The normal operation of the construction of fire-fighting facilities is an important measure to prevent and reduce all types of fire, especially in high-rise and large-scale buildings. In order to further clarify responsibilities and implement the system of inspection maintenance management for building fire-fighting facilities, the following information is provided on the matter: note 1
First, the day-to-day inspection and maintenance maintenance system for fire-fighting facilities must be put in place and implemented as a matter of urgency by the management and use units of all types of buildings. Specialized operations are identified, inspections are conducted, failure detected are notified in a timely manner to the specialized fire maintenance firm, and no fire-fighting facilities may be dismantled or decommissioned. The fire control room is subject to a 24-hour watch system, and the duty officer and the operator, the inspector, are required to carry out the operation, alarm, failure, inspection and surveillance records of the fire facility and file the relevant information。
Ii. Establishment of a specialized fire maintenance enterprise and regular maintenance of fire facilities。
(i) in addition to implementing its own system of routine inspection and maintenance, the building management and use unit must enter into a contract for the maintenance of fire facilities (hereinafter referred to as " the contract " ) with a specialized fire service provider to commission the maintenance and repair of its fire facilities. Four copies of the contract, with the exception of one each, were copied to the city public security fire department and to the relevant insurance companies for filing。
(ii) enterprises carrying out the maintenance of fire-fighting facilities must have the following conditions: (i) an enterprise entity with an independent legal personality; (ii) qualification for the design and construction of provincial fire-fighting works and for obtaining a fire-fighting engineering construction permit issued by the municipal public security fire department; (iii) equipment and instruments for the corresponding standard detection; (iv) experience in commissioning, repair and maintenance of fire-fighting facilities; and (v) relative stability of legal representatives and senior and senior technical staff. (iii) enterprises that have conditions for repair and maintenance of fire-fighting facilities and are willing and able to carry out maintenance of fire-fighting facilities must submit an application to the municipal public security fire and fire service for the performance of the maintenance and maintenance of the building fire-fighting facilities after a strict qualification review by the municipal public security and fire service. Maintenance services for building fire-fighting facilities up to 20 floors may be performed for those with stage b design and construction qualifications, and for all types of building fire-fighting facilities。
(iv) the duties of the specialized fire maintenance enterprise are: (i) to perform regular inspections, repairs and maintenance of the building fire facility entrusted for maintenance; (ii) to repair the fire facility in a timely manner in order to ensure its proper functioning; (iii) to conduct quarterly inspections of the operation of the fire facility for maintenance and to report semi-annually to the municipal public security fire department, which shall report immediately when a serious malfunction has to be discontinued; (iv) to maintain a 24-hour duty system and to receive and promptly remove the breakdown reports of the unit entrusted for the fire facility; and (v) to be legally liable for the consequences of the failure of the fire facility as a result of the failure of maintenance。
(v) enterprises that have previously signed contracts for the maintenance and repair of fire-fighting facilities with the building user and management unit shall, within one month of the date of this notification, submit the information to the city public security fire department for qualification and review。
3. For the maintenance and repair of fire-fighting facilities, each fire-fighting engineering enterprise, upon completion of the project, shall provide the municipal public security fire department with a copy of the full technical archive of the fire-fighting facilities, including the distribution of the fire-fighting system, operating procedures, operating control procedures, system hardware and software, and the construction unit shall assist in the processing。
Insurance companies are not insured for units that do not have a system for day-to-day maintenance of fire facilities and that do not commission specialized fire service providers to perform repairs and maintenance of fire facilities; if so, contracts should be terminated early and insurance premiums not yet due。

V. The public security fire supervisory authority at all levels of our city shall monitor and inspect the implementation of this circular by the various types of building management and use units. The failure or lack of implementation of the inspection and maintenance system for building fire-fighting facilities should be punished, and those responsible and legal representatives should be held accountable for the consequences。
This notification has been in force since 1 december 1996。

At present, fire-fighting facilities in our city's buildings continue to suffer from such problems, some of which are not functioning properly and do not function as fire-fighting, alarm and fire-fighting services, and the risk of fires is high.
