Institutional development resources are important political and governance resources, and institutional development effectiveness assessments are key initiatives to optimize resource allocation and strengthen rigidity. Using the “line data screening+line field verification” model, institutions are entrusted with the production of large data resources, such as real name systems, political service platforms and the automated capture of 12 basic types of data, such as production use, performance of duties, etc., to achieve “talking with data”. Six units, including the district public security bureau, the district development authority, the district market supervisory authority, the district property services centre, and the county fire integrated management centre, were selected for the assessment, through interviews with cadres, access to information and questionnaires, in order to obtain a full picture of the functioning of the institution。
Enhanced results conversion, release assessment effectiveness. The establishment of the “assessment-diagnosis-result-optimization-tracking” closed-ring management mechanism, which analyses carefully the issues identified in the self-assessment and field assessments, divides them into four categories: efficiency in institutional set-up and functional functioning, efficiency in use and staffing, efficiency in performance of responsibilities, list of duties and responsibilities and performance of functions。
