Relevant units:
In accordance with the requirements of the circular on the implementation of a special management action for the safety of heavy and heavy constructions in copper hills in 2023, our bureau commissioned a sample test of some of the construction lifting machinery in the main urban area, which is described below:
I. General check-ups
A total of 29 ongoing construction projects in the main urban area were randomly extracted, and 94 construction cranes (of which 14 were hangers, 10 construction lifts and 70 baskets) were found to contain 84 safety hazards of various types. After a comprehensive overhaul, the issue has now been fully corrected。
Ii. Main issues
(i) performance of responsible units
The first is the under-management of the subcontracting unit by the lump sum unit. The use of the basket by some of the lump sum units is under-regulated, and the phenomenon of “packages” continues to exist, leaving the sub-contracting unit to move from one place to another, and there is a lack of records of receipt and inspection of the relevant transfers。
The second is the low frequency of daily patrols by some project equipment user units and monitoring units, which fail to identify and monitor common problems in a timely manner. Conventional issues such as the undisplaced bottom of the heavy rims installed at the lower end of the base of the tower, the high working basket safety wire。
Thirdly, part of the protection unit is not of high quality. Limited to tightening the standard bolts, replacement of damaged parts, lack of protective depth。
(ii) management aspects of equipment use
One is the use of the high job basket. Some of the projects included unprotected security ropes at points of transition or non-fixed to the structure of the building, non-conformity of heavy twirl set-up at the lower end of the safe wire line, invalid damage to the upper limit, interlocking of safe wire ropes and working wire ropes, and even low and high levels of suspension of institutional beams at individual high locations。
The second is the use of construction lifts. The construction elevators for individual projects included the failure of mechanical locks on the gates of the fence, a distance greater than 150 mm between the side protections of the floor platform and any openings between the cage or the door, and a horizontal distance greater than 50 mm between the outer edge of the cage door frame and the edge of the boarding platform。
Three is for the tower. Individual projects included the long-term accumulation of water on the base of the tower, the erosion of the foot bolts, and the failure to replace the lifting wires in a timely manner, in accordance with the current national standard, as provided for in gb/t5972。
(iii) equipment information management
One is the lack of detailed operational floor layout of the work baskets at some project heights and the inability to effectively screen for relocation during use。
The second is that the partial installation programme is identical, that no specific construction programme has been tailored to the actual situation on the ground, and that the non-conventional installation measures for alien structures have not been specified。
Third is that part of the protection record is missing or is not properly filled in and does not fully reflect the work of the protection。
Iii. Handling
To enhance the safety management of construction lifting machinery and enhance the implementation of responsibilities, in accordance with the regulation on the safety control of construction lifting machinery (decree no. 166 of the ministry of construction) and the circular on the further enhancement of the safety management of equipment for construction lifting machinery in our city (construction (2018) joint disciplinary scheme for construction safety accidents and violations of law and order in the city of copper hill (2019) 105); circular on the issuance of the credit management scheme for construction enterprises in copper hills city and the credit rating and rating standards for construction enterprises in copper hills city (letter 2020) the relevant provisions, such as no. 342, have been studied and decided to treat the responsible units and persons as follows:

Relevant requirements
(i) the units should further strengthen their awareness of security responsibilities, strengthen industry self-regulation, strictly enforce management processes and on-site operations of building lifting machinery, regulate the leasing, installation, dismantling, use and maintenance of cranes, and further improve the level of operations and safety of personnel in management, operations and protection。
(ii) the units, taking into account the characteristics of the project and the actual circumstances of the project, should, in response to the above-mentioned problems, carry out a thorough self-censorship exercise to avoid the recurrence of similar situations。
The agency will continue to conduct specialized management operations for the safety of construction lifting machines, enhance the special inspection of building lifting machinery safety, and make occasional arrangements for third-party testing to conduct spot checks. The agency shall impose severe penalties in accordance with the relevant laws and regulations on those responsible for failure to comply strictly with the regulations governing the construction of lifting machines。
