The blue book on analysis and prediction of gansu cultural development (2015) consists of a general report and 14 themes. The year 2014 is an important year for gansu culture to enter the country's fast-track cultural development. According to the blue book, the development of gansu culture in 2014 was dominated by the following dilemmas and problems. The small size and overall strength of the gansu private cultural enterprises; their preference for traditional industries and the small number of new ones; their lack of financial resources and difficulties in financing; their heavy burden of taxes and fees; their inadequate policies to encourage private cultural enterprise development; and their lack of guidance and policy documents, which do not form an integrated policy system to promote private cultural enterprise development. Fourthly, the development of the professionalization of cultural brokers has not received much attention. The special occupational group of cultural brokers in gansu province is not included in the cultural talent management system, and the government has not trained its practitioners and has not given them social status and honour, which has affected the growth of this occupational group。
The blue book projected the development of gansu culture in 2015. According to the blue book, the historic glory of gansu will be revived.
