The new rules clearly define the purpose, nature, basis, scope of application, methodology, work content, procedures and requirements of the supervision inspection for the retrofit major maintenance inspection for the installation of lifting machinery, and adjust the project for the supervision inspection to the realities of the situation. In order to regulate the monitoring and inspection of the installation, modification and major maintenance of lifting machinery, these rules are established in accordance with the regulations on the safety of special equipment and the regulations on safety of lift machinery。
Second, the supervision inspection of the installation, alteration, major maintenance (hereinafter referred to as construction) provided for in these rules shall mean the compulsory, certified inspection of the construction process by the inspection and inspection body (hereinafter referred to as the inspection body) approved by the general directorate of quality control and quality inspection (hereinafter referred to as the general directorate of quality control and quality inspection) during the construction of the lifting machinery, on the basis of the self-qualification of the construction unit。
Thirdly, these rules apply to the inspection of the construction of lifting machinery within the scope of the special equipment safety inspection regulations (hereinafter referred to as the regulations) (hereinafter referred to as inspection). The scope of lifting machinery for the installation of inspection and inspection is carried out in accordance with the directory of lifting machinery for the implementation of installation inspections。
The inclusion in the directory of specialized equipment does not carry out installation monitoring tests, does not require installation in the form of a whole plant, directly delivers the lifting machinery of the unit in use, and prior to the registration of use, the equipment is inspected by the equipment site inspection and inspection agencies on the basis of the inspection items, content, requirements and methods specified in the rules for periodic examination of gravity machinery (i. E., pre-use inspection of equipment, first inspection)。
The lifting machinery included in the catalogue of special equipment shall be subject to inspection and inspection as required by these rules for modifications and major maintenance。
The inspection is carried out by the inspection and inspection body responsible for manufacturing and inspection in the case of modifications or major repairs carried out by the main stress structure of the crane in the unit of construction of the crane. Construction (including migration) is carried out on site, production activities that meet the requirements (including sub-assemblies of the main stress elements, etc.) are included in the scope of the installation inspection, which is carried out by the institution responsible for the installation and inspection。
Tower cranes do not perform installation inspections during their use. The user unit should be responsible for its safety performance。
Article iv. The lifting machinery for carrying out inspections and inspections shall be subject to a warrant for the installation and maintenance of specialized equipment in the construction unit。
The construction unit that is applying for a warrant for the installation and maintenance of special equipment (hereinafter referred to as the construction permit) is subject to inspection and inspection of the lifting machinery for its trial work after it has been admitted。
Article vi. Construction inspection of lifting machinery includes inspection and inspection of the performance of projects involving safety features in the construction process, as well as monitoring and inspection of the performance of the quality assurance system. The inspection projects and requirements are carried out in accordance with the outline for the inspection of major repairs for the installation of heavy machinery (hereinafter referred to as the inspection outline) and the schedule for the inspection of major repairs for the installation and transformation of heavy machinery (hereinafter referred to as the inspection project sheet)。
The retrofit major maintenance inspection project, in addition to those already specified in these rules, is based on a specific project of retrofitting, repairing, whether or not a static load test is carried out and, depending on the retrofit of major maintenance, is defined by the inspection body when developing the inspection programme. The lifting machinery migration inspection project was conducted by reference to the installation inspection project, in which the static load test was not carried out。
The construction inspection project is divided into categories a and b, as follows:
(i) the category a inspection project, in accordance with the requirements of the inspection outline, which provides for the verification of information, on-site supervision and physical inspection (generally sample, same) to determine whether the requirements have been met, and the construction may not be carried over to the lower stages of the procedure without verification or certification
(ii) the category b inspection project, in accordance with the requirements of the inspection outline, which is conducted by inspection officers on the basis of required or random information verification, on-site supervision or physical inspection, to confirm the results and determine whether the requirements have been met。
The verification of information, on-site supervision and physical inspection of the construction inspection, and the inspection officers of the inspection body (hereinafter referred to as the inspection officers) shall sign and confirm the corresponding design documents, work witnesses (inspection reports, test reports, log sheets, cards, etc.) provided by the construction unit. In accordance with the different methods of inspection, when signing confirmations on work witness information, the inspector shall indicate the manner in which the inspection was confirmed (information verification, site monitoring, physical inspection), the specifics and the date of signature。
Article 8. The construction unit and the inspection body shall apply these rules. The construction unit is responsible for the quality of work carried out on the lifting machinery and the authenticity of the evidence of the work performed. The inspection body is responsible for the quality of the inspections performed and for the correctness of the findings。
Article ix. The construction unit shall, in accordance with the construction characteristics and in accordance with the requirements of the construction unit quality assurance system, prepare a specific construction plan, the construction performance document, the construction quality plan and the corresponding design documents and proof of work. The construction performance documents, the construction test project included in the construction quality plan and its eligibility requirements should be no less than and not less than the relevant safety technical specifications and corresponding standards. The construction quality plan shall indicate the type of inspection work (category a, b) for the corresponding project in accordance with the provisions of these rules, and shall include in the corresponding work witness a list of the inspection staff's signatures and inspection methods。
Article 10 the construction unit shall, prior to construction, apply to the inspection and inspection body, in accordance with the regulations and the relevant technical regulations on safety, to the technical supervision department of the technical quality of the municipality or district in which it is used (hereinafter referred to as the municipal level), with written notification。
(i) licences for the installation of modifications and maintenance of special equipment or the receipt of documents (original or photocopy)
(ii) information circular on the installation of special equipment for adaptation maintenance (original or a copy)
(iii) construction contract (copy)
(iv) construction plan
(v) the construction quality plan and the corresponding work testimony (a blank sheet, card)。
The information submitted by the construction unit in subparagraphs (iv) and (v) above shall be returned by the inspection body to the construction unit in a timely manner after completion of the inspection and inspection work. If the information is a copy, the official seal of the construction unit shall be attached。
Article 11: the inspection body shall, in accordance with the conditions of the construction inspector, establish an inspection programme, including inspection procedures, inspection projects and their requirements, inspection records, etc., as required by these rules. The inspection programme shall comply with the approval procedures required by the quality assurance system of the inspection body。
At least two qualified inspectors have been assigned by the inspection body to work on the construction inspection and the unit has been informed of the inspection and inspection programme。
Depending on the circumstances of the construction unit, where agreement is required with the construction unit on a specific method to be confirmed by signature on the work witness provided by the construction unit, agreement should be reached with the construction unit in the development of the inspection and inspection programme。
Article 12. During the construction inspection process, the construction unit shall provide the inspectors with the following information:
(i) the construction unit quality assurance manual and related procedural documents (management regime), construction operations (process) documents and corresponding construction design documents
(ii) lists of project managers, personnel responsible for the quality assurance system, professional technicians and technical workers and relevant documents of the holders of the certificates
(iii) technical documents for products (original or a copy of the manufacturer's stamp)
(iv) construction design documents for alteration, major maintenance
(v) all inspection records, acceptance information for the construction process
(vi) the construction sub-contractor catalogue and sub-contractor evaluation information (the construction sub-contract should meet the requirements of the installation permit conditions)
(vii) other relevant information required by the construction inspection process。
Article 13 the construction unit shall have a dedicated staff to cooperate in the conduct of inspections and inspections, provide relevant information in a timely manner and provide the necessary conditions for the inspection and inspection of the inspectors. In cases where construction inspection and inspection work requires fixed office space on site, the necessary office conditions should be provided to the inspection and inspection body。
In the case of a category a inspection modality project, if the inspector is required to be present at the site, the construction unit should notify the inspector in advance and schedule the inspection。
Article 14 the items listed in the inspection outline and their requirements are common and basic requirements for the inspection of the construction of lifting machinery. Depending on the actual circumstances and equipment of the work on the lifting machinery, the inspection and inspection programme is being developed with an appropriate increase. The on-site inspection of the inspection officers found that the inspection project of the inspection programme did not meet the requirements and that the approval of the head of the inspection body should be obtained if additional inspection projects were required。
Article 15: the inspectors shall carry out construction inspections as required by these rules and the established inspection and inspection programme and record them in a timely manner. The inspection records include information verification, on-site monitoring, physical inspection projects and the results of the inspection, as well as witness work and how it is confirmed. Where the inspection results are inconsistent with the work witness provided by the construction unit, the inconsistencies should be documented in detail in the inspection records. Recording and work witness must be retroactive. If it is not possible to confirm work at the construction unit, this may be recorded in the inspection records。
When on-site inspections take the form of information verification confirmation, the inspection officer shall require the construction unit to perform a review or additional examination at the original inspection site, if he or she suspects that the work provided by the construction unit has been witnessed or if the inspection finds that it does not meet the requirements。
Article 16 the inspection project sheet is completed on the basis of the records, which document the course and results of the inspection and the statistics on the success rate of one inspection. For inspection items that meet the requirements or do not meet the requirements, insert “qualified”, “unqualified” and “not available” in the inspection project form, as well as the name, number or number of the work witness signed by the inspector or the inspection record. The specifics of the inspection and inspection projects that do not meet the requirements, the measured data, the problems in the operation of the quality assurance system and the processing of construction units should be recorded in the recording column。
