Scientific treatment of currentSocial hot spotsProblem
This year marks the beginning of the “1205”, and we are embarking on a new journey. The “1205” period was a critical period for the overall construction of a well-being society. It was a time for deepening reforms and opening up and accelerating the transformation of economic development. A comprehensive assessment of the situation at home and abroad, the country's development is still at an important strategic opportunity to do much, while at the same time facing many complex contradictions and problems。
On the eve of the two meetings, social security, justice, anti-corruption and anti-corruption, personal income, housing price regulation, medical reform, price regulation, environmental pollution, food security, and educational reform were among the top 10 hotspots of your concern, launched by the people's network. During both sessions, these issues were also the subject of topical discussions on behalf of the members, which were addressed in many of the proposals for bills. The interest of the netizens, the enthusiasm of the two sessions, reflected the major concerns of the population at large, reflected the eagerness to live a better life and highlighted the importance and urgency of science in dealing with these hot spots。

RelationsReforming developmentA major topic in stabilizing the whole world
The problem is the slogan of the times. No society can be free of problems, and it is in the process of continuing to solve them that human society advances. The country's current social hotspots, which have emerged and become increasingly prominent as a result of the progressive liberalization of reforms and the growing economic and social development, are a realistic state of affairs in which reform has entered its critical phase。
Reform and opening up have gone through more than 30 years. Over the past 30 years, my country has achieved remarkable development achievements, a significant leap in the overall strength of the state, a marked improvement in the lives of its people and a marked rise in its international standing. History has taught us that without reform and opening up, there can be no great deal of progress in china's prosperity today, and there can be no vivid images of people living in the red fire。
Development, however, is a process that not only cannot solve all the problems at once, but will also continue to create new ones. As comrade deng xiaoping so deeply pointed out, “in the past, we talked about developing first. Now, there are no fewer problems to develop than there are to develop.” with the deepening of reform and opening up and the development of a socialist market economy, some deep contradictions and problems in economic and social development are emerging and new ones are emerging. And with profound changes in attitudes, values, behaviour, standards of judgement and a growing sense of democracy, awareness of the rule of law, awareness of rights and equity, people's feelings of distress and pressure on these issues are becoming more evident, and the demands and expectations for resolving them as soon as possible and for a better life are stronger. Therefore, the current social hotspots in our country highlight a certain degree of necessity and are associated with a certain level of development。

The problem is a phenomenon that exists under certain objective conditions, which vary with them. The current social hotspot problem is a concrete manifestation of the new phase of the country's economic and social development. It is a direct result of the interaction between the objective reality of society and the subjective perception of the population, and some new features emerge。
There has been a marked increase in numbers and a more complex performance. Over more than 30 years, my country has travelled hundreds of years in the developed countries, and the overlap of mandates has inevitably led to a confluence of contradictions and problems, some of which have gradually emerged after years of fermentation, and some of which have naturally arisen when objective conditions have emerged. In particular, at the critical stage of reform and development, the problems are not only numerous, multifaceted but also diverse and complex. The widespread use of modern technologies and means of dissemination, in particular the internet, has greatly reinforced and amplified these problems。
The relationship reform and development process is of vital interest to the public. Social hotspot issues are universal, comprehensive and representative. An analysis of the findings of the people's network reveals that the problems of social security, justice, anti-corruption and anti-corruption, personal income, housing price regulation, health care reform, price control, environmental pollution, food security and educational reform are all issues that need to be addressed further and that affect the country's economic and social development. At the same time, these issues are closely linked to the working life and interests of the people and to the psychological feelings and happiness indicators of each individual。
Different issues are intertwined, and solutions are significantly more difficult. The current social hotspots are diverse in their global and local nature; they are both long-standing and emerging; they are both economic and social; and they have different characteristics and commonalities. On the whole, there is a strong correlation between the various social hotspots, which are interwoven and interacting, and often “close together” and many of which are “dual” problems, which depend on each other and involve each other, and which tend to “line down and float”。
It is prone to antagonism and even to social conflict. In a sense, the social hotspot is the central expression and expression of public interests and emotions. Some of the social hot spots are “hot” to a certain extent and need to be properly addressed or cooled as necessary. If response and response are not timely and appropriate, it can easily lead to popular discontent and antagonism, or even to group incidents. In 2010, the national mass events were operating at a high level, a significant proportion of which was due to the mishandling of hot spots。

The prominence of social hotspots and their new characteristics indicate that our reform has reached a new juncture, with rare opportunities and serious challenges, as well as advantages and disadvantages. Science's treatment of current social hotspots has become a major theme in the overall development and stability of relations reform and a prominent task before the party committees and the government at all levels. Science, on the other hand, deals with current social hotspots in ways that go beyond proper understanding and effective resolution, that is, “how to see” and “what to do”。
Building consensus on “how to see”
Awareness is the first step in action, and it is the first step. The current social hotspots in my country are complex and difficult to understand properly, and it is particularly necessary to maintain the correct positions, perspectives and approaches. The correctness of positions, views and methods is the way to develop the right perception through the nature of the phenomenon; the incorrectness of positions, views and methods is bound to be subjective and one-sided, leading to a misperception. In the face of current social hotspots, we should use marxist positions, views, methods and, in particular, the sharp-minded weapon of material evidence. This will allow for a growing consensus and a solid intellectual basis for effective solutions. From this premise, how should we look at the current social hotspots
Look rationally. It is objective recognition and positive face. The problem, as an objective existence, is not diverted by the subjective will of the people and does not disappear as a result of non-recognition. Indeed, many countries in the world have experienced such social hotspot problems at specific stages of development, and it is not surprising that the social hotspot problem has been highlighted in my country after more than 30 years of profound change and rapid development. Therefore, in the face of current social hotspots, we should objectively acknowledge and confront them positively. It is irrational and undesirable to turn a blind eye to problems and to remain indifferent to them, and to look at them as flood beasts, to the detriment of a proper understanding of the problems and, more importantly, to an effective solution。
Look seriously. It's just that it's important and serious. It should be realistic, not amplified or reduced; it should not be heavy nor light. The current social hotspots are big, not small, issues that must not be taken lightly. In real life, however, some comrades, including some leaders, have downplayed, downplayed and downplayed the current social hotspots: either that they were “problems” as much as other social problems; or that they were “normal” as they were bound to be in the process of economic and social development; or that “too many lice were not ticklish” or that the problems were too much to worry about. These perceptions need to be changed in a timely manner。
Comprehensive. It's a system analysis, a mastery. Like other things, problems are universal, not isolated, especially complex. A proper understanding of the problem requires a comprehensive view of it: looking ahead and looking to the left; taking stock of the problem as a whole; and assigning priority. If there is “a little catch, not as much as the rest”, it can easily lead to “a leaf obscurantism without seeing tarzan”. For example, in the case of “difficulties of access”, the reasons can be found at several levels - insufficient government investment: in 2009, the government spent only 24. 7 per cent of total health costs, far below the average of 75 per cent in developed countries and 55 per cent in developing countries; the distribution of health-care resources was uneven: the health-care system, which was supposed to be a “pyramid”, was in the form of a “vertical pyramid” in my country, with high-tech and highly skilled people concentrated in large hospitals in several major cities, leading to a “all-people consensus” phenomenon; the psychological factors: some people were able to see better at community clinics and general hospitals, but had to go to the names of the major hospitals, making the scarce quality of medical resources more stressful; and so on. It is therefore difficult to say what is the only reason for the problem of “difficulties”. It is only by insisting on an overall sense of control that the essence of the matter can be understood and thus contribute to an effective solution。
Specifically. It's a difference of treatment, “acting on its own”. Current social hotspot problems have some similar and similar aspects in nature, cause and form, but they cannot be identical; even the same problem manifests itself differently in different regions, fields and stages. This requires a specific analysis of the specific problem, insisting on what the problem is, on what the problem is, on what the problem is, on what scope the problem is, and not “one is sick, the whole family takes medication”. For example, with regard to both the low level of social security and the unequal distribution of income, some simply attribute them to an unreasonable outcome of institutional mechanisms. In fact, the main reasons for these two problems are not the same: the overall level of social protection is not high, although there are reasons for the relative lag in the design of the system, but mainly because the country's economic and social development is not high and there are no realistic conditions for the introduction of “high benefits”; while the unequal distribution of income is also due to the low level of productive development, it is mainly due to the lack of reform of the system of income distribution and the fact that the distribution of income has not been fully rationalized. It would be difficult to draw the right conclusions by equating the causes of the two problems。
Developmental. It's about seeing change, looking to the future. Social hotspot problems, linked to a particular stage of social development, necessarily change as the stage of social development evolves; they exist because of certain objective conditions and change because of changes in objective conditions. Overall, the country's current social hotspots are issues of progress and development, which will certainly be addressed in the process of progress and development. In particular, it should be noted that the parties and the government have a clear and deep understanding of the current social hotspots and are increasingly addressing them. Of course, no problem can be solved overnight or once and for all. In the face of the current social hotspots, we should maintain a good mindset, one that neither shakes confidence, does not see hope nor is blindly optimistic and does not resolve it vigorously。
"what to do?"
Action is the direction of awareness, and action can be effective only if it is intensified. In the case of current social hotspots, it is important to understand what is “what to see” and, more importantly, what to do with it. “how to see” is ultimately intended to make it clear; “how to see” is made clear, and it is useful to further clarify “how to see”. What do we do with the social hotspot? Overall, it depends on development, integration, hard work and people。

Accelerated reform and development. Social hotspots highlight the fact that development is fundamentally inadequate and unscientific. The fundamental way to effectively address social hotspots is to accelerate development and scientific development, both “making cake” and “shaping cake”. Efforts to “make big cake” and to increase the wealth of society can provide a solid material basis for an effective solution, and to promote social equity and justice in order to create a favourable social environment for an effective solution. It should always be based on economic construction, the constant emancipation and development of productivity, and the constant strengthening of economic power and the consolidation of the state. It should always be based on the achievement of the fundamental interests of the people, the preservation and development of the broadest possible range of people, the effective protection of their rights and interests, efforts to safeguard and improve their lives, the strengthening and innovation of social management, the proper coordination of social interests and the constant improvement of their living standards。
Focus on integration. The number and scope of social hotspot problems, their nature, their manifestations and their causes are complex and difficult to resolve. This requires that, in accordance with the principle of integration, we consider the whole spectrum of strategic thinking, systemic thinking and a holistic vision, carefully examining the overall approach to the problem, its main thrust, its priorities, priorities, sequence, implementation steps, effective measures, etc., and develop a road map, setting out a timetable and ensuring a steady and coordinated advance; properly address the relationship between individual and collective interests, local and collective interests, current interests and long-term interests, taking into account the interests of all sectors of society, at all levels and groups, and accurately grasping the aspirations, voices and demands of the population, so as to ensure that the solution of social hot spots and the promotion of reform and development are linked to each other; and integrate scientific spirit and responsibleness, both as a matter of effort and effort, in an integrated and focused manner, and identify, on the basis of in-depth research and analysis, which issues have been resolved, which need to be resolved as soon as possible, and which issues need to be addressed as soon as possible, in order to prevent the need for urgent solution。
Hold on to it. The solution to the current social hotspots is a solid, hard-on job, which cannot be done by chest-capping, chanting, or by “waiting to see” or “lower”. The members of the party's cadres, especially those in leadership positions at all levels, should vigorously promote realism, realism and professionalism, take the initiative to conduct in-depth research and studies, learn the real situation, have comprehensive information and hear the opinions and recommendations of all parties. They should take into account the feelings and feelings of the general public and ensure a greater sense of responsibility and urgency. They should be drawn from where they are most in need, from where they are most dissatisfied, to one thing at a time, to solve a problem and to achieve real results. In this process, particular attention should be paid to pre-empting, over-the-countering and resolving conflicting disputes and avoiding delaying and exacerbating matters. To this end, it is necessary to develop the necessary working mechanisms, develop strong working measures, refine mandates and clarify responsibilities, and ensure that the departments and posts in question are placed under the same authority and are held accountable. At the same time, the effectiveness of addressing social hot spots has been incorporated into the performance appraisal system of the cadres, which rewards and penalizes the poor, is highly oriented and effectively changes the phenomenon of avoiding contradictions and speaking out。
It's hard to get close to the crowd. The people are the main agents and fundamental agents of the historical development of society. The solution to the current social hotspot problems cannot depend on one, several sectors or part of the population alone, but on the collective efforts of the general public. To that end, the party committees and the government at all levels should, while playing a leading role, focus on guiding, organizing and mobilizing the population, in particular by taking part in the new and growing dynamics of popular participation, opening and broadening channels, building and enriching vehicles, developing and improving mechanisms to facilitate the expression of opinions and demands by the population, making more informed and misleading policies and efforts to clarify the situation, explaining the situation, the difficulties faced, and gaining the understanding and support of the population for the solution of social hotspots. Above all, each and every one of us has a full sense of ownership, a sense of responsibility, the right of everyone to enjoy all their rights, an active voice and a sense of commitment, a concerted effort to promote effective solutions to social hotspot problems and a common vision of a new chapter of happiness and good life.
