On 24 april 2023, gansu and ningxia, respectively, issued a public circular on “prohibition of new construction projects and population migration to the water hub and inundation areas of the isthmus of montenegro”, which was widely regarded as an agreement between the two provinces on the development of the isthmus of montenegro.
