According to ganshonin, the main objective of the selection and training of intellectual property leaders throughout the country is to serve as a model leader, bringing together a large number of people around them, to form teams of leaders who have a clear team effect, a reasonable level of talent and an optimal structure for science, and to use these leaders as an inspiration, an example and a guide to the development of industrial and local intellectual property rights, so that the promotion of intellectual property rights can truly be achieved. He hoped that the national intellectual property leaders would continue to play a leading role, develop good teams, carry on with leadership and contribute to building the intellectual property power。
The seminar was attended by over 90 members of the military and associated personnel from intellectual property administration and law enforcement, enterprises, services, institutions of higher learning and research institutes. In 2012 and 2014, a total of two national intellectual property leaders were selected. To date, 208 national intellectual property leaders in four categories have been selected.
