(i) for families with difficulties in obtaining a residence permit in the municipality, “more than three years” is adjusted to “more than one year”。
(ii) for families with housing difficulties other than those of their municipality, the term “normal contributions to old-age pension insurance in their municipality, amounting to more than 24 months in three years” has been amended to read “normal contributions to old-age insurance in their municipality, amounting to more than 12 months in a row” and the term “possession of the zhengzhou city residence certificate” has been abolished。
(iii) the applicant or co-applicant “has a record of the transfer of the property within five years of the date of the application” is adjusted to “have a record of the transfer of the property within three years of the date of the application”。
(iv) the applicant or co-applicant “purchases more than $80,000 (based on the amount taxed on the vehicle acquisition tax invoice) for non-operational vehicles or for two or more operating vehicles” is adjusted to read “purchases more than $150,000 (based on the total price tax amount of the unified invoice for the sale of motor vehicles) for non-operational vehicles or two or more vehicles”。
(v) “newly employed university students (who have completed a full-time undergraduate degree and above for less than three years and who have paid pension insurance in accordance with the rules) and those who have introduced talent are not subject to the length of their domicile, the period of contribution to old-age insurance and the age limit”。
Optimizing security
(i) introduction of “global operations”. In order to break the restrictions on the application for civil status and work premises, online and offline applications are made in close proximity to the public。

If, after selecting the source of the dwelling, a public rental lease contract, a property service contract, etc., is not entered into for a specified period of time without reason, the security entitlement shall be abolished and no application for security of eligibility may be made for two years from the date of the annulment。

Improved transition policy
1. Upon expiry of the period of eight years for which a non-urban domicile is insured, and after the expiry of the period of transition, those who meet the conditions of the guarantee and are willing to rent through an increase in rent, continue the transition, depending on the supply of and demand for housing, for a period not exceeding three years, at a rate of 40 per cent above the established rent rate。
2. Insured persons whose income exceeds the standard and who have reached the expiration of the transitional period, subject to review, with the exception of those whose income exceeds the standard, to the extent that they are eligible for security and are willing to use the increase in rental rent, continue the transition in accordance with the supply of and demand for housing, for a period not exceeding three years at a time, with the rental rate rising by 40 per cent according to the established rent rate。
3. In cases where the purchase of a dwelling is not delivered as scheduled, after the expiry of the transitional period, the possibility of a transition may continue, with the rental rate rising by 40 per cent according to the established rental rate, when the certificate of deferred delivery is submitted to the seller's office。
4. Insured persons who do not meet the security conditions for public rental housing and are still willing to make the transition by increasing the rental rent, depending on the supply of and demand for the housing stock, for a period not exceeding three years at a time when the rent is paid twice the established rent rate。
It was understood that the adjustments covered by the circular would be implemented as from 1 march 2026. The housing security department of the county (municipality), upper neighborhood and zhengzhou airport districts may take into account the actual situation in the territory。
