In the face of the reality of unequal information and distribution of high-quality resources on the internet, article 45 of the law on publicity education and the rule of law act makes it clear that service providers are required to fulfil the obligation to protect minors on the internet, which provides a legal basis for the establishment of a healthy network environment for the youth community. At the practical level, digital empowerment needs to be pursued systematically in two ways: by focusing on the development of a digital resource platform for rule of law education, building the “rule of law education” section of a national public service platform for education for wisdom through the integration of quality rule of law resources, achieving smart delivery and individualization of rule of law resources based on technologies such as artificial intelligence and big data, establishing a well-established resource bank for rule of law education and continuously increasing the coverage of quality rule of law education resources; by strengthening cyberspace governance by strengthening control over poor information, improving content clearance mechanisms and enforcing strict enforcement of cyberprotection measures for minors; and by encouraging the creation and dissemination of sound and innovative forms of rule of law integration media products to bridge geographical divides and achieve the equitable allocation and efficient use of rule of law resources effectively。
