Statistical regulations for the radio and television industry
Chapter i general provisions
In order to strengthen the management of statistics in the radio and television sector, the information advisory and monitoring role of radio and television statistics is fully exercised, and the service of radio and television statistics is being upgraded. This provision is based on the statistical law of the people's republic of china, the regulations for the implementation of the statistical law of the people's republic of china and the relevant national regulations。
Article 2 this provision applies to the statistical activities of the radio and television industry, which are investigated, collected, collated, studied and provided by the radio and television authorities in accordance with the law for statistical information on radio and television services, including big data statistics。
For the purposes of this provision, the units of the radio and television industry are defined as legal entities of all types engaged in activities related to radio, television and audio-visual broadcasting services。
Article iv. Statistics in the radio and television sector must maintain and strengthen the overall leadership of the party, enhance the “four consciousness”, assert “four self-confidence”, achieve “two preservation” and effectively play a fundamental role in the quality and innovative development of radio and television。
Statistics in the radio and television sector are based on the law, and a sound system of statistical indicators, statistical standards and statistical survey systems are in place that correspond to the requirements of industry development, guaranteeing the authenticity, accuracy, completeness and timeliness of statistics。
Article 5 the department of radio and television of the state council is responsible for statistical supervision and management of the radio and television industry throughout the country and receives operational guidance from the department of statistics of the state council。
The local people's government radio and television authorities at the district level and above are responsible for the statistical supervision and management of the radio and television sector in their respective administrative regions and are under the operational guidance of their statistical agencies。
Article 6 - units in the radio and television industry are responsible for their integrated statistics。
The annual budget of the radio and television sector units should include the necessary statistical resources。
Article vii. The units of the radio and television industry should accelerate the promotion and application of modern information technologies, establish sound statistical information systems, expand data collection methods and service channels, promote statistical information disclosure and data-sharing and improve the efficiency and quality of radio and television statistics。
Chapter ii statistical agencies and statisticians
Article 8 - unified leadership and hierarchical responsibility for statistics in the radio and television sector。
Article 9 the department of radio and television of the state council has established an integrated statistical body with the following responsibilities:
(i) development of statistical management practices, statistical standards, statistical survey systems, survey missions and survey programmes for the radio and television industry, in accordance with national regulations, and monitoring of the implementation of statistical laws, administrative regulations, regulations and statistical standards and statistical survey systems
(ii) collecting and collating national statistics on the radio and television sector, organizing and carrying out national survey missions on radio and television statistics and statistical analysis, forecasting and monitoring of developments in the radio and television sector
(iii) organization and management of the national radio and television statistical information system (statistical information system with big data) and establishment of an improved national statistical information database on radio and television
(iv) validation, management, publication, publication, provision of statistical information on the radio and television industry and periodic publication of the national statistical bulletin on the development of the radio and television sector
(v) organizing the training of statisticians from central and national authorities, radio and television units attached to provincial departments。
Article 10 the local people's government radio and television authorities at the district level and above perform the following duties:
(i) organizing, coordinating, directing and monitoring radio and television statistics in the region and monitoring the implementation of statistical laws, regulations and regulations in the region's radio and television units。
(ii) collecting and collating radio and television statistics in the region and carrying out survey tasks and local statistical surveys as defined by the national radio and television survey system. Statistical statements, statistical analysis reports and other statistical information on the region are sent to the higher radio and television authorities, and statistical analysis, forecasting and monitoring of developments in the region。
(iii) management of the regional statistical information system for radio and television, completion of statistical data collection, processing, transmission, storage, etc., and cooperation with higher authorities in the establishment and management of regional statistical information databases for radio and television。
(iv) validation, management, publication, publication and availability of radio and television statistics in the region。
(v) organize training for statisticians of radio and television units in the region。
Article 11 the units of the radio and television industry perform the following functions:
(i) organizing, coordinating the statistical work of the unit and its affiliated institutions, completing the task of radio and television statistics and submitting their statistical statements, statistical analyses and other statistical information on time
(ii) statistical analysis of the operations and management of the unit, statistical advice and statistical oversight
(iii) strengthening the statistical base, establishing sound primary records and statistics desk accounts, strict statistical accountability and strengthening the training of statisticians
(iv) managing statistical questionnaires, statistics and databases of the unit。
Article 12 the radio and television authorities should integrate administrative functions and processes, strengthen internal contacts and synergies and jointly advance radio and television statistics。
Article 13 the radio and television authorities should monitor the collection and dissemination of data, based on a large data statistical information system that integrates audio-visual (click) coverage。
No institution or individual may interfere with or disrupt the statutory collection of listening (hitting) statistics by the radio and television authorities or create false listening (hitting)。
Article 14 - the units of the radio and television industry shall, in accordance with the law, strengthen their statistical capacity, staffed by full-time or part-time statisticians, and maintain their relative stability. Statisticians should have the expertise to carry out their statistical tasks。
Article 15 statistical agencies and statisticians exercise independently statistical survey rights, statistical reporting rights, statistical monitoring rights and other legal rights in accordance with the law。
Chapter iii statistical survey system
Article 16 the department of radio and television of the state council is responsible for developing, adapting and modifying the national system of surveys of radio and television statistics, which is to be implemented with the approval of the department of statistics of the state council。
The local people's government radio and television authorities above the county level are responsible for developing a supplementary system of surveys of local radio and television statistics, which is reported to the first-level radio and television authorities and to the statistical bodies of the people's government at their own level。
The main elements of the radio and television statistics survey conducted by the local radio and television authorities themselves must not duplicate the national radio and television survey。
Article 17 allows for specific statistical surveys of radio and television, as required by the management of the radio and television industry。
The statistical survey project of the radio and television special department (the statistical survey project with big data) is prepared by the state council's radio and television authorities and submitted to the state council's statistical authorities for approval or for implementation。
The local radio and television special local statistical survey project is developed by the people's government radio and television authorities at their own level and submitted to the people's government statistical bodies at their respective levels for approval。
Specialized surveys do not conduct comprehensive statistical surveys that meet needs, one-time surveys do not do regular surveys that meet needs, and the content of special surveys does not, in principle, duplicate the content of comprehensive statistical surveys。
Article 18: the units of the radio and television industry shall carefully organize their own institutions and personnel to carry out the tasks of the national survey of radio and television statistics and other special statistical surveys, and shall cooperate with statistical agencies and statisticians in carrying out statistical inspections。
Article 19 the units of the radio and television industry should establish a sound statistical accountability system and improve the system of responsibility for preventing and punishing the falsification and falsification of statistics in accordance with the principles of “group leadership combined with individual division of labour”, “who is in charge, who is responsible and who is responsible”。
In the event of a statistical falsification or falsification, the primary responsibility lies with the head of the unit, the principal responsibility is assigned to the head of the unit and the direct responsibility of the statisticians。
Article 20 the units of the radio and television industry shall establish statistical quality control responsibilities, consolidate and collate original records and original station accounts, review, review the completeness, authenticity and validity of the statistical statements filed, and sign and issue the stamp to the radio and television authorities within the prescribed time frame. Any errors in the presentation of statements should be corrected within a specified time frame。
Article 21: the heads of the radio and television services shall not, without their permission, modify the statistical data collected and collated by the statisticians in accordance with the law, shall not in any way require them to forge or alter them, and shall not retaliate against the statisticians who perform their duties in accordance with the law or who refuse or resist statistical violations。
Chapter iv management and publication of statistical information
Article 22: the units of the radio and television industry should establish a sound system of auditing of radio and television statistics to ensure their accuracy and timeliness. Statistical information is the responsibility of the relevant functional agencies, with integrated statistical agencies managing them in an integrated manner。
Source material obtained from statistical surveys should be kept for at least two years. Composite statistics should be kept for at least 10 years and important statistics should be kept permanently。
Article 23 statistics on the national radio and television industry are reviewed by the state council's radio and television authority and are made public。
Statistics on the national radio and television industry are based on data published by the state council's radio and television authorities。
Statistics on the local radio and television industry are reviewed by the people's government radio and television authorities at their level and are made public。
Article 24 the units of the radio and television industry should, in accordance with the law, strengthen the confidentiality of statistical information。
Any unit or individual is legally responsible for the confidentiality of information obtained in statistical surveys that can identify and extrapolate the identity of individual statistical survey subjects。
Statistical agencies and statisticians should maintain the confidentiality of state secrets, business secrets and personal information known to them in their statistical work。
Article 25: units of the radio and television industry should establish statistical archives. The custody, transfer and transfer of statistical documents should comply with national requirements。
Article 26: units of the radio and television industry should conduct statistical information consultations to serve the public。
Chapter v statistical monitoring and incentives
Article 27 the radio and television authorities shall monitor the statistics of the radio and television sector, including:
(i) statistical implementation of laws, regulations, regulations and related systems
(ii) statistical institutions and staffing levels
(iii) statistical management of the establishment of original records and desk accounts
(iv) the authenticity, accuracy and completeness of statistical information
(v) use and publication of statistical information
(vi) other statistical-related developments。
The radio and television authorities should support the work of the statistical inspectors working with the statistical authorities of the state council and provide the necessary safeguards。
Article 28 the radio and television authorities shall periodically evaluate the statistical work of the radio and television industry and shall award incentives and penalties to statistical agencies and statisticians in accordance with the relevant provisions。
The units of the radio and television industry shall establish a system of incentives and penalties for statistical work in accordance with this provision。
Article 29 violations of this provision shall be punished and dealt with in accordance with relevant laws and regulations, such as the statistical law of the people's republic of china and the regulations for the implementation of the statistical law of the people's republic of china。
Chapter vi
Article 30 any activity by an organization outside the territory of the people's republic of china in which an individual is required to carry out a survey of radio and television statistics shall be entrusted to a body in the territory of the people's republic of china with the qualifications for a survey of foreign statistics, in accordance with the relevant provisions of the state。
Article 31 this provision came into force on 5 may 2020 and was repealed on 27 january 2005 by the former general directorate for radio, film and television and on 4 may 2016 by decree no. 47 of the general directorate for radio, film and television。
