The so-called “know-it-your-know-all” test for builders at the war-prepared level is the first to know some of the basic concepts of builders at the first level and the attention given to the qualification for practice。

I. Basic concepts
“current builder”, a qualification in the construction engineering industry, is a prerequisite for a large engineering project manager。
The builder is a certified practitioner for key positions in the overall contracting and construction management of construction projects. He/she is a complex person with managerial, technical, economic, regulatory and comprehensive qualities, with both theoretical and practical experience and greater organizational capacity。
Upon registration, the builder may be the project manager for the construction of the construction project in the name of the builder, the management of other construction activities, the operation of laws, administrative regulations or other business as prescribed by the administrative authorities of the state council for construction。
The role of the builder is to carry out overall organizational management of the project from the start to the completion of the project, under the authority of the legal representative of the enterprise。
Our architects are divided into levels i and ii, and english is translated into constructor and associate contractor, respectively. The first builder can act as the project manager for the special, first-level construction enterprise qualification project, and the second builder can act as the second and below qualification project. The project manager for large- and medium-sized projects shall be a builder's qualification, but the firm shall decide on the appointment。

Examination system
On 5 december 2002, the ministry of personnel and the ministry of construction jointly issued the provisional regulations for the establishment of a builder's qualification system (no. 111), which mark the formal establishment of a system for the qualification of builders. The regulation makes it clear that our builders are professional technicians in key positions in the general contracting and construction management of construction projects。
The examination outline includes the following subjects: construction engineering economy, construction engineering project management, building engineering regulations and related knowledge, professional engineering management and practice. The subjects " professional engineering management and practice " are divided into 10 professional categories: construction, road engineering, railway engineering, civil aviation airport engineering, port and channel engineering, hydroelectric engineering, mining engineering, mechanical and electrical engineering, municipal public works, communications and wide electric engineering, at which examination is conducted by examiners on the basis of their choice of profession。
The first-level qualification examination for construction practitioners is organized jointly by the ministry of human resources and social security and the ministry of housing and urban and rural construction and is open once a year, and professional technical staff engaged in construction activities are required to obtain a first-level qualification for construction practitioners in order to be fully operational。
The first-level builder's examination is generally registered in april and may of each year, and candidates applying for the first-level builder's qualification examination are required to provide a qualification form, personal identification, original certificate of qualification and a close one-inch photograph。

Conditions for admission:
(i) any person who, in compliance with national laws and regulations, has either:
2. Acquiring undergraduate scientific experience in the industrial, management sciences and engineering specialties for three years in the construction management of construction projects
3. Master's degree in engineering, management science and engineering for two years in construction management of construction projects
4. Received a doctorate degree in engineering, management science and engineering for a full year in construction management of construction projects。

(ii) subject to (i) above, by 31 december 2003, persons who have obtained a certificate of qualification of the project manager at the enterprise level in the construction sector, issued by the ministry of construction, and who meet one of the following conditions, may be exempted from the two subjects " construction engineering economy " and " construction engineering project management " , and only take examinations in the two subjects " building engineering regulations and related knowledge " and " professional engineering management and practice " 。

(iii) starting with the 2007 annual examination, persons who have obtained a first-degree builder's qualification, or who, depending on actual work needs, may also choose the corresponding specialization in the subject " professional engineering management and practice " , apply for the "class for the first-level builder's corresponding professional examination " , and apply for the examination only if the relevant materials, such as a qualification certificate, are available. Once the examination has been completed, the corresponding professional qualification is issued in the national uniform. This certificate serves as a basis for adding professional categories of practice to registration。

(iv) the qualification or degree requirements in the above conditions are those of a regular degree or degree recognized by the national education administration and the number of years of construction management of a construction project is the sum of the time that the work was performed prior to the attainment of the required qualification and thereafter, the deadline being the end of the year in which the examination was registered。

The examinations were conducted in four half-day session and were written in writing, while the subject of professional engineering management and practice contained objective and subjective questions, while the remaining three sections were objective and answered on the flashcard. Candidates should carry calculators with black ink pens, 2b pencils, rubber and silent text editing。

Acquisition and registration of certificates
The building practitioners' qualification examination office was established by the ministry of human resources and social security, in conjunction with the ministry of housing and urban and rural construction, and is located in the ministry of construction, which is responsible for studying the examination-related policies. The examination is carried out by the personnel examination centre of the department of personnel。
The two-year rolling management of examination results. Persons taking examinations in all four subjects must pass the entire subject within two consecutive examination years; those who are exempted from part of the subject must pass the subject within one examination year

The total score of 60 per cent of the examination grades in the examination subjects is successful. Qualifications for the examination are issued by the human resources and social security departments of the provinces, autonomous regions and municipalities directly under the central government, and are valid throughout the country by the ministry of human resources and social security, which produces two printed certificates of qualification for the practice of building staff at the first level of the people's republic of china。
Persons who have been awarded a builder's qualification for practising their profession must be registered. The registration authority is the ministry of housing and urban and rural construction or its authorized body. The following conditions are required to apply for registration: qualification of a builder; no criminal record; physical health, able to remain in the workplace; and qualification at the place of work。

Registration procedure: applicants apply to the administrative authorities of the provinces, autonomous regions and municipalities directly under the central government, where the business is registered, through the employer. At first instance, provincial departments report to the ministry of housing and urban and rural construction for review and administrative authorization. If registration is granted, a certificate of registration of first level builders of the people's republic of china is issued. The duration of the first trial is 20 working days, with an authorized extension of 10 working days。
The registration period is three years. A continuous registration is required for three months prior to the expiry of the period and a certificate of continuing education is provided. Registered personnel are required to continue their education, continuously update their knowledge and upgrade their operations。

Electronic registration: on 27 january 2021, the office of the ministry of housing and urban and rural construction issued a circular on the implementation of a pilot e-registration certificate for first-level builders, which was launched in beijing, shanghai, zhejiang and hainan. In july 2021, electronic certificates and continuous registrations were opened in 15 new departments (districts and municipalities) in hebei, heilongjiang, jianghui, fujian, jiangxi, shandong, henan, guangdong, chongqing, sichuan, yunnan, shaanxi, qinghai and xinjiang。

Note:
1. Persons who, at the time of their examination, do not meet the requirements for registration but have obtained a qualification through an examination shall not be allowed to declare their registration (principal qualification, length of service, age, etc.). Such personnel are denied access to the ministry of construction。
2. A person who holds two or more certificates of qualification issued by the ministry of construction shall be registered in the same establishment。
