The purchaser announced the purchase of the 2026 air conditioning electrical repair and maintenance project of the jiangmen city market supervision authority (project no. 2026003) and welcomed the bid of the qualified supplier. The relevant matters are hereby announced as follows:
Project needs
(i) project profile
The procurement unit currently has 253 air conditioners and, in order to ensure normal and safe use of air conditioners, it is proposed to procure maintenance services for air conditioners and electrical maintenance from third parties。
(ii) project requirements
Vendors have relevant qualifications such as air conditioners, specialized refrigeration maintenance, maintenance, installation of electrical appliances, etc., and provide air-conditioning electrical maintenance services to buyers。
The repair personnel to be provided shall be required to have a refrigeration and air conditioning operator's certificate and an electric work certificate and a high air operator's certificate (copy of the relevant certificate)。

Based on the actual requirements of the purchaser, the contracted vendor provides a timely response to maintenance services within two hours to ensure proper use of the buyer's air conditioner appliances。

The duration of project service is one year or the project budget is exhausted。
(iv) payment modalities
Following the award, the purchaser enters into a formal contract with the written supplier to determine the manner and amount of payment。
Qualifications of suppliers
(i) business subjects registered or registered in the people's republic of china with an independent civil liability capacity。
(ii) comply with the provisions of article 22 of the government procurement law of the people's republic of china and shall submit a valid copy of the business licence or certificate of legal personality of the corporate person. Iii. Tender requirements
(i) requests for quotations
1. The total budget for this project is rmb 10,000 (including tax prices) (lowercase: rmb 40,000), of which item (ii) point 1 of the budget for regular air conditioner maintenance services is rmb 10,000 (lowcase: rmb 18,000). The maintenance services for the 2nd point air conditioners electrical appliances are charged on the basis of actual maintenance, with the rate of each maintenance being shown in annex 4 ( " maintenance rates for air conditioners electrical appliances " )。
2. Price formula: the result of a discount rate of % on the total maintenance costs of air conditioner electrical maintenance services provided by a commercial supplier* is the sum of the cost of the project for the regular air conditioner maintenance services (€18,000)。
3. The duration of the project service is one year and the project budget is exhausted. (calculated from the date of entry into force of the contract)。

Preparation, binding, sealing requirements for tender documents
(i) preparation of tender documents
1. The supplier shall prepare three copies of the tender documents (one original, two copies, whichever is the original if the original or the copy is inconsistent) in accordance with the format of the tender documents set out in the annex to this bulletin. The tender documents shall be accompanied by the required unit seal. 2. This procurement project (other than the competitive procurement modality) will accept only one programme and one offer to bid; it will not accept multi-programme and multiple proposals without the consent of the purchaser。
3. The vendor's offer is a one-time offer, i. E. The unit price and the total price after the tender is tendered or won within the duration of the contract。
4. A supplier who offers an offer for this procurement item accepts all the requirements of the purchaser and cannot withdraw them. Otherwise, the supplier would not be allowed to participate in any government procurement activities organized by the purchaser for one year. The supplier must satisfy (but not be limited to) the procurement requirements raised by the purchaser。
(ii) binding tender documents
The original of the tender documents and each copy thereof shall be bound separately. The binding shall be by an ordinary stapler or by glue, and shall not be by means of a binder; otherwise, if the result is loose and loose, the result shall be at the expense of the supplier of the offer。

V. Appointment
The evaluation used a comprehensive rating method (see annex 2 for details) to identify the vendors who had completed the procurement project and requested the vendors to submit tender information and quotations, as requested by the project, which should not exceed the maximum price for the project and some of its sub-items, or would otherwise be invalid。
Other matters
1. Each currency unit in this procurement bulletin shall be the renminbi。
2. If the supplier fails to meet the requirements for opening tenders, the purchaser disposes of them separately and issues a notice in accordance with the relevant provisions。
3. The relevant information and data provided by the purchaser to the supplier are information available to the purchaser for the use of the supplier, and the procurer is not responsible for the inferences, understandings and conclusions of the supplier as a result. Where the supplier has not, for its own reasons, made an on-site inspection, the contract is concluded and the performance process is performed, the supplier shall not make any request for an increase in the outside price of the contract or the claim on the grounds that it has not been fully informed of the situation on the ground。
4. A successful supplier may not subcontract a transaction to a legal person, natural person or other organization of another enterprise after the transaction has been concluded, otherwise the purchaser has the right to terminate the contract。
5. Revision of principles and clarification needs

(2) if the amount in capital and lowercase amounts is inconsistent, the amount in uppercase shall prevail
