Departments of commerce, industry and information of the provinces, autonomous regions, municipalities directly under the central government and the planned municipalities, the xinjiang production and construction corps, the department of public security, the department of transport and communications, the guangdong division of the general customs administration and the customs service:
Circular issued by the ministry of commerce, the ministry of public security and the general customs administration on support for the export of used vehicles in mature areas (2019) since then, there has been significant progress in the export of second-hand vehicles, which has resulted in a replicable set of experiences that have contributed to the smooth-scale structure of foreign trade and the upgrading of domestic automobile consumption. In order to further promote the export of used vehicles, five departments, including the ministry of commerce, have decided to carry out export operations of second-hand vehicles throughout the country and to issue proclamation no. 6 of 2024 (hereinafter referred to as the proclamation). The following job announcements have been prepared:
I. Effective strengthening of organizational implementation

Special working mechanisms are to be set up to clarify the responsibilities of the parties, ensure that the work is carried out in an orderly manner and promote the healthy and sustainable development of second-hand export operations. Local efforts to effectively export second-hand vehicles, as called for in the bulletin, should be focused on safeguarding the quality of exports and regulating export order, avoiding excessive and vicious competition. The commercial authorities carry out export licensing, etc., in strict compliance with the relevant provisions of the conditions and procedures for obtaining licences for the export of used vehicles, the industrial and informational authorities manage road motor vehicle production enterprises and access to products, the public security traffic administration conducts the registration of export of used vehicles, etc., the transport and transport authorities directs the search services for data files for the maintenance of used vehicles for export and the customs control of export of used vehicles. In the case of the export of vehicles in violation of the law, an application for the export of used vehicles by an enterprise is suspended and constitutes an offence and is subject to criminal liability in accordance with the law。
Ii. Strict quality security
The export of vehicles shall comply with the export quality requirements for second-used vehicles (wm/t 8-2022) or the export quality requirements for second-use commercial vehicles and trailers (wm/t 9-2022) and shall be subject to a product inspection report by a third-party inspection agency. The export target country's access criteria should be accompanied by declarations of compliance with local standards. Second-hand car exporting enterprises are encouraged to use the car maintenance electronic health archives system to search vehicle maintenance records. Second-hand car exporting enterprises, which are subject to retroactive quality liability, are strictly required to comply with their obligations such as inspection of products and the proper disclosure of vehicle information, and are strictly prohibited from exporting irregular vehicles such as stolen, smuggled, illegally assembled and scrapped。
Iii. Enhancing international business capacity

Local export bases for second-hand vehicles that combine trading, maintenance and preparation, testing certification, customs export clearance, warehousing logistics, financial services, etc., are encouraged to enhance their efficiency. The establishment of a motor vehicle registration service is encouraged for enterprises that export second-hand vehicles in a position to do so, as is the one-stop system for the registration of transfers of second-hand vehicles for export. Directing enterprises to build systems of overseas maintenance services through self-building, resource-sharing or multi-channel cooperation, with additional overseas post-sale service sites and multiple channels to secure spare parts supply. (c) support auto-producing enterprises to further improve their international marketing networks, taking full advantage of brand names, channels, etc., and effectively upgrade post-sale maintenance services for their own cars overseas. • encourage enterprises in a position to do so to set up public exhibition centres and overseas warehouses in priority markets. Make full use of various trade promotion platforms to support enterprises in widening their access to overseas markets. Encourage innovative export marketing models for used cars and actively explore the construction of second-hand car exporters ' platforms, auction platforms, etc。
Enhanced regulation and services
The region's exports must be tracked in a timely manner, and controls over the export chain of used vehicles should be strengthened so that the entire process can be traced and risks effectively controlled. The establishment of a local system for evaluating export credits for used vehicles, which guides enterprises to comply with the law and operate in good faith, strengthens industry self-regulation, regulates competition behaviour and maintains export order. When a second-hand car export enterprise, registered by the commercial authorities, applies to the public security and transport administration for the registration of the transfer of a second-hand car for export, it is no longer required to submit the original business licence, which can be accompanied by a copy of the business licence, a letter of attorney and the identification of the client as the owner of the current motor vehicle. Integrate local realities, optimize regulatory processes and enhance trade facilitation. The ministry of commerce, together with the ministries of industry and information technology, public security, transport and communications and the general customs administration, will strengthen controls to inspect the export of used vehicles。
