On the afternoon of 24 april, a city-wide workshop on governance of property services was held at the municipal housing and urban construction directorate. The deputy mayor of the municipal people's government, lotha, attended the meeting and made concluding remarks, which were chaired by liu hung, deputy secretary-general of the municipal people's government. The meeting was attended by the secretary-general, director-general zhang jianhua, member of the bureau and deputy director-general liu qi。
At the symposium, the secretary-general and director-general zhang jianhua reported on the overall governance of outstanding issues in the municipal property services. Streets, community representatives, in conjunction with grass-roots governance practices, have held exchanges around property dispute mediation, the normative building of business committees, party leadership property management, etc. A representative of the commission provided advice on the maintenance of public facilities in the sub-districts, the regulation of public revenues, emergency maintenance response, and the process of using funds for maintenance. The representatives of property enterprises, in conjunction with day-to-day operations, conduct in-depth analyses of salient issues in day-to-day management, facility protection, fee-for-service, personnel management, and report on corrective initiatives and plans for further improvements. The housing sector at the municipal and district levels provided responses on policies, regulatory measures and the way forward. The participants focused on the lives of the people, maintaining an issue-oriented approach, in-depth discussions and exchanges, a comprehensive overview of the list of issues, conspiring with governance initiatives, and building consensus for the promotion of the normalization of property services。
According to the deputy mayor of the municipal people's government, property services are connected to thousands of families, and are both a daily “key matter” for the population and a point of intense human suffering that is reflected in the current concentration of complaints. Each sector is required to address the outstanding problems of the property services by conducting a joint inquisitorial examination and treatment to ensure that the problem is resolved and the population is satisfied。
The meeting emphasized the need to focus on the salient issues of poor quality of services, lack of transparency in public revenues, inadequate functioning of the cst and irregular management of funds for maintenance, and to focus on four main areas: first, sound institutional systems, accelerated improvement of policy packages for property management, clarification of service standards and boundaries of authority and enforcement of the foundations of industry management; second, strengthening of strict regulation, comprehensive enforcement of the “red and black list” of property and credit evaluation mechanisms, promotion of good and bad practices and upgrading of services; third, promotion of good governance, comprehensive mapping of problem-sheets, implementation of marketing code management and regulation of public revenue, and promotion of the commission's full capacity; and fourth, the construction of a long-term efficiency mechanism, the establishment of a working class, the implementation of monthly movement control and quarterly reporting systems, the enforcement of responsibilities, the promotion of a shift from centralized management to a long-term situation, and the promotion of greater satisfaction among the population。
The meeting called for a commitment by the relevant agencies to raise awareness, implement measures that are more pragmatic and effective, so as to “better detach than truly satisfy the population”, and to submit a satisfactory response to the population. The symposium will serve as an opportunity for rapid deployment, strengthening of synergies, overhauling of implementation, consistent management of both the symptoms and the root causes, continuous regulation of the property sector, and a new system of co-governance and community governance。
