The president (translated from spanish): hello, everyone. It is a pleasure for me to chair this competition, which we are holding today。

Iv. Rules governing the debate
1. Timing
During the free debate phase, when 30 seconds remain to be used by each party, the timekeeper reminds in language and, when the time is full, the timekeeper reminds the speaker to terminate his statement. During the symmetrical phase, when 10 seconds remain to be used by each party, the timer reminds the speaker in the language and, when the time is full, the timer reminds the speaker to terminate the statement. At other stages, when 30 seconds remain to be spent, the members of each group are reminded by a bell, and when the time is full, the members are reminded to terminate their statements. The timer shall cease his statement。
2. Statements: advocating improvisation, citing the good book。
3. Opening remarks: the opening remarks need not be too entangled at the theoretical level. Arguments require logic and simplicity。
4. Defence
(1) the case begins with a two-way debate and is conducted in reverse。
(2) the defence is appointed at the discretion of the attacking party and is not limited in number. The two parties must complete this round of arguments alone and must not be replaced。
(3) for each round of arguments, the defence may cross-examine, the parties must answer each other's questions positively and the questions and answers must be simple and clear. Repeated questions and recusals are subject to deductions. If one party has exhausted its time limit, the other is free to use his or her arguments (statements or continued questioning)。
5. Freedom of debate
The speakers will alternate their statements automatically。
Speakers will be seated as the time mark at the end of the statement, that is, at the beginning of the other speaker. The other speaker must speak immediately, and if there is a pause, then the next speaker should use time。
There will be no limit to the order of speakers for the same side. If one of the parties has exhausted its time, the other party may continue or may abstain from speaking to the president。
The free debate offers a positive cross-examination, with points being deducted from the party that has avoided dealings with important issues more than twice, and with questions that have been clearly answered by both parties, where appropriate。
Vi. Conclusion and concluding statements
The parties to the debate should make a closing and closing statement on the overall dynamics of the debate and, despite the debate on the ground, recite pre-prepared information, with appropriate deductions。
I now declare the game officially open. The first part begins with the opening remarks。
The president (translated from french): i thank you for your statement, and i give the floor to you, mr. Counter。
