The pyramid power price policy refers to the implementation of relatively high electricity prices by residents during periods of peak electricity use, and relatively low electricity prices during periods of low electricity use, as a means of directing and encouraging the participation of users of the population in the transport of peaks to fill valleys and meeting the demand for personalized electricity such as heating, storage, etc。
It was explained that in recent years, as haze treatment and electrical replacements have progressed, an increasing number of users, especially those in peri-urban and peri-urban areas who do not have centralized heating, have opted for new heating methods such as electric boilers, electro-geothermic heat and electro-thermal membranes in winter. These methods of electric heating can increase indoor temperature by more electricity in the low valleys at night, while the low use of electricity during periods of daytime peaks will keep room temperature at a certain level, which is more conducive to environmental quality improvement and the safe operation of the electricity grid, but there is some impact on the speed of expansion due to the high volume of electricity used for electric heating and the relatively high cost of electricity to users. At the beginning of this year, the national development commission undertook a winter clean-heating study in shaanxi, requesting us to accelerate research into policies to support clean heating. In march this year, the provincial government issued a special programme of action to combat the haze in the shaanxi province, which also called for the acceleration of the policy of low grain prices of $0. 3 per kilowatt-hour during the “coal-to-electric” heating season. Our provincial residents' hourly electricity policy covers two categories of users. Provision of personalized electricity needs
