    Guidance on maintenance and maintenance of fire-fighting facilities in sub-districts of residential buildings at the port

    Basic principles

    This is done in accordance with the principles of compliance with the law, classification, matching of duties and responsibilities, efficient accessibility, openness and transparency, strict adherence to the rules and regulations that define each party's fire safety responsibilities and the receiving and inspection of fire, the receipt and inspection of each chain, the distinction between types of maintenance and disposal, the clarification of funding sources, usage requirements and operating procedures, the optimization of the whole process and the simplification of emergency maintenance clearances, the improvement of the publicity system for the use of funds, the timely disclosure of the use of funds, project implementation and receipt and inspection, the guarantee of the right to information, participation and oversight of owners, legal compliance of funds and procedures, accurate control and efficient disposal of funds, the formation of a multi-stakeholder governance structure, the safety of public fire and public oversight。

    Ii. Main contents

    (i) sources of funding and extent of use of classifications

    2. Owners ' committees

    Responsible for organizing decisions by owners on the use of maintenance funds; participating in the supervision and completion of maintenance projects; participating in fire handling inspections; regularly reporting to owners on the use of funds, fire inspection and inspection, guaranteeing the owner's right to know; and assisting in the coordination of communication on matters relating to emergency funds。

    3. Competent authorities

    Safeguards

    (i) sound publicity systems to strengthen monitoring constraints

    The cost of maintaining fire-fighting facilities is clearly identified at least once a year; projects for the use of maintenance funds are publicized before, after voting and after completion; the results of fire-fighting inspections, acceptance checks, emergency fund utilization and return are publicized as required; and public announcements of all types are issued for a period of no less than seven days, with clear and understandable content and are actively monitored by the owner and by all sectors of society to ensure that the funds are used and the process is transparent。
