(a) urban-rural (municipal) construction committees for housing in each district, through the development and construction directorate of the kasai district, the district management departments of the municipal housing management centres, and the relevant units:
With a view to improving the efficiency of the use of funds for specialized residential maintenance and ensuring the safety of residential use, the following work notices are issued to further advance the use of funds for specialized residential maintenance in the event of a leak in housing emergency:
1. In the event of a leak in housing in the residential property management area, the commission and the property service provider determine that the repair and repair work is beyond the scope of the maintenance provided for in the property service contract, the board (conseil) and the property service provider shall report promptly to the council of the people of the dependency (village) and the street (town) shall perform integrated guidance。

The council of the people of dependencies (villages) shall convene the board of industry (iac), property service providers and the relevant owners to visit the site to verify the leaks in the house。
Iii. The council of the people of dependency (village) shall, in conjunction with the relevant units, define the modalities and scope of the repairs, hold in situ meetings to confirm and form the minutes of the meetings, which shall be copied to the urban and rural (city) construction councils of the districts。
(iv) the construction of the site by commission or property service provider for the repair and renovation of parts of the house covered by the leak。
5. Following the completion of the inspection and acceptance of the repairs, the commission or the property service provider shall commission a settlement review of the construction price of the works and publicize the results of the proceedings of the (village) people's committee, the maintenance and renovation programme and the construction price settlement audit in a prominent location in the property management area for a period of not less than three days。

Vi. The commission or the property servicesman submit applications for the use of funds for the special maintenance of housing to the urban and rural housing (cities) construction commissions of each district and submit the following information:
(i) a completed request for funding for emergency maintenance
(ii) maintenance and renovation programmes and publicity
(iii) a price settlement audit for maintenance works
(iv) detailed allocation of funds for specialized residential maintenance。

7. Upon request, the urban and rural housing (city) construction commissions (cvds) of each district, after review or filing, transfer to the bank account of the construction unit the funds for the specialized maintenance of the dwelling by the district management departments of the municipal housing fund management centres or by the opening bank of the conference of owners。
