance, and sub-contracting units are required to regulate information management to ensure completeness, standardization and traceability。
