District health boards, municipal health units:
At present, the municipal health system is undergoing an unprecedented reform of the health system, an important element of which is the socialization of logistics services. The maintenance of medical equipment is an important part of the logistics effort, and the reform of the current system for managing the maintenance of medical equipment in hospitals and the change in the current outdated management model are of paramount importance for improving the level of maintenance and maintenance of medical equipment and saving resources to better provide quality and efficient medical services to the population。
At present, there is a fragmented approach to the repair and maintenance of medical equipment in our city's health units, some of which, owing to a lack of technical means, are unable to resolve any slightly complex problems in the hospital's medical equipment. The lack of scientific management, the absence of a favourable climate of competition, the difficulty of improving technology, the failure to guarantee the proper functioning of hospital medical equipment, the impact on the quality of care and the waste of resources. In some cases, there is even a bad wind in the maintenance of medical equipment. The existing municipal medical equipment service centres, however, lack scientific management methods and the necessary efforts to provide services for the repair and maintenance of medical equipment to health units, resulting in a lack of human resources, low technical skills and inadequate services. In addition to the lack of horizontal communication with national and international medical repair units, the maintenance of medical equipment in our city has not been adequately addressed。
In response to the above, our bureau has decided to address this by further reforming the current system of repair and maintenance of medical equipment, in order to achieve scientific management, resource sharing, higher levels and cost savings:
First, the management of existing medical equipment repair and maintenance personnel in the medical units should be further strengthened. Health-care units should no longer increase their own health-care maintenance workers, and municipal authorities in principle no longer authorize the transfer of such personnel. It is also necessary to gradually divert and reduce staff efficiency gains. The gradual socialization of medical equipment repair and maintenance services。
Ii. Improving the system of management of medical equipment. The equipment sections currently in the health units are required to identify the duties of the units and the heads of the units, who are required to have full and timely access to the equipment of the units. Systems for the maintenance, maintenance, upgrading and acquisition of medical equipment need to be further refined. Medical equipment registration cards should be established by the section, including the condition of the equipment, the number of times it is being used and the extent of repairs. The maintenance of medical equipment requires a rigorous approval system. The comments are submitted to the head of the unit for approval。
Iii. Municipal health and equipment service centres need to strengthen scientific management, improve service models, introduce talent, increase investment and improve service levels. The introduction of a corporate management model and reform of the personnel and distribution systems. (c) the introduction of a system of full recruitment in the context of the reform of the personnel system, and the introduction of a system of financial linkage between staff income and the volume and quality of work. Cross-cutting linkages must be strengthened, complemented by problems that cannot be solved by themselves and supported by national and international counterparts. Be bold in exploring the way to repair, maintain, modernize and use the "one dragon" service, to "take the initiative, make regular visits, as you wish?" and to introduce 24-hour round-the-clock services. Recruitment efforts should be stepped up, with a pool of trained medical personnel. Increased inputs, acquisition of advanced test instrumentation and improved service levels。
Iv. Municipal health and equipment service centres are required to conduct price-standard studies so that clients can feel price preferences. A tax warehouse for spare parts for imported equipment should be established as soon as possible to facilitate the selection of spare parts for import by health units。

5. The health units shall cooperate actively with the municipal health care and equipment service centres in order to contribute to the development of ideas and new ideas for reform, support each other in the maintenance of medical equipment on a mutually beneficial basis。
Our bureau will include the management of medical equipment in the responsibility of the unit's leadership teams for their annual tenure. Periodically quantify the performance of the appraisal. Regular city-wide meetings on the management of medical equipment are held to analyse the situation in a timely manner, draw lessons and recognize advances。
7. To play a full role as a bridge between industry associations and actively engage in academic and technical training and exchange activities; to organize specialized technical teams as soon as possible to establish working norms for repair and maintenance techniques and operations, as well as reference standards for quality and price, and to promote the management and application of medical equipment in our city。
