Integrated national science centres are an important platform for national competition in science and technology and the foundation for building national innovation systems. As of august this year, the country has officially built four integrated national scientific centres in the shanghai region, zhang jiang, anhui fat, huairou, beijing, and the bay region. During the “xivv”, the focus of the integrated national scientific centres will shift from construction to operation. Currently, intellectual property rights (iprs) are increasingly at risk in various major economic, scientific and technological activities of integrated national scientific centres, and ipr reviews play an important role in preventing major risks, promoting science, technology and innovation, and supporting government decision-making。
Since the financial resources and public resources of integrated national scientific centres are heavily invested and have a greater impact, intellectual property analysis reviews should be carried out, both in terms of policy formulation, project layout, technology research and development, and transformation of results, management decisions, and a comprehensive study of information on intellectual property should be carried out, taking into account the needs of the project in terms of the development of hot spots and trends, the scientific assessment of intellectual property protection programmes, the diagnosis of intellectual property risks, the soundness of programmes for the commercialization of intellectual property and the validation of relevant policies and programmes. In order to promote the full-process management of intellectual property rights in the major economic and scientific activities of integrated national scientific centres, greater attention should be paid to the review of intellectual property rights in the course of the development of the operations of integrated national scientific centres during the “xivv”。
Development and refinement of an intellectual property analytical review system

Based on the guidelines for the analytical review of intellectual property, issued by the national intellectual property agency, a series of policy documents have been developed and refined, such as guidance for the review of intellectual property analysis, work guides, management practices of integrated national scientific centres, with a clear analysis of the underlying principles of the review, subjects of implementation, subject of review, type content, implementation process, use of the results of the review, including: verification of intellectual property tenure, analysis of legal risks of intellectual property rights, review of the terms of agreements relating to intellectual property, evaluation of intellectual property stability, etc.; technical analysis of patent technology trends, technology substitution analysis, survey of technological maturity, evaluation of technological innovation, etc.; and commercial analysis of intellectual property relevance surveys, intellectual property asset auditing and evaluation, survey of the economic benefits of intellectual property。
Explore and conduct a pilot ipr analytical review
While some intellectual property analysis reviews have been explored and practiced on major projects, there are some problems with the review system and mechanisms, the choice of methodology for the review, and the quality of the review results. During the implementation phase, an integrated national scientific centre could be selected to pilot ipr analytical reviews, with a pilot cycle of 1-2 years。

Upon completion of the pilot period, the relevant authorities of the integrated national scientific centre will organize expert teams or commission third-party intermediaries to conduct a comprehensive evaluation of the normative, systemic and scientific nature of the deliberations, the quality and use of the results of the reviews, if the desired objectives of the analytical review are met, the development of “crawl” technology in the key areas of the integrated national scientific centre are addressed, the industrial bottlenecks are broken, the intellectual property dispute management programme is effectively developed, valuable decision-making references are provided and disseminated to other integrated national scientific centres。
Fostering and enabling intellectual property rights analysis and review intermediaries
The intellectual property analysis and review intermediary service, which follows the principles of independence, objectivity, fairness and impartiality, carries out analytical excavations and investigative research based on intellectual property intelligence, carries out high-technology intellectual property service activities, and helps the regulatory bodies of integrated national scientific centres to effectively avoid intellectual property risks in decision-making and achieve scientific decision-making. Develop and improve the methodology for evaluation and management of the intellectual property analysis review intermediary service of the integrated national scientific centre, establish strict access conditions, actively foster and support a number of institutions that have a well-established system of intellectual property analysis review services, manage scientificly efficient and well-regulated services through subsidies or tax credits, enhance the capacity of intellectual property analysis review services, better meet the demands of the integrated national scientific centre and play a leading and exemplary role in relevant national services。
Building and maintaining thematic data on intellectual property library

Integrated national science centres will play an important role in breaking through a number of major scientific challenges and cutting-edge technological bottlenecks and strengthening original innovation capabilities. Accelerating the capture of critical areas of “crawling” technology, effectively breaking industrial bottlenecks, securing innovative development initiatives, requiring timely and accurate ownership of patents, technologies, product developments and dynamics and trends, and building a large intellectual property data platform for integrated national scientific centres. In the case of integrated national science centres focusing on energy, information, life and the environment, for example, thematic databases on energy, information, life and environmental intellectual property rights can be constructed, and intellectual property data collected are manually retrieved and screened. Intellectual property data, with their strong professional attributes, can effectively enhance intellectual property intelligence-gathering capabilities through the effective integration of institutional and human resources, timely updating, comprehensive and accurate collection of intellectual property data on relevant topics, thus effectively providing services such as proprietary information retrieval, technical new searches, patent layout navigation, critical areas and cutting-edge analysis of intellectual property dynamics, and data security for high-quality intellectual property analysis reviews。
It is important to be at the top of the strategic development of integrated national scientific centres to capture intellectual property analysis reviews. High-quality intellectual property analysis reviews are carried out, on the one hand, through the establishment of a comprehensive national intellectual property management unit of a national scientific centre, with an office of intellectual property analysis review, which conducts intellectual property analysis reviews of development strategies, project selection, projects of major importance, large-scale transfer of scientific and technological results, etc.; scientific and comprehensive information retrieval and analysis at the legal, technical and market levels; the selection of a third-party intellectual property analysis review intermediary service; and, through the purchase of services, independent intellectual property analysis reviews by intermediaries. On the other hand, there is an active intellectual property analysis review capacity development, based on the wealth of educational resources in the region of the integrated national scientific centre, a multi-type, multi-level intellectual property capacity development, a competition for intellectual property analysis and innovation, and a solid talent security for the comprehensive national scientific centre's intellectual property analysis review。
