Thank you for your long-standing interest in and support for my city's drought response. At present, our city is at a critical stage in the protection against drought, which, according to weather sector projections, is characterized by a high incidence of weather-year deviations, heavy flooding, and a complex and critical drought situation. I will now brief you on the situation in our city this year。
It has three main components: characteristics of the period, preparedness and focus of the next phase。
First, the main features of this year's season。

There is a potential increase in the frequency of high-temperature weather, with high-intensity weather risks such as short-term precipitation and thunderstorms, climate variability and complexity, and the need to protect against risks such as short-term heavy rainfall that trigger flash floods in small watersheds, geological disasters and flooding in cities。
The second is the heavy impact of typhoons. It is expected that this year will affect my city more than ever, with three to five typhoons in summer and possibly one to two severely affecting my city. In addition to the traditional focus on the prevention of typhoons at sea, in particular the early organization of fishing vessels, merchant ships, etc., in order to take refuge at ports in extreme weather conditions, temporary controls need to be put in place based on weather impacts and response levels。
The third is high temperature and drought. In the middle of the summer, there may be widespread and persistent heat waves, with extreme temperatures projected at 40 °c - 42 °c and high-temperature days, with attention to the impact of extreme temperatures on human health and productive life. It is important to maintain a “dry and heavy” system, both to prevent floods caused by heavy rainfall and to guard against any subsequent drought and to achieve drought preparedness and preparedness。
Second, preparedness for anti-fouling work. We have always followed the spirit of the secretary-general xi's important instructions on disaster prevention, the “one goal, four preferences” concept, the full implementation of higher-level deployment requirements, the implementation of all defence measures and the provision of full security for the lives and property of the population。
The first is the implementation aspect of responsibility. My city fully implemented its responsibility for the “community leaders, village leaders and village cadres” and announced on 7 april that 686 administrative officials at the town and village levels were responsible for the protection of civilians. For the most vulnerable groups, such as the elderly, the sick and the disabled, a “one family plan” has been put in place to transfer those responsible. During this transfer, the cadres are required to live together with the population and make every effort to ensure their safety。
TwoRisk managementOn the side. Since the beginning of this year, our city has focused on eight priority areas, namely, geological disasters, small watershed floods, mountain reservoir networks, urban flooding and safe urban operations, maritime safety, safe production and tourism safety, with a total of 6794 “one-stop” risk screenings involving a total of 8,893 staff members, remediate hazards and implement measures of 692 to eliminate risk dynamics。
Third is the area of systemic governance. The city has continued to promote major water projects to improve flood control and drainage systems. Projects such as the fang creek reservoir, the pond and the first phase of drainage of the field have been put into operation, and the construction of priority projects such as the second phase of drainage of the field (outside, sub-flood and flood control) and the yushu sub-flood project is accelerating and will effectively enhance flood control capacity in the main urban areas, the gangnam region and the daejeon plain。

Thirdly, next steps in the organization of work. Over the past week, thanks to concerted efforts throughout the city, we have successfully resisted the first typhoon that affected my city this year, danas, and won the first stop. Next, in the “seven to eight” critical period, focus is on three areas:
One is the efficient functioning of the chain of command. The third is to secure the security line for all. Prior to extreme weather disasters, local town streets, villages (communitys) will organize the relocation of people in dangerous areas based on disaster risk studies and impact areas. It is hoped that early warning information from weather forecasts will be followed closely and that a decisive response will be made to the transfer instructions to ensure their own safety. It is hoped that media friends will continue their interest in supporting disaster prevention and relief efforts, bringing knowledge and concepts of disaster prevention and avoidance to every community and family in a timely manner, bringing together the forces of community defence and real “towns fighting and villages fighting”。
