In recent days, the central office of the communist republic of china, the office of the state council, has issued " guidance on strengthening and improving rural governance " , which clearly states: " strengthening safe rural construction " . To promote the development of a system of social security and control in rural areas, to strengthen the work of the rural police, to vigorously promote the “one village and one village police” mechanism, and to strengthen the construction of an intelligent rural police unit. The implementation of the opinion marked the official nationwide roll-out of the “one village one police” rural policing strategy, which was introduced in july 2016 by the shunyang city public security directorate in hunan province。
Since 2016, the sunyang city council and the municipal authorities have maintained a people-centred approach to development and have consistently made strengthening and innovative grass-roots social governance an important element in building a peaceful sun. In march 2016, the shunyang city public security directorate, working at the grass-roots level of research in the city of wugang, piloted the construction of a one-village police station in the city of wugang, in order to break the bottlenecks in the police capacity of the public security organs and to overcome the reality of the “one-village police” situation。
In july 2016, after four months of successful piloting, an auxiliary police station was established in 3,299 administrative villages throughout the city, a comprehensive “one village one police” mechanism was introduced, which sought to solve the problem of security at the grass-roots level, explore an effective path to innovation in governance at the grass-roots level and provide a powerful interpretation of the popular, operational and sustainable nature of the maple bridge experience. The first line of defence for the village was set up by the “one village auxiliary police” to effectively carry out the duties of the public security organization, the conflict ombudsman, the intelligence information collector, the legal policy advocate, the people's service, the police subsistence liaison officer, the traffic safety coordinator, the “eight auxiliary police officer” of the village compulsory fire fighter. The problem was effectively solved by the fact that the number of police officers in the rural areas was low and their tasks were heavy. Criminal cases, administrative cases, cases of civilian transfers continued to decline throughout the city, and the population's sense of access, well-being and security had steadily improved. On 19 october 2018, the “one village auxiliary police” in hunan province held an on-site promotion meeting in sunyang, and over the past four years 158 police exchange missions have been conducted throughout the country to study the “one village auxiliary police”。

Between 2017 and 2019: on 6 january 2017, the nanchang city economic and technology development division of jiangxi province visited shangyang city to study the “one village auxiliary police”; on 21 september 2017, the qingzhou city public security department of shandong province visited shunyang city to study the “one village auxiliary police” work; on 9 may 2018, the bogwan substation of makakshan city of anhui province visited shangyang city to study the “one village auxiliary police” work; on 20 june 2018, the public security department of yangang city of yamadong province visited shangyang city to study the “one village auxiliary police” work; on 25 october 2017, the public security department of hei longjiang city visited shunyang city to study the “one auxiliary police officer” work; and on 11 december 2018, the public security department of gangeang county of guangdong river was studying the “one village aux aux police” work in shangyang city。
The successful experience of shunyang public security has attracted not only eight guests, but also a wide range of media outlets throughout the country. On 21 april 2017, shaoyang's “one village auxiliary police” took over the news bulletin, and hunan sunyang explored the implementation of the “one village auxiliary police” rural policing mechanism, making more than 3,000 village-based auxiliary police the first line of defence in the countryside. On 14 december 2017, the 12 social and legal channels of the central television, hotline 12, broadcast the topic “shuangyang in hunan”, assisted by the one village police, who had been abducted for 21 years, and reported on the emotional signs of the police presence in the village of the shangyang district public security bureau, which had helped the abducted women to return home successfully for 21 years。
