On 29 november, the department of housing and urban and rural construction of guangzhou issued a circular on issues related to the unit housing fund (approval draft) (hereinafter referred to as the consultation draft) to comprehensively strengthen the management of the unit housing fund and regulate its use。
The unit housing fund is the unit for the sale of publicly owned housing (including stock of publicly owned housing, subsidiary housing) and the building management for the sale of directly administered public housing (including the purchase of publicly owned housing by the employee for which he or she is required to pay the unit a refund)。
According to the consultation draft, 75 per cent of the unit housing fund is used to pay monetary subsidies for housing to employees who have not benefited from the preferential housing policy, and 25 per cent is used for the common share of publicly owned housing and maintenance of facilities (including the installation of elevators for publicly sold housing)。
In the case of a reorganised or merged enterprise, its housing fund is administered and used by a reorganised or merged enterprise; the closed or bankrupt enterprise, its housing fund (the monetary component of the housing subsidy) is used first to pay monetary subsidies for housing to employees of the enterprise who meet the conditions for the monetary allocation of housing, and the remaining funds can be arranged jointly by the enterprise, the parent unit or the custodian, and the housing fund for the maintenance of the home is managed by a higher or custodial unit and is still used exclusively for the maintenance of the joint housing unit; and the abolished unit, its housing fund is managed and used by a higher or custodial unit。
The unit housing fund is owned by the public housing sales unit and is based on the principles of household management, earmarking, decision-making in the use unit and government supervision。
The consultation draft makes it clear that the unit housing fund shall be used strictly for the purposes specified and submits the following information on the use of the funds to the guangzhou municipal housing security office. The purpose of the unit housing fund is to comply with the earmarked provisions, and the municipal housing security office issues a notification to the managing bank for the transfer of funds。

(i) where a monetary subsidy for housing is paid to employees using the unit housing fund, provide the following information:
1. Letter of use of the unit housing fund
2. Register of the opening of funds for housing subsidies in guangzhou city
3. Inventory or breakdown of funds remitted for housing subsidy in guangzhou city。
If the unit housing fund is used to pay monetary subsidies for housing on the basis of wages, and there is no specific housing allowance, no information is required on item 2 above。
(ii) if the unit housing fund is used for the maintenance of shared premises and facilities sold, provide the following information:
1. Letter of use of the unit housing maintenance fund

2. Engineering maintenance budget or engineering maintenance contract。
(iii) closure, integrated use of unit housing funds by insolvent enterprises (payment of the monetary component of housing subsidies), providing information on:
1. Letters from enterprises on the integrated use of unit housing funds
Approval of documents relating to the closure or insolvency of enterprises
3. Work placement programmes
4. The enterprise's monetary allocation programme for housing or a description of the housing of workers who have been settled。
(iv) use of the unit housing fund to provide the following information for the installation of elevators in publicly owned houses:

1. Installation of elevator service letters by the unit housing maintenance fund
2. Budget or contract for the installation of elevator works
3. Installation of elevators for approval。
The consultation draft stipulates that the unit housing fund to which the application is made must be transferred through bank transfers, that no cash may be collected, and that any changes involving changes, such as changes in the project or suspension of use, must be reported to the municipal housing security office and returned to the housing fund in a timely manner. No unit or individual may be retained or misappropriated。
In the case of housing funds for municipal administrative units, entities participating in public undertakings and establishments of public interest, category ii (financial allocations or grants), in accordance with the circular of the guangzhou city fiscal authority on changes to the financial account of the unit housing fund (swiss treasury 2014) (no. 310) and related regulations and use。
The notice is effective for five years from the date of its promulgation。
