With the coming of new year's day and spring's day in 2023, in order to ensure the supply of goods for the market, to guarantee adequate supplies and stable prices for the basic necessities of life of the population, to allow the population to celebrate a happy and peaceful holiday, and to effectively assume the leading role of supply and marketing cooperatives in the rural market, i wish to inform you of the following:
I. Increased awareness and leadership
The season of new year's and spring's is a boom in commodity consumption, and it is important to do good business security. The system of supply and marketing cooperatives throughout the province is guided by the chinese socialist ideology of xi jinping's new era, which is based on the deployment of the party's central, state and provincial councils and the government, raising awareness, strengthening organizational leadership and taking effective measures to ensure early deployment and early arrangements, keeping in mind the supply and demand for essential commodities and prices, managing consumption hot spots, making it easier for farmers to buy and providing livelihood security, and making every effort to ensure the supply of commodities during holidays, secure prices and make good living。

Iii. Guarantee of the supply of agricultural resources and services to the three major agricultural departments
The supply of agricultural resources is a major concern for the steady development of agricultural production, the steady growth of farmers ' incomes, national food security and the efficient supply of agricultural products. All levels of supply and marketing cooperatives need to focus on the supply of farming in the spring as a priority at the present time, effectively acting as the main channel for the supply of agricultural resources, enhancing the supply of important agricultural commodities such as fertilizers and pesticides, and ensuring stable agricultural supply services and prices in 2023. At the same time, efforts should be made to create innovative business services to promote the transformation of traditional agribusiness into a modern integrated agricultural service provider, to extend the industrial service chain and to self-aware to serve the “three farmers” sector. All levels of supply and marketing cooperatives should adhere to the “people-centred, prevention-oriented” philosophy, ensure that food operations are at their source, strengthen day-to-day regulation, strictly comply with the requirements of the “sixth check”, eliminate the sale of all kinds of hypocritical, obsolete and “triple zero” products, and resolutely put an end to all kinds of violations and irregularities. The monitoring of priority areas should be strengthened by giving top priority to foods such as rice, pasta, meat and its products, dairy products, vegetables, etc., which affect the health and safety of the population, ensuring the safety of food operations and further promoting the image of “good-faith supply and sale”。
Local supply and marketing cooperatives are required by this circular to effectively carry out their duties and work towards the year-round supply of services and price stabilization for commodities such as food. Issues of precipitality, potentiality and preference need to be kept and addressed in a timely manner. In the event of a serious incident, the local party council has to be informed in a timely manner and reported to the provincial authorities.
