The price is lower

In this case, fujian province requested that the municipalities, the pyramid complex and provincial medical institutions evaluate the purchase of generic low-price drugs directly connected to the internet, using a “two envelope” based on the established reference price and the company's offer。
This means that even drugs that enter a low-cost catalogue are subject to price killings. The opinion of the two associations states that it is because of lower prices, the reluctance of enterprises to produce and the inability to meet the clinical needs of patients that the state has issued documents on the guarantee of access to low-cost medicines. If price matches are repeated, it is clear that the spirit of the state regarding the security of supply of commonly used low-cost medicines is inconsistent with the incentive to direct and mobilize enterprises to produce and supply commonly used low-cost medicines。
The restricted catalogue is referred to as intervention in the market
In addition to prices, the establishment of the catalogue threshold is another controversial feature of this fujian tender policy. According to the consultation draft, nearly 3,000 varieties were tendered from the state, based on the list of essential drugs, the medical insurance scheme of fujian province and the reimbursement catalogue of new agripharmaceutical drugs, and based on the principle of meeting clinical needs, a list of central purchases of medicines was selected by experts. The regional procurement catalogue shall be established in the context of the provincial procurement directory, in the municipalities of the districts, in the pyramid complex and in provincial medical establishments, on the basis of the type of common disease, level of health insurance payments, medical practice, etc。
According to the two major pharmaceutical associations, this has led to excessive government intervention in the drug trade, artificially setting up market-trading barriers and raising market access thresholds beyond those required by laws and regulations。
