Conditions for authorization
In accordance with the regulation on the management of internet news and information services, the rules for the enforcement of licensing of internet news and information services, internet news and information services are provided to the public through internet sites, applications, forums, blogs, microbloggings, public accounts, instant communication tools, live webcasts, etc. The internet news and information service is licensed and is prohibited from carrying out internet news and information services without permission or permission. Internet news information services, including internet news information acquisition and dissemination services, reproduction services and dissemination platform services。
Applications for permission to use internet news and information services should:
1. Legal persons established by law in the territory of the people's republic of china
2. The principal official and editor-in-chief is a citizen of china
3. A full-time news editor, content reviewer and technical security officer appropriate to the service

5. A robust information security management system and safe and controlled technical safeguards
6. Availability of suitable premises, facilities and funds for services。
Requests for permission to access the internet news service should be made by the information unit (which includes its holding unit) or by the head of the information and communication department。
No organization may set up internet news and information services for joint ventures, cooperative ventures and foreign investors。
(i) general

In addition to the above-mentioned general material, any request for authorization for the publication of information on the internet should be accompanied by a certificate from the unit or its controlling party that is the press unit, or a certificate from the authority responsible for public information and the opinion of the authority concerned. Among these, the press authorities certify that they include a press publication licence, a radio and television broadcasting agency licence, a periodical publication licence (which, under the terms of article 2 of the regulations, should be based on the provision of “news information” services); the comments of the competent authorities include, inter alia, an indication of the applicant's relationship with the competent authority, an assessment of the applicant's compliance with the conditions of the permit and the stamping of the unit。
In addition to the above-mentioned general material, requests for permission to serve on the internet information communication platform should be submitted to the platform's account account management regulations, model user agreements, complaint handling mechanisms, etc。
If the applicant is a juridical person of the enterprise, in addition to the general material referred to above, the following relevant equity material shall be provided:
1. Stock structure. This includes information on the name of the shareholders, the proportion of shares, how they are financed, the timing of their contributions, etc. Where shareholders are subjects of natural persons, they must trace them to natural persons, enterprises and state-owned sole-owned companies, and provide an account of the actual controlling persons. An equity chart shall be stamped and signed by the legal representative
2. Stockholders ' documentation. (b) where the shareholders are natural persons, proof of identity must be provided; if the shareholders are subjects other than natural persons, the name of the subject, the form of organization, the legal representative, etc.

Applications for permission to use internet news and information services are received and decided by the national information and communication office (ino) if the subject of the application is the central press unit (which includes the units under its control) or the unit under the central information and communication services; by the internet and information offices of the provinces, autonomous regions and municipalities directly under its control if the subject is the other one, and by the internet and information offices of the provinces, autonomous regions and municipalities under its control and at first instance。
The internet information office of the state and the provinces, autonomous regions and municipalities directly under the central government shall decide on the authorization within twenty days from the date of receipt of the permit application. If a decision cannot be taken within twenty days, it may be extended by ten days with the approval of the head of the department. Approval is granted for an internet news information service licence。
